Provide additional documents as requested by review staff. STRUCTURAL REVIEW COMMENTS: DENIED 1. Provide a detail on how the new structure will be tied into the existing house at the foundation and the roof level on the drawings. 2. Update the standard structural design notes by adding the City’s amendments for wind speed requirement and seismic design. The minimum designed wind speed is to be 115 mph per 3 second gust and the seismic category is B. Table R301.2(1). 3. Indicate that the soil under the slab and around the footings will be treated for termites prior to the pouring of the concrete. 2018 IRC R318. BUILDING REVIEW COMMENTS: DENIED 1. Indicate the type of construction for the existing house such as wood frame or masonry block on the Code Review information sheet A0.0. 2. Indicate on the drawings that fireblocking will be installed to cut off both vertical and horizontal concealed draft openings between stories and attic or roof area. 2018 IRC R302.11. 3. Indicate a nonabsorbent wall surface minimum 6’ above the floor with cement, fiber-cement, or glass-mat board backing in tub/shower enclosures, R307.2, R702.4.2. 4. Indicate a permanent certificate shall be posted on a wall in the space where the furnace is located, a utility room or an approved location inside the building. The certificate shall indicate the predominant R-values of insulation installed in or on ceilings, roofs, walls, foundation components such as slabs, basement walls, crawl space walls and floors and ducts outside conditioned spaces; U-factors of fenestration and the solar heat gain coefficient (SHGC) of fenestration, and the results from any required duct system and building envelope air leakage testing performed on the building. 2018 IECC R401.3. MECHANICAL REVIEW COMMENTS: DENIED 1. Provide a duct layout for the new addition on the drawings. Designate the locations of each supply register, return air, ductwork and any required insulation. M1301. 2. Indicate a heated air source to all habitable rooms capable of maintaining a room temperature of 68 degrees at a point three feet above the floor, R303.10. It is unknown how the new bathroom is to be heated. 3. Indicate the dryer vent size and location for venting to exterior on the drawings, M1502. 4. Note that a thermostat will be provided for the primary heating and cooling system capable of controlling the on a daily schedule in accordance with the 2018 International Energy Conservation Code R403.1. 5. Note that all exhaust fans will be terminated to the exterior 6. Note that ducts, air handlers and filter boxes shall be sealed. 2018 IRC M1601.4.1. ELECTRICAL REVIEW COMMENTS DENIED 1. Note on the drawings that smoke detectors in the existing house will be tied to the new detector. Note on the drawings that the new smoke detector shall receive their primary power from the building wiring with a battery backup and all new and existing detectors shall be interconnected so that the actuation of one alarm will activate all. 2018 IRC R314.4. 2. Clarify if a carbon monoxide alarm will be required for the new bedroom if so show one on the plans. Carbon monoxide detectors shall be installed outside of each sleeping area in the immediate vicinity of the bedrooms with attached garages or fuel fired appliances. 2018 IRC R315.3. Note on the drawings that carbon monoxide devices shall receive their primary power from the building wiring with a battery backup and shall be interconnected so that the actuation of one alarm will activate all. 2018 IRC R314.4. Smoke detectors and carbon monoxide alarms may be combined. 3. Indicate the location of an existing exterior outlet at the rear of the house or indicate new one will be provided. 2017 NEC 210.52. 4. Note that all exterior outlets shall be GFCI protected and be provided with a weatherproof enclosure with “in-use” covers. 2017 NEC 406.8. 5. Note that can lighting installed in the ceiling will be IC rated and sealed for energy efficiency requirements. 2017 NEC 410.66 PLUMBING REVIEW COMMENTS: DENIED 1. Provide a line drawing or isometric plan for the new water and sewer lines and sizes. 2. Clarify if the new plumbing fixtures will be connected to a new water heater of if the existing water heater is of sufficient size to accept the new loads. 3. Note on the drawings that all plumbing drain, waste and vent systems shall be tested for leaks in accordance with the 2018 IRC P2503.5 prior to concealing. 4. Indicate on the drawings that all showers shall be of the pressure balance or thermostatic mixing valve type, P2708.4. 5. Indicate all hot water lines will be insulated to a minimum of R3 2018 IRC N1103.4. This site is in the R-1 zone (UDC 4.7.8). A single-family residence is a permitted use in this zone, subject to use-specific standards 4.9.7.B.5-.9. 1. Provide a floor plan of the second story of the existing residence to ensure compliance with use-specific standard 4.9.7.B.7. The “studio” as depicted on the existing/demolition floor plan is considered a bedroom per UDC 11.4.3 – Bedroom. “For any new single-family dwelling in the R-1 zone with five bedrooms, three parking spaces are required. For every bedroom over five, one additional space is required for each bedroom. For all single-family dwellings in the R-1 zone with five or more bedrooms, and for all lots containing two or more single-family dwellings, with the second dwelling having more than one bedroom, all parking spaces must be located on-site, either in a side or rear perimeter yard. Parking spaces may not be located in a vehicular use area in any front street perimeter yard. A parking area is not required to be developed to a commercial standard. A dustproof parking surface is required to at least a minimum of two inches of compacted pea gravel. An existing covered residential parking area may be used.” 2. Per UDC Table 6.3-2.A: Dimensional Standards for the R-1, R-2, R-3, MH-1, & MH-2 Zones, when a residential use is adjacent to a residential zone, the required setback is six feet, or 2/3 the height of the proposed exterior building wall, whichever is greater, measured from the building wall to the property line. Roof overhangs may extend two feet into the setback (UDC 6.4.5.D.1.b). Provide measurements from design grade (the ground) to the highest point of each elevation to ensure setback requirements are being met with this proposal.
