PLAN REVIEW COMMENTS

Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval.

PLANS:

1. Notate a cool (white) roof finish as required by the ADU provisions.

SECTIONS - DETAILS:

1. Show half of the attic vent openings at the ridge or upper half of attic when using 1 to 300 of attic area calculation in compliance with R806.2.
2. An unvented roof assembly requires both an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing and batt insulation for achieving the total prescriptive requirement. Remove the incomplete “vent optional” statement on sheet A2.0.

PLUMBING PLANS:

1. Show an individual accessible water supply shut off and water heater for the proposed dwelling unit, P2903.9.1.
2. The gray water plumbing detail is not required for an ADU as it is with a traditional dwelling.

MECHANICAL PLANS:

1. Show the HVAC system size for the building demand in accordance with M1401.3, M1601.1.
2. Provide (an HVAC system with fresh air intake) whole-house mechanical ventilation with controlled exhaust, R303.4; N1103.6 & M1505.4. Show the minimum airflow rate setting and location of the device requiring this adjustable setting. A two or three bedroom dwelling under 1501 SF requires a 45 CFM continuous setting.
3. Provide demand calculations in accordance with Manual J/S/D standards, M1401.3, M1601.1. Systems shall be sized in accordance with Manual S based on building loads calculated in accordance with Manual J and duct systems sized in accordance with Manual D.

ELECTRICAL PLANS:

1. Update the Riser Diagram showing the feeder size to the ADU, NEC 225.30 and E3403.
2. Provide a sub panel breaker entry on the main panel schedule for of the feeder, E3702.2.
3. Interior 15A & 20A circuits serving outlet locations (except garage, kitchen, and bathrooms) including receptacles, lights, and smoke detectors require combination type arc-fault circuit interrupters, E3902.16.

A Native Plant Preservation Plan, Section 7.7.4, is required to be submitted or approved or a request for an exception from the Native Plant Preservation requirements approved in accordance with Sections 7.7.3.D.3 & .4 of the UDC and Admin. Manual Section 2-11.0.0 prior to Grading Plan approval.

Please resubmit revised drawings with a detailed response letter stating how all Zoning Review Section comments were addressed.

The site is in the R-1 zone (UDC 4.7.8). An accessory dwelling unit (ADU) is a permitted use in the R-1 zone, subject to use-specific standards 4.9.7.B.6, .8, and .9, and 6.6.3.

1. Per Tucson Unified Development Code (UDC) 6.6.3.B.2, in addition to parking required for the principal use, one parking space shall be provided for the accessory dwelling unit. The parking requirement may be satisfied with available on-street parking or waived if the site is within ¼ mile walking distance of a transit stop or an enhanced bike route as listed in the Bike Boulevard Master Plan.

Show the location of the required motor vehicle parking space for the ADU or demonstrate that the site is within ¼ mile of a transit stop or enhanced bike route to waive the parking requirement.

2. Provide a general note stating that the proposed ADU will be developed with a high albedo level (>60 SRI) or other cool roof technology per the ICC Green Construction Code (UDC 6.6.3.B.3).

3. Per UDC 6.6.3.B.4, on sites where the principal structure is one story, accessory dwelling units shall not exceed 12 feet in height. Provide a measurement from the design grade elevation to the middle) between the eave and ridge) of the highest gable of the hipped roof to ensure building height does not exceed 12 feet. A Board of Adjustment variance is required to be granted to allow the construction to exceed this requirement.

4. A rear porch, attached to the principal structure, appears in aerial photography beginning in 2012. The Zoning Review Section concluded that a building permit was not obtained for this porch. A separate building permit is required to be reviewed, approved, and issued to allow the porch to remain.
