This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued. SCOPE OF REVIEW: The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval. GENERAL REQUIREMENTS: The City of Tucson adopted the 2018 IRC with amendments on 1/1/2019. Show the current code reference on the plans. SECTIONS - DETAILS: 1. Show an unvented roof assembly with all insulation at the roof including an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing as part of the total R-30 insulation requirement, R806.5 or show the attic vent opening size using 1 to 150 of attic area with insulation at the ceiling in compliance with R806.2. PLUMBING PLANS: 1. Show an individual water heater for each building, P2801.1. 2. Show an individual accessible water supply shut off and water heater for the proposed dwelling unit, P2903.9.1. MECHANICAL PLANS: 1. Show the HVAC system size for the building demand in accordance with M1401.3, M1601.1. Provide heating/cooling facilities in all habitable rooms, R303.9. 2. Provide (an HVAC system with fresh air intake) whole-house mechanical ventilation with controlled exhaust, R303.4; N1103.6 & M1505.4. Show the airflow rate setting. A one bedroom dwelling under 1501 SF requires a 30 CFM continuous setting. 3. Provide demand calculations in accordance with Manual J/S/D standards, M1401.3, M1601.1. Systems shall be sized in accordance with Manual S based on building loads calculated in accordance with Manual J and duct systems sized in accordance with Manual D. Notate if the mechanical plans if system calculations will be provided by deferred submittal. INTERNATIONAL ENERGY CONSERVATION CODE: 1. Energy Certificate: (Mandatory) place near the indoor furnace or in utility room, N1101.14. Add notation to plans. | 09/18/2023 | Site Zoning | REQUIRES RESUBMIT | ZONING REVIEW TRANSMITTAL FROM: Wyatt Berger Lead Planner PROJECT: TC-RES-0923-07997 6333 East Calle Pegaso – R-1 ADU (1st Review) TRANSMITTAL DATE: September 18, 2023 Please resubmit revised drawings with a detailed response letter stating how all Zoning Review Section comments were addressed. 1. Clarify whether the proposed construction is to be considered a sleeping quarters or an accessory dwelling unit (ADU) as cooking facilities do not appear to be proposed. The requirements of Tucson Unified Development Code (UDC) Section 6.6.3 shall be demonstrated on the submitted plans if an ADU is proposed. Impact fees apply to the proposed construction if an ADU is proposed. To be considered a sleeping quarters, the structure shall only include a single-basin sink with an under-the-counter refrigerator. However, if a sleeping quarters is proposed, provide a floor plan of the existing residence as use-specific standard 4.9.7.B.7 below will apply to the site. For any new single-family dwelling in the R-1 zone with five bedrooms, three parking spaces are required. For every bedroom over five, one additional space is required for each bedroom. For all single-family dwellings in the R-1 zone with five or more bedrooms, all parking spaces may be located on-site, either in a side or rear perimeter yard. Parking spaces may not be located in a vehicular use area in any front street perimeter yard. A parking area is not required to be developed to a commercial standard. A dustproof parking surface is required to at least a minimum of two inches of compacted pea gravel. An existing permitted covered residential parking area may be used. For reference, per UDC 11.4.3, the term bedroom includes all of the following: 1) Any room that is designated as a bedroom; 2) Any enclosed room that has a minimum area of 60 square feet and has an accessible opening to the exterior of the building in compliance with the International Building Code (IBC), whether termed a studio, family room, study, den, bonus room, or any other name, except for a living room, dining room, kitchen, and bathrooms; and 3) Any room designated as a bedroom for the purpose of any other code requirement. 2. Per UDC 6.4.4.A, building height is the vertical distance measured from the middle (between the eave and ridge) of the highest gable of a pitched or hipped roof. The proposed construction shall not exceed 12 feet in height (UDC 6.6.3.B.4 and .D). Include a dimension from the design grade elevation to the middle between the eave and ridge of the pitched roof to ensure the construction does not exceed the above requirement. 3. Per UDC Table 6.3-2.A, when a residential use is adjacent to a residential zone, the required side and rear perimeter yard setback is six feet or two-thirds the height of the exterior building wall, whichever is greater. Based on an estimated wall height under 9’-0”, the required side perimeter yard setback is 6’-0” as measured from the west lot line; proposed setback is 4’-8”. If an ADU is proposed, Design Development Option (DDO) approval is required to reduce this setback. The required side perimeter yard setback is six feet or two-thirds the height of the exterior building wall, whichever is greater. If setback requirements are not being met, a neighbor’s setback waiver may be utilized to reduce the required setback (UDC 6.6.2.D). The neighbor’s setback shall be signed by the property owners of 6325 East Calle Pegaso and shall include the following language: My name is _______ and I am the property owner of _______. I have reviewed the site plan and have no objection to the structures being located __ feet from the property line. Signature: _______ Date: _______ If a sleeping quarters rather than ADU is proposed, a neighbor’s setback waiver may also be utilized to reduce the proposed setback.
