10/13/2026 Residential Zoning REQUIRES RESUBMIT PDSD TRANSMITTAL

FROM: Roxanne Johnston, Planner

PROJECT: TC-RES-0926-04957
3488 E Via Golondrina, Tucson, AZ 85716
Proposed Garage/Rec Room Renovation (1st Review)

TRANSMITTAL DATE: 10/13/2026

This site is located in the HLRX-1zone (UDC 4.7.7). A single-family residence is a permitted use in this zone (UDC Table 4.8-1 subject to special exceptions 4.9.7.B.6., .8 &.9).

RESUBMITTAL OF THE FOLLOWING IS REQUIRED: Please correct plans, as noted in the comments below, along with a response letter indicating how all Site Zoning comments were addressed.

* Staff note that the exterior of this project was approved by Historic via SD-0624-00060 when TC-RES-p624-03542 was first proposed. The current application for TC-RES-0926-04957 does not suggest any exterior changes have been approved through this new permit.

1. Revise the site plan. Sheet 1 contains a ‘Foundation Key Notes’ section with the first item being the proposed garage/recreation room remodel. This item is not shown on the site plan. Instead, Item #3 is shown as an existing dwelling, which should be the proposed project. This project shows as an existing garage on the plans submitted for SD-0624-00060 and the related building permit, TC-RES-0926-04957. Please see Comment 2, below, and revise this note to reflect its use.

2. The proposal is for a garage and rec-room remodel. As proposed, Sheet 2 now shows the use to be that of an accessory dwelling unit (ADU) containing a full kitchen. ADU’s are assessed impact fees. If the intent is to avoid impact fees, the space can be renamed a guest or sleeping quarters providing the stove and full refrigerator are removed. An under the counter refrigerator may be used in a sleeping quarters, but a stove may not. Furthermore, an ADU may exceed the 12’ height requirement per Unified Development Zone (UDC) 6.6.3.d. whereas a sleeping quarter must not have a height exceeding 12’ without a variance from the Board of Adjustment.

3. On Sheet 2 of the demo/construction plans, under Floorplan Notes #4, please clarify whether the stairs leading to the second story over the shop are external.

4. Only if the intent of the project is to be a sleeping quarters, apply for a Board of Adjustment variance. To submit an application for a Board of Adjustment Variance requesting a height variance from the required 12’ height requirement outlined in UDC 6.6.3.D, please visit www.tucsonaz.gov/Departments/Planning-Development-Services/Planning-Zoning-Applications/Zoning-Administration#section-2 For questions regarding the variance process, please email Mark Castro mark.castro@tucsonaz.gov

5. Only if the intent of the project is to be an ADU, please clarify that this is an ADU and submit the following:

a. Landscape plan. To see the landscape requirements, visit https://middle-housing-cotgis.hub.arcgis.com/pages/Residential-Landscaping-Code. The landscape plan is to be added directly to the site plan and does not require a landscape architect. Please read the instructions through to the final page.

b. A receipt from Pima County demonstrating that a separate address has been applied for. For example, the ADU could be addressed 3488 E Via Golondrina, Unit 2. This address would need to show up on all pages of the plan. Here is the link to the Pima County Addressing application: https://www.pima.gov/addressing

c. Per the City of Tucson Inclusive Home Ordinance 10463: all new dwellings have a requirement to provide an “accessible route from public and common areas, including, but not limited to, a driveway or public street or sidewalk”. Draw, dimension, and label an accessible route from the driveway, sidewalk, or street to an accessible entrance (bottom of the exterior stairs). Ensure the route meets accessibility standards as articulated in Sections 402-404 of the Accessibility Standards. See also TSM 7-01.4.3 for specifications, including the minimum 4ft-width, slope and permissible composition materials.

6. For the next submittal, please include the following:

a. A copy of the Board of Adjustment Variance Approval, if proposing a sleeping quarter
b. Revised site plan
c. Building plans
d. Response letter addressing all staff comments.

7. Additional comments may be forthcoming depending on responses to zoning review comments and plans submitted for the next review.

If you have any questions about this transmittal, please contact Roxanne Johnston at roxanne.johnston@tucsonaz.gov .
