| 12/09/2025 | Residential Building - Standard | REQUIRES RESUBMIT | TC-RES-1025-05275 PLAN REVIEW COMMENTS Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. Provide a separate Comment Response Letter when submitting updated plans. Facilitate a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions. SCOPE OF REVIEW: The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval. PROVIDE A COMPLETE PLAN SET showing all proposed alterations to the building with 2018 IRC code compliance. The plans require sufficient detail for demonstrating minimum building code compliance for passing all progress inspections. Note the 2018 IRC reference on the plans. The 2024 IRC will be in effect Jan 1, 2026. The plans may require additional changes for showing 2018 IRC compliance of construction performed without a permit. Provide plans showing all construction changes after the last completed permit. Provide construction plans with sheet numbering in a single PDF file. Provide a response letter addressing each comment with location of change on the plans. Submit separate letter and plan set files. Provide a clear and concise construction plan set. Sample drawings are available for understanding details. Sample plans at https://www.tucsonaz.gov/Departments/Planning-Development-Services/Permits/Residential-Permits SITE PLAN: 1. Show the function, location and size of buildings and utility lines, R106.1.1. Identify the permitted and unpermitted structures. PLANS: 1. Provide construction plans for all proposed (unpermitted) structures showing 2018 IRC compliance, R106.1.1. 2. Provide a Roof Framing Plan showing the beams and rafters sized for supporting live and dead structural loads usually obtained from the manufacturer. An engineer’s calculation, design, and seal for a performance design is required when minimum sizes are not code compliant with the IRC, R301.1. 3. Provide a Roof Framing Plan with dimensions showing the beams sized for supporting live and dead structural loads (Table R602.7(3)) or provide an engineer’s calculation, design, and seal for a performance design when minimum sizes are not code compliant with the IRC, R301.1. 4. Provide manufacturer’s calculations and data for engineered trusses sealed by a registered in Arizona engineer, or notate the requirement for deferred submittal, R106.1. SECTIONS - DETAILS: 1. The structure may not extend to a point closer than 3 feet from the neighboring property line without fire rated protection for fire spread. Provide compliance with R302.1 (City of Tucson Amended) by protecting the structure placed within 3 feet of the property line in compliance with IBC Table 721.1(2). Include a one hour rated wall below the roof edge with foundation along the full length of structure near the property line or relocate the structure out of the fire separation distance. 2. Also, a roof projection (overhang beyond beam) may not extend closer than 24” to the adjoining (neighboring) property line. Any part of a roof projection extending into the 3-foot fire separation distance from the property line requires not less than one-hour fire-resistive construction on the underside, R302.1 (City of Tucson Amended). 3. Provide a wall section detail with (#4 rebar) reinforced 12” x 12” reinforced foundations for anchoring exterior framed (insulated) walls with pressure treated sills including ½” anchor bolts with 7” embedment, R403.1.6. 4. Show exterior wood siding, sheathing and wall framing with a 6” clearance above the ground (R317.1 item 5). The weep screed may extend with a minimum clearance 4” above grade or 2” above paved areas, R703.7.2.1. PLUMBING PLANS: 1. Show any plumbing alteration. MECHANICAL PLANS: 1. Show any mechanical system alteration. ELECTRICAL PLANS: 1. Show any electrical alteration. | 12/10/2025 | Residential Zoning | REQUIRES RESUBMIT | PDSD TRANSMITTAL FROM: Fernando García Planning & Development Services Department – Zoning Review Section PROJECT: TC-RES-1025-05275 – Residential Building – Addition/Alteration Permit 7325 E Placita Toluca, Tucson, AZ 85710 Building Plan Review (2nd Review) TRANSMITTAL DATE: December 20, 2025 This site is located in the R-1 zone (UDC 4.7.6). A single-family residence is a permitted use in this zone. 1. (Comment) The provided site plan is insufficient. Please resubmit a site plan that meets the requirements indicated at the following link: https://www.tucsonaz.gov/files/sharedassets/public/v/1/pdsd/documents/permits/residential-permits/residential_plot_plan_requirements_dtm-comments.pdf 2. (Comment) Provide a lot coverage calculation on the plans that meets the requirements of UDC Article 6.4.3 and the example shown on the Residential Plot Plan Requirements. Label the distance from the face of the carport front posts to the street property line. Provide dimensions for the main residence, which can be found here: https://www.asr.pima.gov/ParcelData/prc/13418/1370.pdf Provide the height of all structures on the plot plan. Show all utility lines on the plot plan. Indicate the zoning of the parcel and all adjacent parcels on the plot plan (R-1). Provide the legal description “VISTA DEL SAHUARO II LOT 24” on the plot plan. 3. (Comment) Clearly label and identify the purpose of each addition. For example, label the areas behind the carport and indicate the purpose of the area labeled “garage”. Aerial imagery indicates that no standard vehicle can enter this area, nor given the porches, be stored inside the building. 4. (Comment) Clearly label the setback of the carport from the western property line and indicate its height. An attached structure cannot utilize a neighbor waiver, as was provided, to reduce the minimum setback distance. In an R-1 zone, the minimum setback to an interior property line is 6’ or 2/3 the height of the adjacent wall, whichever is greater. If the setback is at least 1’ from the property line, then a Design Development Option (DDO) application can be used to request a reduction in the required setback. See the application and instructions for how to apply here: https://www.tucsonaz.gov/files/sharedassets/public/v/1/pdsd/documents/planning-amp-zoning/ddo-for-setback-and-height.pdf Please be aware that a DDO typically adds at least 6 weeks to a permit review timeline since the permit cannot be approved until a DDO Decision Letter is approved and a two-week post-approval appeal period closes. At that point, please resubmit plans with the DDO Decision Letter so that the permit can be approved by Site Zoning. 5. A detached accessory structure must also abide by the minimum setback requirements for an R-1 zone, 6’ or 2/3 the height of the adjacent wall, whichever is greater. However, a neighbor waiver can be used to reduce this setback down to 0’ setback. As stated in comment 3, identify the purpose of the structure in the northwest corner, indicate its total square footage and height (including for the building and porches/overhangs). A neighbor waiver can be utilized to permit this structure in the setback, but the provided neighbor waivers require revision. The names on the waivers do not match the addresses within the waiver. For example, Deborah J. Ross is listed as the owner at 7326 E Placita Antigua, when (per Pima County records) she is actually listed as the owner of 7319 E Placita Toluca and José Gastelum is listed at the owner at 7326 E Placita Antigua. In addition, neighbor waivers must state the distance from the property line that the structure is located and cannot generically list “near the property line”. To allow this structure to remain in its current location, signed neighbor waivers are required from the neighbors at: • 7326 E Placita Antigua (José Gastelum) • 7318 E Placita Antigua (Antoinette Lucero or Corinne Ratajczyk) • 7319 E Placita Toluca (Deborah Ross) In the case that this structure is an accessory dwelling unit (ADU), please be aware that a neighbor waiver cannot be used to reduce the minimum required 5’ setbacks and a DDO would instead be required. RESUBMITTAL OF THE FOLLOWING IS REQUIRED: Corrected site plan. Contact Fernando L. Garcia, Lead Planner, Site Zoning at fernando.garcia2@tucsonaz.gov for more information. |
