Cassidy, Planner Planning & Development Services Department – Current Zoning Review Section PROJECT: TC-RES-TC-RES-1225-05979 – Residential Building – New detached ADU 217 E 17TH ST Unit 2 TUCSON, AZ 85701 (HR-3 Zoning) Site Plan Review – 1st Review TRANSMITTAL DATE: December 29, 2025 This site is in the HR-3 Residence Zone (UDC 4.7.12). An accessory dwelling unit is permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.6, 8, & 9 and 6.6.3. Plan review for the above referenced accessory dwelling unit (ADU) has been completed. This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued. 1. COMMENT: The site plan provided is nearly complete. Provide a site plan that meets the requirements show in the plot plan example at the following link: https://www.tucsonaz.gov/Departments/Planning-Development-Services/Permits/Plan-Examples/Plot-Plan-Example Specifically: A. Draw, label and dimension everything that exists on the property to a scalable drawing graphic (sidewalks, driveways, parking spots, walls, fences) and provide dimensions of any structure as it relates to nearby structures and property lines and provide the heights (measured from above finish grade to top of wall, etc.) of those structures that run parallel-perpendicular to any nearby adjacent property lines. Provide heights at various locations along the fence/wall if applicable. B. Draw, label and dimension all setbacks. The underlying zoning setbacks for an ADU along the north and west property lines is 5’-0”. The front yard setback is 20’-0”. The street side yard setback is 10’-0”. In the case of a ‘corner lot’, like this example (fronting on two streets), the property owner can choose which is which. Update plan and associated content accordingly. Additionally, include this in the required comment response letter. Assuming you elect to have S Herbert Av as the street side yard, the ADU would be required to meet the 10’-0” setback. 2. COMMENT: The site plan currently shows an Accessory Dwelling Unit (ADU) within the north and east setbacks. Relocate the ADU to meet the underlying standards (Comment 1 / B) or submit for a Board of Adjustment (B/A) variance in order to allow the current configuration. Prior to pursuing the B of A Variance option, check with the historic reviewer to verify if setbacks can’t be mitigated in that review. 3. COMMENT: This site is in the HR-3 zone (UDC 4.7.12).
