Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. Provide a separate Comment Response Letter when submitting updated plans. Facilitate a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval.

PROVIDE A COMPLETE PLAN SET showing all proposed alterations to the building with 2018 IRC code compliance.

Provide a response letter on separate file with the updated construction plan set.

SECTIONS - DETAILS:

1. Clarify the placement of ceiling/roof insulation for determining the need for attic ventilation, R806. Attic space outside of the thermal barrier requires a ventilation calculation for showing the attic vent opening size using 1 to 150 of attic area in compliance with R806.2 or an unvented roof assembly requires an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing, R806.5. Show a roof design with insulation types and minimum thickness for meeting the condensation control requirement and the minimum total insulation value of R-38.

ELECTRICAL PLANS:

1. Show a smoke alarm in each bedroom and outside the doorway in the immediate vicinity, R314.3.2.
2. Interior 15A & 20A circuits serving outlet locations (except garage, kitchen, and bathrooms) including receptacles, lights, and smoke detectors require combination type arc-fault circuit interrupters, E3902.16. Add notation to plans.

This site is located in the R-1 zone (UDC 4.7.8). A single-family residence is a permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.5 – 9.

1. The lot coverage calculation is not correct. Per UDC Article 6.4.3.C.1.a Roofed areas, porches, open on at least one side are not included in the calculation.

2. Perimeter yard setbacks for porch or carport type structures a measured from the post supporting the structure, UDC Article 6.4.5.B.2. Clearly show the post supporting the proposed carport rebuild and the porch addition to the applicable property lines.

3. Review Constructure Plan I-465 found at: https://maps-and-records.tucsonaz.gov/construction-plans/details/I-465, and provide a dimension from the centerline of Bentley to the face of curb and from the face of curb to the west property

4. Provide the zoning for all adjacent properties on the plan to include properties across the right-of-ways.

5. Per UDC Article 4.9.7.B.7 For any new single-family dwelling in the R-1 zone with five bedrooms , three parking spaces are required. For every bedroom over five, one additional space is required for each bedroom . For all single-family dwellings in the R-1 zone with five or more bedrooms , and for all lots containing two or more single-family dwellings, with the second dwelling having more than one bedroom , all parking spaces must be located on-site , either in a side or rear perimeter yard . Parking spaces may not be located in a vehicular use area in any front street perimeter yard . A parking area is not required to be developed to a commercial standard. A dustproof parking surface is required to at least a minimum of two inches of compacted pea gravel. An existing covered residential parking area may be used. Based on the provided floor plan there are 5 bedrooms on site, 2 within the existing dwelling, 2 within the proposed attached addition and the Family Room counts at the 5th. Definition of a bedroom, UDC Article 11.4.3, Bedroom the term bedroom includes all of the following: 1) Any room that is designated as a bedroom; 2) Any enclosed room that has a minimum area of 60 square feet and has an accessible opening to the exterior of the building in compliance with the International Building Code (IBC), whether termed a studio, family room, study, den, bonus room, or any other name, except for a living room, dining room, kitchen , and bathrooms; and 3) Any room designated as a bedroom for the purpose of any other code requirement. Clearly show the required 3 vehicle parking spaces, in the side or rear yard and demonstrate compliance with the dust proofing.

COMMENTS: the following comments are relative to an application for a Design Development Option (DDO) (UDC 3.11.1).

Perimeter yard setbacks are based on a wall height measurement from design grade to the highest point of the exterior wall UDC Article 6.4.5.B & Figure 6.4.5-A. Where the wall meets the eave of the roof. As wall heights were not provided from design grade Zoning has added 6” to the heights shown on the building elevations.

The minimum setback is the greater of six (6) feet, or two-thirds (2/3) the height of the structure’s wall facing each interior property line (Table 6.3-2.A).

6. Based on a wall height of 15’ the required perimeter yard setback from the proposed addition to the south property line is 10’-0”, proposed setback is 1’-6”.

7. Perimeter yard setbacks for porch or carport type structures are based on a wall height measured from design grade to point where the post and beam meet the roof structure. As the required dimensions were not provided Zoning cannot determine the setback requires from the proposed porch or carport but it does not appear that perimeter yard setbacks from the post supporting these structures to the south property line are met.

The minimum setback to a side street property line is ten (10) feet (UDC Section 6.4.5.C.1.b).

8. Proposed setback from the post to the street property line was not provided but it appears that the 10’-0” will not be met.
