1. After a review of aerial views (https://maps2.tucsonaz.gov/Html5Viewer/?viewer=maptucson#) of the property, it appears that PV modules are mounted on an unpermitted structure (unpermitted roof). Searching city records through PRO (https://pro.tucsonaz.gov/address_search/) found no permit history for this unpermitted roof. Either provide completed permit and inspection documentation, apply for and complete permit review and inspections for the structure or remove the PV modules from the unpermitted structure.
