Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2024 International Residential Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval.

GENERAL REQUIREMENTS:

The City of Tucson adopted the 2024 IRC with amendments and building ordinances for all dwellings.

Place the reference code for the design on sheet AS1.

A permit requires the correct application type. Request the cancellation of this application for an addition/alteration permit and apply for a new dwelling permit. The remodel of an existing dwelling would include the removal of a kitchen area. This addition/alteration application may continue if a permit is identified for the construction of the dwelling with kitchen.

Each dwelling unit with kitchen requires a separate Pima County assigned street address after Zoning approval, R319. Show Pima County assigned unit numbers at each dwelling on the site plan. https://www.pima.gov/1010/Addressing-Frequently-Asked-Questions

An impact fee payment is required for a new ADU at the time of permit payment.

Provide a separate response letter addressing each comment with location of change on the plans.

GENERAL COMMENTS:

1. Show compliance with the Inclusive Home Design Ordinance adopted by the City of Tucson Ordinance #10463 on 10/16/2007. Notate accessible route, minimum door width, changes in floor elevation, door hardware, electrical outlet reach range, grab bar reinforcement, etc.

SITE PLAN:

1. Show the electrical lines for both the primary dwelling and ADU as underground or overhead. Identify the utility lines requiring upgrade or replacement.
2. Overhead lines require a minimum clearance above the roof, E3604.2.1.

PLANS:

1. Show a maximum ½” floor elevation changes at a notated accessible route entrance on the floor plan, R106.1.1.
2. Provide a minimum 6 mil polyethylene vapor retarder with joints lapped not less than 6 inches between the concrete floor slab and the base course or the prepared subgrade where a base course does not exist, R506.3.3.

SECTIONS - DETAILS:

1. Exterior walls with a fire separation distance less than 3-foot to the adjoining (neighboring) property line require not less than one-hour fire-resistive construction. Show if the existing wall parallel with the property line has compliance with R302.1 (City of Tucson Amended) or requires upgrade for one-hour fire-resistive rating.

MECHANICAL PLANS:

1. Clarify the flow rate of each exhaust fan, M1505.

PLUMBING PLANS:

1. Show an individual accessible water supply shut off and water heater for the proposed dwelling unit, P2903.9.1.

ELECTRICAL PLANS:

1. TEP may require the service panel for the property at the closest building to the service transformer. A service line change or a new meter location must be coordinated with TEP for approval. Show an underground feeder from a metered service panel to the more distant dwelling.
2. Provide a Riser Diagram showing a service disconnect for both the primary and ADU dwelling (location site specific), E3403. Show the ADU feeder size and appropriate breaker requirement, E3602.1 & E3603.1.
3. Show a surge-protective device (SPD) as an integral part of or placed immediately adjacent to the service equipment, E3606.5.
4. Show the smoke alarm circuit on the panel schedule, R310.
5. Provide GFCI protection for appliance receptacle outlets, E3902.12 & 14. Include the Electric range, Clothes dryer, Microwave oven and HVAC.
6. Interior 15A & 20A circuits serving outlet locations (except garage, kitchen, and bathrooms) including receptacles, lights, and smoke detectors require combination type arc-fault circuit interrupters, E3902.20. Add notation to plans.

INTERNATIONAL ENERGY CONSERVATION CODE:

1. Habitable spaces, laundry/utility rooms, garages and basements require automatic shutoff control for turning off lighting within 20 minutes after occupants leave the space, IECC R404.2.

OUTDOOR LIGHTING CODE

1. Show full cutoff fixtures were located within 25 feet from the property line OLC 401.3.3. Show lamps with a maximum of 3500K color temperature, OLC 402.1.

This site is located in the R-1 zone (UDC 4.7.8). A single-family residence is a permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.5 -.9 & .12.

RESUBMITTAL OF THE FOLLOWING IS REQUIRED: Correct plans, as noted in the comments below, along with a response letter indicating how all Site Zoning comments were addressed.

1. (Comment) The existing structure does not appear to feature a kitchen. The addition of a kitchen to a habitable accessory structure triggers the Accessory Dwelling Unit (ADU) classification. The conversion from a habitable accessory structure into an ADU requires an ADU new dwelling permit rather than a Residential Addition/Alteration permit.
