Cassidy, Planner Planning & Development Services Department – Current Zoning Review Section PROJECT: TC-RES-1225-05796 – Residential Building – Renovate Unit 2 (ADU) 231 E WATER ST TUCSON, AZ 85705 (R-2 Zoning) Site Plan Review – 1st Review TRANSMITTAL DATE: December 18, 2025 This site is in the R-2 Residence Zone (UDC 4.7.9). An accessory dwelling unit (ADU) are permitted uses in this zone (Table 4.8-2) subject to Use Specific Standards 6.6.3 for the ADU. Plan review for the above referenced accessory dwelling unit (ADU) has been completed. This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued. 1. COMMENT: As proposed (and acknowledged) as a second unit, the proposed scope should be referred throughout the construction documents as an accessory dwelling unit (ADU). 2. COMMENT: Sheet T1.0 acknowledges that “several unpermitted structures surrounding. Un-permitted has been removed”. Zoning was unable locate a separate demolition permit for any (or all) of the unpermitted structures you are referring to. Include this information on the D1 sheet with specific locations, drawn to scale and square footages of each item that was removed. 3. COMMENT: The site plan provided is incomplete. a) Provide a site plan that meets the requirements show in the plot plan example at the following link: https://www.tucsonaz.gov/Departments/Planning-Development-Services/Permits/Plan-Examples/Plot-Plan-Example More Specifically: 1) Draw and label all setbacks. Setbacks for side and rear property lines are 6’ or 3/4 the height of any structure flanking the east, west and north property lines, whichever is distance is greater. The front yard setback (south property line) is 20’-0”. Label everything that exists on the property (walls, fences, sheds, shade sails and provide heights measured from above finish grade at various locations along the fence/wall) if applicable. 2) Update site plan (property lines, property line lengths) to be reflective of information on Pima County’s website. See https://www.asr.pima.gov/ParcelData/Map/Arm/MP03/03115_11.pdf 3) Measure square footage of every enclosed structure on site and driveway/vehicular use area and input into lot coverage calculation table. 4) Either the drawing or drawing scale is off from the other. Adjust drawing graphic or scale noted so that match. 4. COMMENT: Per Section 7-01.0.0 of the UDC Technical Standards Manual and the City of Tucson Inclusive Home Design Ordinance (https://www.tucsonaz.gov/files/sharedassets/public/v/1/city-services/planning-development-services/documents/inclusivehomedesignordinance.pdf ), all new dwellings have a requirement to provide an “accessible route from public and common areas, including, but not limited to, a driveway or public street or sidewalk”. Draw, dimension, and label an accessible route from the driveway (or apron), sidewalk, or street to an accessible entrance. Ensure the route meets accessibility standards as articulated in Sections 402-404 of the ADA Accessibility Standards (https://www.access-board.gov/ada/chapter/ch04/). See TSM 7-01.4.3 for specifications, including slope and composition materials. 5. COMMENT: Additional comments may be forthcoming on the next review based on responses to Zoning and other the PDSD reviewer comments. RESUBMITTAL OF THE FOLLOWING IS REQUIRED: 1.
