Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval.

PROVIDE A COMPLETE PLAN SET showing all proposed alterations to the building with 2018 IRC code compliance with component sizes.

Provide a response letter on separate file when submitting the updated construction plan set.

Field welding requires a completed special inspection request form for review with the permit plans, R109.2. Obtain an inspector and provide a certified inspector seal on the form found at: https://www.tucsonaz.gov/Departments/Planning-Development-Services/Building-Inspections

STRUCTURAL PLANS:

1. The Roof Framing Plan includes beams and rafters not sized for prescriptive code compliance. Provide an engineer’s calculation, design, and seal on the plans for a performance design when minimum sizes are not code compliant with the IRC, R301.1.

SECTIONS - DETAILS:

1 Provide detail D which is referenced on sheet 2A.
2 Show roof sheathing size and fastening in compliance with Table R602.3 (1) or note open joist without sheathing loads.
3 Identify all fasteners for wind loading compliance. Show roof (uplift resistance) fasteners (H2.5) with appropriate uplift capacity, R802.11 amended.

COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This site is located in the R-1 zone (UDC 4.7.8). A single-family residence is a permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.5 – 9.

1. Per UDC Article 6.6.3.C Detached accessory buildings , including accessory dwelling units , are not permitted in the buildable area extending the full width of the lot between the principal building and the front street lot line, except for shade structures or carports not over 400 square feet in floor area, terraces and steps not over three feet high above the natural grade, paved areas, and fences or walls. The proposed 542 square footage exceeds the allowed 400 square footage. A Board of Adjustment for Variance must be submitted and approved. Board of Adjustment application/requirements can be found at: https://www.tucsonaz.gov/Departments/Planning-Development-Services/Planning-Zoning-Applications/Zoning-Administration. Contact for the Board of Adjustment is Mark Castro at Mark.Castro@tucsonaz.gov. An option to avoid the variance process would either be to reduce the size to 400 sq. ft or less or connect the carport to the dwelling with a roofed structure, minimum 5’ wide that can support a 20 pound live load.

2. Per UDC Article 6.4.5.B.2 perimeter yard setbacks for carport type structures are measured from the post supporting the carport. Show the post supporting the carport on the plot plan and provide all applicable perimeter yard setback dimensions. Per UDC Article 6.4.5.D.1.b the roof is allowed to overhang up to 2’-0”. If the overhang is greater than 2’ show the 2’-0” overhand line on the plan and provide the perimeter yard setback from that line.

3. Perimeter yard setbacks are based on a wall height measurement from design grade to the highest point of the exterior wall UDC Article 6.4.5.B & Figure 6.4.5-A. Where post and beam meet the roof structure.

4. The minimum setback is the greater of six (6) feet, or two-thirds (2/3) the height of the structure’s wall facing each interior property line (Table 6.3-2.A). Based on the heights shown on Section BB sheet 6, 11’-4” the required perimeter yard setback from the proposed carport to the south property line is 7’-7” Zoning cannot determine the proposed setback until comment 2 is addressed. If the setback is less than 7’-7” depending on how comment 1 is addressed will determine what process will be required. If you elect to go the variance route or reduce the size a neighbors setback waiver could be used to reduce the south setback. If you elect to connect the carport to the existing dwelling a Design Development Option (DDO) will be required.
