09/30/2025 Site Zoning - Standard REQUIRES RESUBMIT PDSD TRANSMITTAL

FROM: Jeffrey W. Cassidy, Planner
Planning & Development Services Department – Current Zoning Review Section

PROJECT: TC-RES-0925-04322 –Residential Building – Bring unpermitted accessory building sleeping quarters up to code
4918 S 17th Tucson, AZ 85706 (O-3 Zoning)
Site Plan Review – 1st Review

TRANSMITTAL DATE: September 30, 2025

This site is in the O-3 Residence Zone (UDC 4.7.8). An accessory building (sleeping quarters) is a permitted use in this zone (Table 4.8-3) subject to Use Specific Standards 6.6.3.

Plan review for the above referenced accessory building (sleeping quarters) has been completed. This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued.

SCOPE OF REVIEW:
The scope of this plan review covers zoning, use(s), legal description, adjacent properties, setbacks (building or wall heights), dimensional standards, property permitting history, density (units/lot size), and lot calculation (enclosed building and structure, parking, and driveway versus overall lot size) requirements. All code references are to the Tucson, AZ Unified Development Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval.

PLANS AND ELEVATIONS OR DRAWING SET:

1. COMMENT: The scope/premise of the permit is unclear. The principal residence and the attached accessory building (sleeping quarters) to the northeast of the principal residence appear to have existed since the city has kept record via aerial imagery (1963). If anything, what is labeled as an existing dwelling at the rear of the property (along the west property line) was never permitted and appears to have built around 2008. Perhaps, the intent was to bring that up to code (get permitted)? Additionally, the sheet X-1.0 has a note that states ‘max of height new construction 7’6”’. Thus, clarification of scope is needed.

2. COMMENT: The site plan provided is incomplete.

a) Provide a site plan that meets the requirements show in the plot plan example at the following link:

https://www.tucsonaz.gov/Departments/Planning-Development-Services/Permits/Plan-Examples/Plot-Plan-Example

More Specifically:

1) Draw, label, provide heights and dimension every structure on-site (permitted and unpermitted) to a scalable drawing graphic. Additionally, provide dimensions of any structure as it relates to nearby structures and property lines.

2) Update site plan to be reflective of information on Pima County’s website as it pertains to the property line dimensioned lengths https://www.asr.pima.gov/ParcelData/Map/Arm/MP08/08085_01.pdf

3) Measure square footage of every structure (utility shed) on site and driveway/vehicular use area and input into lot coverage calculation table.

4) Provide density calculations information from plot plan example provided.

5) Label 17th Av as S 17th Av.

6) Provide missing dimension from centerline of S 17th Av street to curb.

7) Provide missing dimension from curb to property line.

8) Provide missing zoning labels on all four sides of this parcel.

9) Provide missing property line labels.

10) Provide missing Section, Township and Range (Township 15S, Range 13E, Section 2) on the Vicinity Map and label the vicinity map.

11) Remove all labels that reference Alley. There are no alleys to the west or north of the property lines.

12) The easement width along the north property line is incorrect and should 5’-0”. Redraw and label accordingly.

3. COMMENT: Additional comments may be forthcoming on the next review based on responses to Zoning and other the PDSD reviewer comments.

RESUBMITTAL OF THE FOLLOWING IS REQUIRED:
1. Corrected building permit
2. Provide a detailed response letter with your submittal that clearly shows how you have addressed all Zoning comments.
