PLAN REVIEW COMMENTS

Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued.

SCOPE OF REVIEW:

The scope of this plan review includes architectural, plumbing, mechanical, energy conservation and electrical compliance with the 2024 International Residential Code and 2024 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval.

GENERAL REQUIREMENTS:

The City of Tucson adopted the 2024 IRC with amendments and building ordinances for all dwellings.

Provide a separate response letter addressing each comment with location of change on the plans.

SITE PLAN:

1. Note an electrical line as underground unless overhead is approved by TEP. https://www.tep.com/construction-applications/#apply
2. Each dwelling building requires a street address and a separate permit, R319. Show Pima County assigned unit numbers at each dwelling on the site plan.

PLANS:

1. Provide a minimum 6 mil polyethylene vapor retarder with joints lapped not less than 6 inches between the concrete floor slab and the base course or the prepared subgrade where a base course does not exist, R506.3.3.
2. Identify each wall line needed for enclosing a complete rectangle with sides no greater than 60’, Figure R602.10.1.1. Place these lines no further than 4’ from an actual parallel wall, so that corners are no further than 10’ from a “qualifying” braced wall panel. Show interior braced wall panels with foundation anchor bolt connection to bottom plates, R602.10.8.3 and R403.1.6.

SECTIONS - DETAILS:

1. An unvented roof assembly requires an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing, R806.5. Show a roof design with insulation types and minimum thickness for meeting the condensation control requirement and the minimum total insulation value of R-38. Clarify the ceiling/roof insulation detail showing the air-impermeable rigid insulation material adhered to either side of the roof sheathing along with the batt insulation.

MECHANICAL PLANS:

1. Identify the device model number providing an adjustable setting and note the minimum continuous setting for providing whole-house mechanical ventilation, R303.4; N1103.6 & M1505.4.

PLUMBING PLANS:

1. Show the water heater rating/capacity for consistence with the electrical circuit size, R106.1.1.

ELECTRICAL PLANS:

1. Smoke alarms are required outside each separate sleeping area, R310.3.2. Show a smoke alarm in each bedroom and outside the doorway in the immediate vicinity along with the circuit number.
2. Show a surge-protective device (SPD) as an integral part of or placed immediately adjacent to the service equipment, E3606.5.
3. Provide GFCI protection for appliance receptacle outlets, E3902.12. Include:
1. Drinking water coolers
2. High pressure spray washing machines
3. Sump pumps
4. Dishwashers
5. Electric ranges
6. Wall-mounted ovens
7. Counter-mounted cooking units
8. Clothes dryers
9. Microwave ovens
10. HVAC equipment, E3902.14.

INTERNATIONAL ENERGY CONSERVATION CODE:

1. Energy Certificate: (Mandatory) place inside near an indoor furnace or utility room, IECC R401.3. Add notation to plans.
2. Specify high-efficacy luminaires with an efficacy not less than 45 lumens per watt or lamps with efficacy not less than 65 lumens per watt (LED devices), IECC R404.1. Remove the percentage limit from note #21.
3. Habitable spaces, laundry/utility rooms, garages and basements require automatic shutoff control for turning off lighting within 20 minutes after occupants leave the space, IECC R404.2.

Site Engineering comments are as follows:

1. Per the City of Tucson Inclusive Home Ordinance 10463: all new dwellings have a requirement to provide an “accessible route from public and common areas, including, but not limited to, a driveway or public street or sidewalk”. Draw, dimension, and label an accessible route from the driveway, sidewalk, or street to an accessible entrance. Ensure the route meets accessibility standards as articulated in Sections 402-404 of the ANSI A117 Accessibility Standards. See also TSM 7-01.4.3 for specifications, including the minimum 4ft-width, slope and permissible composition materials.
2. The Inclusive Home note appears under the architectural header of the cover sheet of the plans; however, there is no accessible path delineated on the Site Plan. Please draw, label, dimension, and describe the composition of the path.

09/10/2026 Residential Zoning REQUIRES RESUBMIT PDSD TRANSMITTAL

FROM: Erick Bieber
Planning & Development Services Department – Zoning Review Section

PROJECT: TC-RES-0826-04867 – Residential Building
635 E 9th St, Tucson, AZ 85705
New Dwelling Permit (1st Review)

TRANSMITTAL DATE: September 10th, 2026

This site is located in the C-3 zone (UDC 4.7.22). Middle Housing is a permitted use in this zone subject to the following use-specific standards: 4.9.7.B.11-.14.

RESUBMITTAL OF THE FOLLOWING IS REQUIRED: Correct plans, as noted in the comments below, along with a response letter indicating how all Site Zoning comments were addressed.

1. (Comment) Per UDC 7.6.8.A.1, one canopy tree is required for every 1,000 square feet of gross floor area of the development project. The approximate GFA for the house, accessory structure, and triplex combined is 3,809sqft. Therefore, 4 canopy trees will be required for this project.

Only one species-labeled canopy tree is indicated on site. There appear to be other trees indicated but the species are not labeled. Please label the species of all proposed canopy trees and ensure that 4 canopy trees are proposed.

2. (Comment) Per UDC 7.6.8.B.1, 50% of canopy trees are required to be placed within the front yard setback area. If site constraints prevent new tree placement in the front yard, 5 shrubs can be used in its place, but that tree must be placed elsewhere on site.

3. (Comment) Per UDC 7.6.8.A.2, 330sqft of vegetative groundcover is required in the front yard. Please dimension and note this area on the site plan.

4. (Comment) Per UDC 7.6.8.B, newly planted trees and shrubs must follow relevant spacing requirements from utility lines. Please show how proposed trees and shrubs will not impact nearby proposed underground utility lines.

The Unified Development Code (UDC) can be found at: https://www.tucsonaz.gov/Departments/Planning-Development-Services/Codes/Zoning-Code
