Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval.

GENERAL REQUIREMENTS:

The City of Tucson adopted the 2018 IRC with amendments and building ordinances for all dwellings. Show the current code reference on the plans.

Provide a response letter on separate file with submitting the updated construction plan set.

GENERAL COMMENTS :

1. All plans submitted for a newly constructed one- or two-family dwelling after March 1, 2009, require a solar water system, or future installation preparation City of Tucson Ordinance #10549 with one of the following provisions: ½”control conduit and two ¾” copper piping for water with rooftop termination; straight 3” capped sleeve; or an accessible attic (clear path 30” wide x 30” high) over the water heater. Show appropriate notation.
2. All plans submitted for a newly constructed one- or two-family dwelling after June 1, 2010, must provide gray water utilization or preparation, Ordinance #10579/11089 revised July 9, 2013. The ordinance revision now requires a gray drain line discharge from one fixture for a one-story dwelling. Show a bathing fixture drain looped 3’ beyond an exterior wall below grade before connection to the building drain. SITE PLAN:

1. Show the location and size of buildings, utility meters and gas, water, electric and sewer or septic lines from property line to building, R106.1.1. Show the location of sewer HCS coordinated with Pima County Wastewater, R106.1.1. https://www.pima.gov/1766/Wastewater-Reclamation Note the electrical line as underground unless overhead is approved by TEP. https://www.tep.com/construction-applications/#apply
2. Show the square footage of each living space, garage, and covered patios, R106.1.1.
3. Each dwelling unit should have an individual 3-foot clear space (including the roof projections) known as the fire separation distance for reducing fire spread to nearby buildings. Portions of buildings placed in a fire separation distance require one-hour fire-resistive construction in compliance with IBC Table 721.1(2).

PLANS:

1. Provide manufacturer’s calculations and data for pre-engineered trusses dated and wet-sealed by an engineer who is registered in Arizona, or notate the requirement for deferred submittal, R106.1.
2. Individual dwelling units require separation with a 1-hour fire-resistance rated assembly without openings, R302.3. Provide a detail or notation showing compliance with 703.3 of the 2018 IBC.
3. Show attic access with 20-minute fire rating for separation between the dwelling attic and garage, R302.6.
4. Identify each wall line needed for enclosing a complete rectangle with sides no greater than 60’, Figure R602.10.1.1. Place these lines no further than 4’ from an actual parallel wall, so that corners are no further than 10’ from a “qualifying” braced wall panel. Show interior braced wall panels with foundation anchor bolt connection to bottom plates, R602.10.8.3 and R403.1.6, and roof connections, R602.10.8.2.
5. Show the location of a minimum 22” x 30” attic access. Attic access is required for areas exceeding 30 SQ FT with a minimum of 30” of headroom and located in a hallway or readily accessible space, R807.1.

SECTIONS - DETAILS:

1. Show one-hour fire-resistive framed construction separating dwellings in compliance with IBC Table 721.1(2).
2. Show exterior wood siding, sheathing and wall framing with a 6” clearance above the ground (R317.1 item 5). The weep screed may extend with a minimum clearance 4” above grade or 2” above paved areas, R703.7.2.1. Update detail #3 on sheet S.
3. Clarify the placement of ceiling/roof insulation for determining the need for attic ventilation, R806. Attic space outside of the thermal barrier requires a ventilation calculation for showing the attic vent opening size using 1 to 150 of attic area in compliance with R806.2 or an unvented roof assembly requires an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing, R806.5. Show a roof design with insulation types and minimum thickness for meeting the condensation control requirement and the minimum total insulation value of R-38.

PLUMBING PLANS:

1. Tucson Water Department limits flow rates for each water meter size in compliance with P2903.7. Show an appropriate yard pipe and water meter size.
2. Show an individual accessible water supply shut off for each dwelling unit, P2903.9.1.

MECHANICAL PLANS:

1. Provide (an HVAC system with fresh air intake) whole-house mechanical ventilation with controlled exhaust, R303.4; N1103.6 & M1505.4. Show the minimum airflow rate setting and location of the device requiring this adjustable setting. The two- or three-bedroom dwelling under 1501 SF requires a 45 CFM continuous setting. The one-bedroom dwelling under 1501 SF requires a 30 CFM continuous setting.
2. Provide demand calculations in accordance with Manual J/S/D standards, M1401.3, M1601.1. Systems shall be sized in accordance with Manual S based on building loads calculated in accordance with Manual J and duct systems sized in accordance with Manual D. Notate if the mechanical plans if system calculations will be provided by deferred submittal.

ELECTRICAL PLANS:

1. Provide a Riser Diagram showing panels and the feeder size, NEC 225.30 and E3403.
2. Show the kitchen countertop receptacle outlets with 2O AMP rating, E3703.2 and E3901.3. Update circuit #13 on panel B.
3. Provide a future PV breaker space at the last panel space, T103.9.

OUTDOOR LIGHTING CODE

1. Show the proposed fixture as full cut-off FCO style or provide an Outdoor Lighting Calculation including all exterior fixtures on the property for determining exterior lighting limits. Show full cutoff fixtures were located within 25 feet from the property line OLC 401.3.3.

INTERNATIONAL ENERGY CONSERVATION CODE:

1. Energy Certificate: (Mandatory) place near the indoor furnace or in utility room, N1101.14. Add notation to plans.

2. Upon review of aerial images of the site, it appears that protected native vegetation may be present on the site. If there are no viable native plants, or if there are native plants, but they won’t be disturbed, then please provide an NPPO Waiver for the project that includes current photo documentation. COMMENTS:

1. Pima County Tax Parcel Numbers 111-08-325B (2535 North Dodge Boulevard) and 111-08-325C (2539 North Dodge Boulevard) meet the definition of a “Site” as provided in Unified Development Code 11.4.20: “The land area consisting of a portion of a lot, an entire lot, or contiguous lots, not including dedicated public property, designated for development as a single entity.”

A perimeter fence appears in aerial photography in 2023 and does not appear to have been reviewed by the Planning and Development Services Department. Because the above parcels share a singular access point, and a total of three dwelling units are proposed on the site, a development package meeting the requirements of Administrative Manual Section 2-06 is required to be submitted. The development package is a separate submittal and shall be approved by all reviewers prior to Site Zoning approval of TC-RES-0924-05640.

2. Land split case number S22-045 is currently in “Needs Resubmittal” status and must be in completed status prior to Site Zoning approval of the proposal.
