Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval.

GENERAL REQUIREMENTS:

The City of Tucson adopted the 2018 IRC with amendments on 1/1/2019. Show the current code reference on the plans.

Clarify if the structure is a sleeping quarters (without kitchen) or an Accessory Dwelling Unit (ADU) which requires many alterations for compliance.

Each dwelling unit with kitchen requires a separate Pima County assigned street address after Zoning approval, R319.

An impact fee payment is required for an ADU at the time of permit payment.

Show compliance with the Inclusive Home Design Ordinance adopted by the City of Tucson Ordinance #10463 on 10/16/2007. Notate accessible route, minimum door width, changes in floor elevation, door hardware, electrical outlet reach range, grab bar reinforcement, etc.

SITE PLAN:

1. Show the location and size of buildings, utility meters and gas, water, electrical, and sewer, R106.1.1. Each dwelling requires an appropriate source of electrical and water supply. Show the location and size of lines with connection points, R106.1.1. Identify the utility lines requiring upgrade or replacement.

SECTIONS - DETAILS:

1. Show wall anchoring with ½” anchor bolts having 7” embedment, R403.1.6.
2. Show roof (uplift resistance) fasteners (H2.5) with appropriate uplift capacity, R802.11 amended.

PLUMBING PLANS:

1. Tucson Water Department limits flow rates for each water meter size in compliance with P2903.7. Show an appropriate yard pipe for supporting the existing and proposed dwellings and show an appropriate water meter size.
2. Show an individual accessible water supply shut off and water heater for the proposed dwelling unit, P2903.9.1.
3. Show an individual water heater for each dwelling unit, P2801.1.

MECHANICAL PLANS:

1. Provide (an HVAC system with fresh air intake) whole-house mechanical ventilation with controlled exhaust, R303.4; N1103.6 & M1505.4. Show the airflow rate setting. A one room dwelling under 1501 SF requires a 30 CFM continuous setting.

ELECTRICAL PLANS:

1. TEP may require the service panel for the property at the closest building to the service transformer. A service line change or a new meter location must be coordinated with TEP for approval. Show an underground feeder from a metered service panel to the more distant dwelling.
2. Provide a Riser Diagram showing an accessible Service Disconnect for each dwelling unit, E3601.6.2.
3. Provide a minimum service conductor rating of 100 AMP for the new dwelling and conductors with minimum rating of #4 copper 75 degree C, E3602.1 & E3603.1.
4. Provide a panel schedule showing panel size, circuit numbers, ampacity, wire size and general description, E3404.13 & E3706.2Provide proposed wiring details showing code compliant device locations and circuit sizes.
5. Show two or more 2O AMP small appliance circuits at the kitchen countertop receptacle outlets; they may also serve the breakfast room and dining room, but not other locations, E3703.2 and E3901.3.
6. Show Bathroom receptacles with a separate 20 AMP dedicated circuit, E3703.4 and E3901.6.
7. Show one 20 AMP branch circuit for the dishwasher/disposal; this circuit may not serve other locations, E3703.8 City of Tucson Amended.
8. Interior 15A & 20A circuits serving outlet locations (except garage, kitchen, and bathrooms) including receptacles, lights, and smoke detectors require combination type arc-fault circuit interrupters, E3902.16.

OUTDOOR LIGHTING CODE

1. Show full cutoff fixtures were located within 25 feet from the property line OLC 401.3.3.

INTERNATIONAL ENERGY CONSERVATION CODE:

1. Energy Certificate: (Mandatory) place near the indoor furnace or in utility room, N1101.14. Add notation to plans.

Please resubmit revised drawings with a detailed response letter stating how all Zoning Review Section comments were addressed.

The site is in the R-1 zone (UDC 4.7.8). An ADU is a permitted use in the R-1 zone, subject to use-specific standards 4.9.7.B.6, .8, and .9, and 6.6.3.

1. Remove the existing porch from the lot coverage calculation as roofed areas, open on at least one, which provide shelter to exterior areas, provided they are not used for utilities, maintenance, laundry, storage, or motor vehicle parking, are excluded from the lot coverage calculation (UDC 6.4.3.C.1.a).

2. Show the five-foot-wide easement along the south lot line as depicted on the Sunnycrofts Subdivision Plat (https://maps-and-records.tucsonaz.gov/subdivisions/details/MP-08096&).

3. A carport, detached from the principal structure, appears in aerial photography beginning in 2018. A zoning compliance review was not obtained for this structure. Additionally, perimeter yard requirements do not appear to be met.

A neighbor’s setback waiver is required to be obtained to allow the carport to remain with a reduced side (east) perimeter yard setback (UDC 6.6.2.D). The waiver shall be signed by the owner of 4856 East Edison Street. The waiver shall also be pasted directly onto the site plan with the following text:

My name is ________ and I am the owner of property at _______. I have reviewed the site plan and have no objection to the structure being located __ feet from the property line.

4. Per UDC 6.6.3.B.2, in addition to the parking required for the principal use, one parking space shall be provided on the site plan for the ADU. The parking requirement may be satisfied with available on-street parking or waived if the site is within ¼ mile walking distance of a transit stop or an enhanced bike route as listed in the Bike Boulevard Master Plan.

5. Per UDC Table 6.3-2.A, when a residential use is adjacent to a residential zone, the required side and rear perimeter yard is six feet or two-thirds the height of the exterior building wall, whichever is greater. Based on a wall height of 12’-8”; the required side and rear perimeter yard setbacks are 8’-5”; proposed setbacks are 8’-2” as measured from the south and west lot lines.

Design Development Option (DDO) approval is required to reduce these setbacks.
