Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval.

GENERAL REQUIREMENTS:

The City of Tucson adopted the 2018 IRC with amendments and building ordinances for all dwellings.
Show the current code reference on the plans. The 2024 IRC will be in effect Jan 1, 2026.

Provide a response letter addressing each comment with location of change on the plans. Submit separate letter and plan set files.

SITE PLAN:

1. Each dwelling building requires a street address and a separate permit, R319. Show Pima County assigned unit numbers at each dwelling on the site plan

PLANS:

1. Notate a cool (white) roof finish (greater than 60 SRI) as required by the ADU provisions.
2. Show a maximum ½” floor elevation changes at a notated accessible route entrance on the floor plan, R106.1.1. Include all threshold conditions for a route from the exterior into the living space.

SECTIONS - DETAILS:

1. An unvented roof assembly requires an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing, R806.5. Show a roof design with insulation types and minimum thickness for meeting the condensation control requirement and the minimum total insulation value of R-38.
2. Remove the “vent hole” eave opening note from detail #1 on sheet 6. Openings may not pass through the thermal envelope and insulation requires alignment with the air barrier, N1102.4.

MECHANICAL PLANS:

1. Remove the outdated code references from sheet 4.
2. Provide demand calculations in accordance with Manual J standards, M1401.3, M1601.1.
3. Provide (an HVAC system with fresh air intake) whole-house mechanical ventilation with controlled exhaust, R303.4; N1103.6 & M1505.4. Identify the device model number providing an adjustable setting and note the minimum continuous setting. A two or three-bedroom dwelling under 1501 SF requires a 45 CFM continuous setting.

INTERNATIONAL ENERGY CONSERVATION CODE:

1. Energy Certificate: (Mandatory) place near the indoor furnace or in utility room, N1101.14. Add notation to plans.

1. The walkway to main dwelling is not sufficient in meeting the accessible route requirement by the Inclusive Home Design Ordinance.
2. Per the City of Tucson Inclusive Home Design Ordinance: https://www.tucsonaz.gov/files/sharedassets/public/v/1/city-services/planning-development-services/documents/inclusivehomedesignordinance.pdf, all new dwellings and units have a requirement to provide an “accessible route from public and common areas, including, but not limited to, a driveway or public street or sidewalk”. Draw, dimension, and label an accessible route from the driveway, sidewalk, or street to an accessible entrance. Ensure the route meets accessibility standards as articulated in Sections 402, 403, & 404 of the ADA Accessibility Standards: https://www.access-board.gov/ada/chapter/ch04/. Revise the plans to demonstrate a pathway connecting to an accessible route to the frontage road.
3. Refer to Technical Standards Manual Section 7-01.4.3 for sidewalk specifications including the minimum 4ft-width and composition minimums.
4. After review of the final plat for La Mesa Subdivision, there exists a 5-foot easement that runs along the south property line. Show and call-out this easement on the site plan. Encroachment into said easement will not be allowed

This site is zoned O-3 (UDC Section 4.7.15). An accessory dwelling unit is a permitted use in this zone (Table 4.8-5) subject to Use Specific Standards 6.6.3.

RESUBMITTAL OF THE FOLLOWING IS REQUIRED: Correct plans, as noted in the comments below, along with a response letter indicating how all Site Zoning comments were addressed.

1. (Comment) Aerial imagery indicates that a wall and a porch for the main structure were both constructed without permits ~2023. Per UDC Section 1.4.1.C, new permits can not be approved until the site demonstrates compliance with the UDC. A separate permit must be submitted indicating the unpermitted work before zoning can approve the ADU.

2. (Comment) There appear to be some dimension figures cut off from the site plan. On the site plan, please indicate all the dimensions of the proposed ADU, and its setback dimension from the southern property line.

3. (Comment) The lot coverage calculation is not correct. Per UDC Article 6.4.3.C.1.a Roofed areas, porches, open on at least one side are not included in the calculation.

4. (Comment) Indicate the zoning of the surrounding lots.

5. (Comment) Per Engineering’s comment, please indicate the 5’ easement on the southern property line.
