Adjustable security light fixtures are unshielded, not FCO. Adjustable fixtures are considered unshielded because the lamp is not fixed in a fully shielded position. Full cut-off fixtures are non-adjustable with no lighting at the horizontal plane (fixtures are completely closed around the lamp).
