This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued. SCOPE OF REVIEW: The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval. PLANS: 1. Notate a cool (white) roof finish as required by the ADU provisions. SECTIONS - DETAILS: 1. Show the attic vent opening size using 1 to 150 of attic area with insulation at the ceiling in compliance with R806.2. Update the undersized 2.7 SF gable vents. MECHANICAL PLANS: 1. Provide (an HVAC system with fresh air intake) whole-house mechanical ventilation with controlled exhaust, R303.4; N1103.6 & M1505.4. Show the minimum airflow rate setting and location of the device requiring this adjustable setting. A one bedroom dwelling under 1501 SF requires a 30 CFM continuous setting. INTERNATIONAL ENERGY CONSERVATION CODE: 1. Limit building air leakage in compliance with N1102.4. Combustion air vents may not provide openings through the thermal envelope. Provide a Laundry transfer grill though an interior wall or door for combustion air or isolate the clothes washer/dryer gas appliance within a sealed utility closet. Update sheet M-1. | 11/08/2023 | Site Zoning | REQUIRES RESUBMIT | ZONING REVIEW TRANSMITTAL FROM: Wyatt Berger Lead Planner PROJECT: TC-RES-1123-09193 2350 North Norris Avenue – R-2 ADU (1st Review) TRANSMITTAL DATE: November 8, 2023 Please resubmit revised drawings with a detailed response letter stating how all Zoning Review Section comments were addressed. The site is in the R-2 zone (UDC 4.7.9). An accessory dwelling unit (ADU) is a permitted use in the R-2 zone, subject to use-specific standards 4.9.7.B.6, .8, and .9, and 6.6.3. 1. Include the single-family residence approved through TC-MDP-0823-01472 within the lot coverage calculation. 2. In addition to the two motor vehicle parking spaces required for the principal use, one parking space shall be provided for the accessory dwelling unit. The parking requirement may be satisfied with available on-street parking or waived if the site is within ¼ mile walking distance of a transit stop or an enhanced bike route as listed in the Bike Boulevard Master Plan (UDC 6.6.3.B.2). Notate the locations of the three required parking spaces required for the entire site or demonstrate that the site is within ¼ mile walking distance of a transit stop or enhanced bike route to eliminate the ADU parking requirement. 3. Provide a general note stating that the ADU will be developed with a high albedo level (> 60 SRI) or other cool roof technology per the ICC Green Construction Code (UDC 6.6.3.B.3). 4. Perimeter yards are based on a measurement from the design grade elevation to the highest point of an exterior wall (UDC 6.4.5.B and Figure 6.4.5-A). As dimensions measured from the design grade elevations were not provided, an additional six inches has been added to the dimensions provided. Per UDC Table 6.3-2.A, when a residential use is adjacent to a residential zone, the required perimeter yard is six feet or 2/3 the height of the proposed exterior wall, whichever is greater. Based on a wall height of 12’-6”, the required rear perimeter yard is 8’-4”; proposed is 7’-0”. Design Development Option (DDO) approval is required to reduce the rear perimeter yard.
