Cassidy, Planner Planning & Development Services Department – Current Zoning Review Section PROJECT: TC-RES-0925-04737 –Residential Building – Convert Garage into Sleeping Quarters 4040 E 17th St Tucson, AZ 85711 (R-1 Zoning) Site Plan Review – 1st Review TRANSMITTAL DATE: October 10, 2025 This site is in the R-1 Residence Zone (UDC 4.7.8). A single-family residence is permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.5 - .9 for 1 unit; 4.9.7.B.1 - .9, & .11 for 2 units (min. 10,000 sq ft lot size required). Plan review for the above referenced single-family residence has been completed. This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued. SCOPE OF REVIEW: The scope of this plan review covers zoning, use(s), legal description, adjacent properties, setbacks (building or wall heights), dimensional standards, property permitting history, density (units/lot size), and lot calculation (enclosed building and structure, parking, and driveway versus overall lot size) requirements. All code references are to the Tucson, AZ Unified Development Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval. PLANS AND ELEVATIONS OR DRAWING SET: 1. COMMENT: Refer to Site Engineering review comments 1 and 2. 2. COMMENT: The site plan provided is incomplete. a) More Specifically: 1) Draw, label, provide heights and dimension every structure on-site (permitted and unpermitted*) to a scalable drawing graphic. Additionally, provide dimensions of any structure as it relates to nearby structures and property lines. *Depending on what this structure is and its size, this may or may not be added to this permit. Email zoning reviewer (below) for clarification prior to submitting for subsequent submittal. 2) Label existing fence / wall and list the height in various locations from finish grade to top of fence / wall. 3) Update Lot Coverage Table to not include ‘open’ structures (remove porches, covered patio and recalculate totals and percent coverage. 4) Rename existing sleeping quarters to proposed sleeping quarters where this occurs throughout drawing set. 5) Provide missing zoning labels on all four sides of this parcel including this parcel. 6) Update the utility easement per subdivision plat map (8’-0” and 4’-0” on each property as opposed to 7’-0” and 14’-0”) https://onbase.pima.gov/publicaccess/DS_NextGen_Single/etc/cq/results.html?cqid=240&OBKey__552_1=06098 3. COMMENT: *After reviewing the property documentation history in PRO, zoning could not verify any permit documentation for the existing fence. Zoning will not be able to approve the permit application until the permit information is provided. If permit documentation cannot be provided and depending on its height, the fence may or may not be included as a part of this permit application or applied for and issued under a different permit. Coordinate with Zoning reviewer prior to the next submittal to determine if this can be included or will require an additional permit at jeffrey.cassidy@tucsonaz.gov 4. COMMENT: Per TABLE 6.3-2.A of the UDC (referenced below), the perimeter yard setback along the east and south property lines is 6’ or 2/3 the height WHICHEVER IS GREATER of the sleeping quarters along the east property line and *canopy along the south property line. Based on the elevations and section on sheet 2 it appears the 6’-0” setback will apply for the sleeping quarters. As for the canopy, no height or dimensions were provided but it appears the canopy may already exist within the minimum of a 6’-0” setback from the south property line. As currently drawn (and existing) a Design Development Option (or DDO) affords an attempt to seek relief from the setback requirements for both and can be reviewed under the same application. Zoning will not be able to approve the permit application until the DDO is approved.
