Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval.

GENERAL REQUIREMENTS:

The City of Tucson adopted the 2018 IRC with amendments and building ordinances for all dwellings. The 2024 IRC will be in effect Jan 1, 2026.

Provide a separate application for the ADU alteration. Each dwelling requires a permit with an appropriate address. The Accessory Dwelling Unit (ADU) has separate processing issues not required for the primary dwelling.

This application for TC-RES-1025-05041 will only include the primary dwelling alterations. Submit updated plans for an Accessory Dwelling Unit (ADU) which requires many alterations for compliance.

Each dwelling unit with kitchen requires a separate Pima County assigned street address after Zoning approval, R319. Show Pima County assigned unit numbers at each dwelling on the site plan. https://www.pima.gov/1010/Addressing-Frequently-Asked-Questions

Provide a response letter addressing each comment with location of change on the plans. Submit separate letter and plan set files.

SITE PLAN:

1. Each dwelling building requires a street address and a separate permit, R319. Show Pima County assigned unit numbers at each dwelling on the site plan
2. Each dwelling unit should have an individual 3-foot clear space (including the roof projections) known as the fire separation distance for reducing fire spread to nearby buildings. Portions of buildings placed in a fire separation distance require one-hour fire-resistive construction in compliance with IBC Table 721.1(2). This code requirement will eliminate the north and west windows and roof overhangs on the ADU along with the addition of one-hour rated materials.

PLANS:

1. Provide fire spread compliance for the building located in the fire separation distance, R302.1 (City of Tucson Amended). Update sheet S.1.

SECTIONS - DETAILS:

1. Show a means of achieving the prescriptive R-6 values at the exterior masonry walls, N1102.1. This usually includes furring the interior with foam board in the wall cavities. Update detail #7 on sheet A4.0.
2. An unvented roof assembly requires an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing, R806.5. Show a roof design with insulation types and minimum thickness for meeting the condensation control requirement and the minimum total insulation value of R-38 or R-30 when extended over the wall top plate for additions under 500 SF. Clarify the ceiling/roof insulation detail showing the air-impermeable rigid insulation material adhered to either side of the roof sheathing and the batt insulation in contact with the roof material. Update detail #7 on sheet A4.0 and A4.1.

MECHANICAL PLANS:

1. Show the HVAC system size for the building demand in accordance with M1401.3, M1601.1 as calculated with the Manual J report, M1401.3, M1601.1.
2. Identify the make and model of HVAC units which accommodate two rooms as shown on M.1 and M.2.

Remodel of an existing SFR and ADU (1st Review)

TRANSMITTAL DATE: October 29, 2025

COMMENTS: Provide a detailed response letter with your submittal that clearly shows how you have addressed all Zoning comments.

This site is located in the R-2 zone (UDC 4.7.9). A single-family residence (SFR) with an accessory dwelling unit (ADU) is a permitted use in this zone (Table 4.8-2). See Use-Specific Standards .9.7.B.6, 8, & 9 and 6.6.3.

1. The remodel of the “EXIST SFR” and “EXIST ADU” will require to separate permits.

2. Zoning was not able to find approved permit documents for the “EXIST ADU” shown on the site plan. Either provide approved permit document for the ADU or the separate permit will be for converting a storage building to an ADU.

3. Provide a residential plot plan that meets the requirements found at: https://www.tucsonaz.gov/Departments/Planning-Development-Services/Permits/Plan-Examples/Plot-Plan-Example, to include but not limited to:
a. The required plot plan shall be drawn at an engineering scale, i.e. 1” = 10’, 1” = 20’.
b. The provided lot coverage calculation is not correct. Per UDC Article 6.4.3.C.1.a Roofed areas, porches, open on at least one side are not included in the calculation.
c. Provide a dimension from the centerline of Rosemary St. to the face of curb, and from the face of curb to the property line.
d. Indicate the zoning of this parcel and all adjacent parcels on the plot plan.

4. If you are not able to provide approved permit documents for the ADU a Design Development Option (DDO) must be submitted and approved to reduce the required setbacks along the north and west property lines. Minimum setback to interior property lines are the greater of six (6) feet, or two-thirds (2/3) the height of the structure’s wall facing each interior property line (Table 6.3-2.A). Perimeter yard setbacks are based on a wall height measurement from design grade to the highest point of the exterior wall UDC Article 6.4.5.B & Figure 6.4.5-A. Where the wall meets the eave of the roof. Provide wall height dimensions from the design grade to the highest point of the wall for the ADU so that required perimeter yard setbacks can be determined.
