This letter reflects comments to be addressed. Provide a separate Comment Response Letter when submitting updated plans. Facilitate a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions. SCOPE OF REVIEW: The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval. PROVIDE A COMPLETE PLAN SET showing all proposed alterations to the building with 2018 IRC code compliance. Note the 2018 IRC reference on the plans. Update the outdated 2012 reference at general note #7 on sheet 1 and all other outdated references on sheet 5, 7 and 8. The plans may require additional changes for showing 2018 IRC compliance of construction performed without a permit. Provide a response letter on separate file with the updated construction plan set. SITE PLAN: 1. Show the location of the electrical service panel, R106.1.1. An overhead service conductor may not pass over the proposed building without an 8-foot clearance above the roof, E3604.2.1. PLANS: 1. Bedrooms require compliance with R310 providing direct egress to the exterior. Show the existing interior bedroom (with skylight) as a different functional usage. 2. Update the Patio Cover Roof Framing Plan showing the beams sized for supporting live and dead structural loads (Table R602.7(3)). The 4x6 beams on sheet 5 are undersized. 3. Show the ledger bolt spacing on sheet 5. MECHANICAL PLANS: 1. Show bathroom (without a window) exhaust fan locations with minimum 50 CFM rating and duct to the exterior, R303.3 and M1505. Show of existing or proposed at existing interior bathrooms. INTERNATIONAL ENERGY CONSERVATION CODE: 1. The simplified prescribed energy values for glazing is U=0.40, skylights U=0.65, ceiling R=38, walls R=13 and the maximum “U” factors of the windows with solar heat gain coefficient SHGC minimum value of 0.25, N1102.1. Remove the U value of .75 from sheet 2. This site is located in the R-1 zone (UDC 4.7.8). A single-family residence is permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.5 - .9. 1. As you are proposing 5 bedrooms on site clearly demonstrate how the requirements of UDC Article 4.9.7.B.7 are met. UDC Article 4.9.7.B.7 states “For any new single-family dwelling in the R-1 zone with five bedrooms , three parking spaces are required. For every bedroom over five, one additional space is required for each bedroom . For all single-family dwellings in the R-1 zone with five or more bedrooms , and for all lots containing two or more single-family dwellings, with the second dwelling having more than one bedroom , all parking spaces must be located on-site , either in a side or rear perimeter yard . Parking spaces may not be located in a vehicular use area in any front street perimeter yard . A parking area is not required to be developed to a commercial standard. A dustproof parking surface is required to at least a minimum of two inches of compacted pea gravel. An existing covered residential parking area may be used. Clearly show the required 3 vehicle parking spaces on the plan in the side or rear yard and demonstrate that the dustproofing is provided. 2. Perimeter yard setbacks are based on a wall height measurement from design grade to the highest point of the exterior wall UDC Article 6.4.5.B & Figure 6.4.5-A. As height dimensions were not provided for the storage container perimeter yard setback requirements cannot be determined. The minimum setback from the storage container to the west property line is 6’-0”, UDC Table 6.3-2.A. To reduce the setback to less than 6’-0” at a minimum a neighbors setback waiver is required for the proposed reduced 1’-2” setback to the west property line, UDC Article 6.6.2.D. To secure this neighbor setback waiver the following statement must be provided on the plot plan and be signed and dated by the adjacent property owner(s): My Name is____________________ and I am the owner of the property located at_______________________. I have reviewed the site plan and I have no objection to structure being located or constructed________ feet from the property line as depicted on the site plan.
