Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2024 International Residential Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval.

GENERAL REQUIREMENTS:

The City of Tucson adopted the 2024 IRC with amendments and building ordinances for all dwellings.

Place the reference code on sheet A-0.

Clarify if the proposed ADU building exists or is new. Sheets A-2, D-1, S-1 and S-2 show existing components which require a permit number for approved installation. Otherwise, show these items as “built without permit”.

Plans including adobe used as a dwelling wall require a registrant engineer seal.

Provide a separate response letter addressing each comment with location of change on the plans.

GENERAL COMMENTS:

1. Show compliance with the Inclusive Home Design Ordinance adopted by the City of Tucson Ordinance #10463 on 10/16/2007. Notate accessible route, minimum door width, changes in floor elevation, door hardware, electrical outlet reach range, grab bar reinforcement, etc.
2. Plans submitted for a newly constructed one- or two-family dwelling after June 1, 2010, require gray water utilization or preparation, Ordinance #10579/11089 revised July 9, 2013. The ordinance revision now requires a gray drain line discharge from one fixture for a one-story dwelling. Additional gray fixture drains are optional. Show a dual clothes washer standpipe with a black connection and a gray line plumbed to an exterior wall above grade. SITE PLAN:

1. Show the service panel(s) and note the electrical line locations. Identify any existing utility lines requiring upgrade or replacement.
2. Show an appropriate yard pipe bypassing the existing dwelling and show the water meter size for supplying the total water demand, P2903.7.
3. Each dwelling building requires a street address and a separate permit, R319. Show Pima County assigned unit numbers at each dwelling on the site plan

PLANS:

1. Notate a cool (white) roof finish (greater than 60 SRI) as required by the ADU provisions.
2. Show a maximum ½” floor elevation changes at a notated accessible route entrance on the floor plan, R106.1.1.
3. Provide a complete roof framing plan with beams and rafters sized with appropriate prescriptive load carrying capacity, R301.1 or provide an engineer’s sealed plan set for performance compliance consideration, R301.1.3.
4. Provide a post reinforced foundation for anchoring with a ½” anchor bolt with 7” embedment, R403.

SECTIONS - DETAILS:

1. Clarify the placement of ceiling/roof insulation for determining the need for attic ventilation, R806. Attic space outside of the thermal barrier requires a ventilation calculation for showing the attic vent opening size using 1 to 150 of attic area in compliance with R806.2 or an unvented roof assembly requires an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing, R806.5. Show a roof design with insulation types and minimum thickness for meeting the condensation control requirement and the minimum total insulation value of R-38.
2. Show location and method of flashing all wall and roof intersections, R903.2.1.

MECHANICAL PLANS:

1. Identify the device model number providing an adjustable setting and note the minimum continuous or intermittent setting for providing whole-house mechanical ventilation, R303.4; N1103.6 & M1505.4.
2. Provide makeup air of not less than 100 square inches where a clothes dryer is placed in a confined space, M1502.6.1.

PLUMBING PLANS:

1. Provide the water pipe diameter in compliance with P2903.7. A 1/2” water pipe is undersized for supplying the flow rates of the proposed fixtures, Table P2903.7(1).
2. Show an individual accessible water supply shut off and water heater for the proposed dwelling unit, P2903.9.1.
3. Show the water heater rating/capacity for verifying the gas pipe requirement, R106.1.1.
4. Show the gas pipe sized in conformance with Table G2413.4(1). A 1” gas pipe is required for a 160,000 BTU demand at a developed length greater than 40 feet.

ELECTRICAL PLANS:

1. TEP may require the service panel for the property at the closest building to the service transformer. A service line change or a new meter location must be coordinated with TEP for approval. Show an underground feeder from a metered service panel to the more distant dwelling.
2. Provide a Riser Diagram showing a service disconnect for both the primary and ADU dwelling (location site specific), E3403. Show the ADU feeder size and appropriate breaker requirement, E3602.1 & E3603.1.
3. Provide a minimum service conductor rating of #3 copper 75 degree C for the 100 AMP feeder for each dwelling, E3602.1 & E3603.1.
4. Provide a separate electrical panel for each dwelling, E3602.2.
5. Show the location of the ADU panel with clear working space compliance, E3601.6.2 & E3705.8.
6. Show the location and circuit number for the smoke alarm, R310.
7. Show receptacle outlets at wall spaces 2’ or more with no wall point (exclude door openings) more than 6’ from a receptacle outlet, E3901.2.
8. Show two or more 2O AMP small appliance circuits at the kitchen countertop receptacle outlets; they may also serve the breakfast room and dining room, but not other locations, E3703.2 and E3901.3.
9. Show separate 20 AMP bathroom and laundry receptacles dedicated circuit, E3703.3 and E3703.4.
10. Show a surge-protective device (SPD) as an integral part of or placed immediately adjacent to the service equipment, E3606.5.
11. Provide GFCI protection for appliance receptacle outlets, E3902.12.
12. Interior 15A & 20A circuits serving outlet locations (except garage, kitchen, and bathrooms) including receptacles, lights, and smoke detectors require combination type arc-fault circuit interrupters, E3902.20. Add notation to plans.

INTERNATIONAL ENERGY CONSERVATION CODE:

1. Energy Certificate: (Mandatory) place inside near an indoor furnace or utility room, IECC R401.3. Add notation to plans.

OUTDOOR LIGHTING CODE

1. Show full cutoff fixtures were located within 25 feet from the property line OLC 401.3.3. Show lamps with a maximum of 3500K color temperature, OLC 402.1.

This site is located within the NR-1 zone (UDC 4.7.8). A single-family dwelling is a permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.5 - .9, & .12.

RESUBMITTAL OF THE FOLLOWING IS REQUIRED: Correct plans, as noted in the comments below, along with a response letter indicating how all Site Zoning comments were addressed.
1. The ADU will be counted as a new dwelling due to the inclusion of an over/cooking range, and possibly a full size fridge. 2. The above requirements include the Required Landscaping (UDC section 7.6.8):
a. Draw any existing trees, shrubs, and other vegetation, including approximate canopy size at maturity.
b. Draw any proposed new trees, including the planting area basin for each (50 square feet, or 4-foot radius). Two trees will be required for this development and can be placed anywhere on site as long as it setback 5 feet from curbs and 10 feet from enclosed structures.
c. Draw any proposed new groundcover areas. In the notes, indicate the watering method, and list the tree and groundcover species selected (UDC section 7.6.8.A.3 lists species criteria). Use this formula to calculate groundcover: (X Linear feet of Street Frontage- Y Curb cut width) x (5 Ft) = Z Square Feet of vegetative groundcover. This would need 300 square feet of ground cover.
3. Per the City of Tucson Inclusive Home Ordinance 10463: all new dwellings have a requirement to provide an “accessible route from public and common areas, including, but not limited to, a driveway or public street or sidewalk”. Draw, dimension, and label an accessible route from the driveway, sidewalk, or street to an accessible entrance. Ensure the route meets accessibility standards as articulated in Sections 402-404 of the Accessibility Standards. See also TSM 7-01.4.3 for specifications, including the minimum 4ft-width, slope and permissible composition materials. Gravel is not an acceptable surface for an accessible route.
