Floodplain Use Permit
The site is within the FEMA Zone AE (Wilson Wash) and is subject to the City’s floodplain regulations. A Floodplain Use (FPU) permit will be initiated and processed administratively to confirm the development complies with those standards.
Compliance options

To comply with the floodplain regulatory limits, choose one of the following:
--Option A: Elevate the structures
• Construct the concrete slab and anchor the shed so the finished floor elevation (FFE) at or above the Regulatory Flood Elevation of 2393.2' (NAVD 88).
• After installation, a registered land surveyor must provide an Elevation Certificate verifying the FFE. The certificate must be submitted to and approved by the City before final inspection.
--Option B: Flood-vent the structure
• A vented structure cannot be used for human habitation.
• Each structure must have at least two openings, each on a different side.
• The total net open area of all openings must be at least 1 square inch per 1 square foot of enclosed floor area of the structure.
• Alternatively, a registered civil engineer may design the openings and certify the wet-floodproofing.
--Option C: Remove/Relocate
• Obtain a demo permit and demolish the structure, or
• Relocate the shed to the NE corner of the property contained within an area 20’ from the north line and 27 feet of the east property line. This option is subject to zoning setbacks off property line. Tucson zoning establishes a 5’ setback on the side and rear property lines.

Note: Any additional development in the floodplain, including fences, walls, or other accessory structures, requires a separate FPU permit.

Please determine which option will be best for your scope of work. Then revise your plans including elevation notes, tie downs and/or vent locations.

Submit your response letter and updated plan set as two separate files.
10/28/2026 Residential Zoning REQUIRES RESUBMIT PDSD TRANSMITTAL

FROM: Drew Szentesy
Planning & Development Services Department – Zoning Review Section

PROJECT: TC-RES-1026-05871
3114 N WILSON
Backyard Shed

TRANSMITTAL DATE: October 28, 2026

This site is located within the R-1 zone (UDC 4.7.8). A single-family dwelling is a permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.5 - .9, & .12.
RESUBMITTAL OF THE FOLLOWING IS REQUIRED: Correct plans, as noted in the comments below, along with a response letter indicating how all Site Zoning comments were addressed.
1. Please include all details found in our site plan requirements. If utilities are connected to the building, you should include a full site plan: https://www.tucsonaz.gov/Departments/Planning-Development-Services/Permits/Plan-Examples/Site-Plan-Examples
2. Please include the name of the property owner on the site plan.
3. Please include a description of the shed and if it has utility connections or dwelling space. If it is an accessory dwelling unit with a kitchen (full fridge, oven range) it would require a different type of permit.
4. Please include any utility lines connected to the building.
5. Please include the zoning classification on the site plan which is R-1.
6. Please include a scale bar.
7. Please include lot coverage calculations by showing the following:
a. Show square footage of the parcel
b. Total square footage of all enclosed structures
c. Total square footage of all vehicular use areas
d. Add a lot coverage calculation, which is the percentage of the site occupied by enclosed buildings and vehicular-use areas

8. The rear and side setback in the R-1 Zone is 5 feet. The neighbor waiver you included satisfies the 3ft setback to the south for your neighbor at 2201 E Hendrick Dr, but the shed also borders 2209 E Hendrick Dr and you will need a waiver from them as well to use option. Please do one of the following:
a. Secure a second neighbor waiver from the neighbor across the alley at 2209 E Hendrick Dr. If you choose this option, please include both waivers on the same page as the construction plan. You can use the following language:

My Name is __________________ and I am the owner of the property located at
________________________. I have reviewed the site plan, and I have no objection to structure being located or constructed ______ feet from the property line as depicted on the site plan.

Signature: _______________________ Date:___________________________
b. Apply for a design development option (DDO), which can be applied for through the sub-record tab within your permit application on Tucson Development Center Online. Please submit the following form to the zoning modification sub-record if you chose this option: https://www.tucsonaz.gov/files/sharedassets/public/v/1/pdsd/documents/planning-amp-zoning/ddo-for-setback-and-height.pdf
This will introduce added fees and review time.
2. Please include the zoning classification on the site plan which is R-1.
