Cassidy, Planner Planning & Development Services Department – Current Zoning Review Section PROJECT: TC-RES-0925-04715 – Residential Building – New steel carport 1229 E KLEINDALE RD TUCSON, AZ 85719 (R-2 Zoning) Site Plan Review – 1st Review TRANSMITTAL DATE: October 31, 2025 This site is in the R-2 Residence Zone (UDC 4.7.9). A single-family residence is permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.6, .9, & .10. Plan review for the above referenced carport has been completed. This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued. SCOPE OF REVIEW: The scope of this plan review covers zoning, use(s), legal description, adjacent properties, setbacks (building or wall heights), dimensional standards, property permitting history, density (units/lot size), and lot calculation (enclosed building and structure, parking, and driveway versus overall lot size) requirements. All code references are to the Tucson, AZ Unified Development Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval. PLANS AND ELEVATIONS OR DRAWING SET: 1. COMMENT: The site plan provided is incomplete. a) Provide a site plan that meets the requirements show in the plot plan example at the following link: https://www.tucsonaz.gov/Departments/Planning-Development-Services/Permits/Plan-Examples/Plot-Plan-Example More Specifically: 1) Draw, label, provide heights and dimension every structure on-site (permitted and unpermitted*) to a scalable drawing graphic. Additionally, provide dimensions of any structure as it relates to nearby structures and property lines. Mimic all the graphic and content information on this site (plot) plan. Setbacks for side and rear property lines are 6’ or 2/3 the height of any structure flanking an adjacent property, whichever is greater. The front yard setback at 20’-0”. Draw and label all setbacks. Be sure to include vehicular use areas (driveway, parking spots), sidewalks and even ‘open’ structures like porches, shade structures, carports. Label everything that exists on the property (walls, fences and provide heights measured from above finish grade at various locations along the fence/wall). For lot information you can find that on the county website in a couple location below. 2) Under the legal description, remove the Book 7, page 44 as this parcel is not in a subdivision. 3) Update site plan (property line lengths) to be reflective of information on Pima County’s website and update lot coverage table as a result. See https://www.asr.pima.gov/ParcelData/Map/Arm/T13S/M13143031.PDF 4) Measure square footage of every enclosed structure on site and driveway/vehicular use area and input into lot coverage calculation table. 5) Update the primary residence graphic to be representative of reality via Pima County’s website https://www.asr.pima.gov/ParcelData/prc/11304/0480.pdf 6) Draw and dimension driveway, carport and any other parking spaces or areas serving as a vehicular use area. 7) Provide missing zoning labels on all four sides of this parcel including this parcel (including updating this parcels zoning to R-2). 2. COMMENT: Per UDC 6.6.3.C. standard, Detached accessory buildings, including accessory dwelling units, are not permitted in the buildable area extending the full width of the lot between the principal building and front street lot line, except for shade structures or carports not over 400 square feet in floor area, terraces and steps not over three high above the natural grade, paved areas, and fences or walls. Carport is currently dimensioned as 24’-0” x 20’-0”, totaling 480 square feet. Adjust design to meet standard. 3. COMMENT: Per TABLE 6.3-2.A of the UDC (referenced below), the perimeter yard setback along the east,property line is 6’ or 2/3 the height of the carport, WHICHEVER IS GREATER. The carport is currently showing a 2’-0” setback. Three options exist: a) You already have to adjust 24’-0” dimension to 20’-0” (to get to 400 square feet in comment 2), so that 4’-0” adjustment on top of the 2’-0” shown totals 6’-0”. b) 1’-0” or more (but still encroaching in setback) or Less than 1’-0”: Secure a neighbor setback waiver (provided below) signed and dated by the property owner(s) to the east. (Neighbor Waiver Sample – Copy and Paste, exactly as shown, onto Site Plan): My Name is __________________ and I am the owner of the property located at ________________________. I have reviewed the site plan and I have no objection to structure being located or constructed ______ feet from the property line as depicted on the site plan. Firma: _________________________Fecha: ________________________________ c) 1’-0” or more: Should you be unsuccessful in your attempt to retrieve the neighbor waiver there is a Design Development Option (or DDO) which affords an attempt to seek relief from the setback requirements. Zoning will not be able to approve the permit application until the DDO is approved.
