Site Plan Review – 1st Review

TRANSMITTAL DATE: November 21, 2025

This site is in the HR-3 Residence Zone (UDC 4.7.12). A single-family residence is permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.6.

Plan review for the above referenced garage addition has been completed. This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued.

SCOPE OF REVIEW:
The scope of this plan review covers zoning, use(s), legal description, adjacent properties, setbacks (building or wall heights), dimensional standards, property permitting history, density (units/lot size), and lot calculation (enclosed building and structure, parking, and driveway versus overall lot size) requirements. All code references are to the Tucson, AZ Unified Development Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval.

PLANS AND ELEVATIONS OR DRAWING SET:

1. COMMENT: Per TABLE 6.3-2.A of the UDC (referenced below), the perimeter yard setback along the east, west and south property line(s) are 6’ or 2/3 the height of the proposed garage addition, WHICHEVER DISTANCE IS GREATER. Update setbacks on plans and T1.0 Code Review Section. Presently, the proposed height of garage is 11’-4” but height is measured from finish grade which appears to put the height at 11’-10” above finish grade. Two/thirds the height of this proposed height equals a 7’-11” setback of which a 6’-2” dimension is currently depicted on the SP1.0 sheet. Three options exist:

a) Leave design as-is and:
Secure a neighbor setback waiver (provided below) signed and dated by the property owner(s) to the west:

b) Leave design as-is but unable to obtain neighbor waiver:
Should you be unsuccessful in your attempt to retrieve the neighbor waiver there is a Design Development Option (or DDO) which affords an attempt to seek relief from the setback requirements. Know this is an extra 6-week review and the neighbors within 100’-0” are made aware of this attempt to seek relief from being in the setback. Zoning will not be able to approve the permit application until the DDO is approved. This information is linked here:

c) Adjust design height or width to accommodate zone standard

2. COMMENT: This site is in the HR-3 zone (UDC 4.7.9). Historic review and approval are required. Site zoning has completed their review and will have no further comments but cannot approve this permit until the historic review (SD-1125-00168) has been completed and approved.

3. COMMENT: Zoning has acknowledged this property has a structure on-site with a with ‘contributing status’ with the National Register of Historic Places and advises the owner to contact the State Historic Preservation Office (HPO) to determine if project will impact status. 4. COMMENT: As currently shown in the SP1.1/3 existing fence elevation drawing the proposed fence is 6’-3” measured above finish grade as opposed to the 5’-9” above Finish Floor as currently depicted. Per 6.6.2.I (UDC), “The maximum height of a wall or fence within a perimeter yard shall be six feet; however, the wall or fence may be higher than six feet, but no higher than ten feet, if: (See Figure 6.6.1-A, Height of Wall or Fence within a Side or Rear Perimeter Yard.).” Additionally, it does not appear this fence was permitted. This can be added to this permit but the height will need to be approved through our Design Development Option.
