This letter reflects comments to be addressed. Do not cloud the changes made for comment revisions. SCOPE OF REVIEW: The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval. The plans require sufficient detail for demonstrating an awareness of minimum building code compliance for passing all progress inspections. Provide a clear and concise construction plan set. STRUCTURAL PLANS: 1. Provide complete structural (roof framing) plans showing compliance with the IRC or provide an Arizona structural engineer plan set showing performance compliance, R301.1. SECTIONS - DETAILS: 1. Show a complete cross-section detail of the new exterior wall, R106.1.1. Show the type and thickness of wall sheathing. PLUMBING PLANS: 1. Show an appropriate yard pipe for supporting the proposed fixture, P2903.7. 2. Show an individual accessible water supply shut off and water heater for the proposed building, P2903.9.1. MECHANICAL PLANS: 1. Show heating/cooling capacity, R303.9. ELECTRICAL PLANS: 1. Provide a Riser Diagram showing a sub panel and feeder size for proposed building, NEC 225.30, E3403, Table E3704.2(1). 2. Show at least one wall-switch-controlled lighting outlet providing illumination on the exterior side of each egress door having grade level access R3903.3. 3. Interior 15A & 20A circuits serving outlet locations including receptacles, lights, and smoke detectors require combination type arc-fault circuit interrupters, E3902.16. Monte Vista Dr. - R-1 Detached Workshop/Artist Studio (1st Review) TRANSMITTAL DATE: October 27, 2023 Provided a detailed comment response letter with your submittal that clearly shows how you have addressed all comments with your next submittal. This site is located in the R-1 zone (UDC 4.7.8). A single-family residence is a permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.5 – 9. 1. Per Unified Development Code (UDC) Article 6.6.3.D Accessory structures, except for accessory dwelling units ,shall not exceed 12 feet in height, unless attached to a principal structure. If attached to the principal structure, maximum height permitted shall be the same as for the principal structure. Per UDC Article 6.4.4.A Measurement of Building Height, building height is the vertical distance measured from the design grade elevation to the middle (between the eave and ridge ) of the highest gable of a pitched or hip roof. Provide a dimension from design grade to the middle of the pitched roof.For this permit to be approved as shown one of two things will need to happen, 1) Apply for a Board of Adjustment for Variance and get it approved or 2) provide a roofed structure connecting the workshop to the existing dwelling. The connection must be a minimum 5’-0” wide and support a 20 lb live load. Per Unified Development Code (UDC) Article 6.6.3.E The total gross floor area (gfa) of all accessory structures shall not exceed 50% of the gfa of the principal structure. Accessory structures less than 200 square feet gfa and accessory dwelling units are exempt from this requirement. That said the proposed workshop/artist studio exceeds the allowed exceeds the allowed 50%. For this permit to be approved as shown one of two things will need to happen, 1) Apply for a Board of Adjustment for Variance and get it approved or 2) provide a roofed structure connecting the workshop to the existing dwelling. The connection must be a minimum 5’-0” wide and support a 20 lb live load. 3. Per UDC Table 6.3-2.A perimeter yard setbacks to interior property lines are 6’-0” or 2/3 (H) = Height of the exterior wall, greater to the two. Perimeter yard setbacks are based on a wall height measurement from design grade to the highest point of the exterior wall UDC Article 6.4.5.B & Figure 6.4.5-A. As wall heights were not provided to design grade Zoning has added 6” to the 12’ height dimension provided on the plan. Based on a 12’-6” the required perimeter yard setback from the workshop to the east property lines 8’-4”, proposed setback is 5’-0”. Depending on how you elect to address comments 1 & 2 will determine what process you will need to use for the reduced setback. If you elect to use the variance process the reduced setback can be included in the variance. If you elect to use the connection you will need to submit a Design Development Option (DDO) to reduce the required setback.
