1. This property resides within the COT Christmas Wash Floodplain and will require a flood plain use permit.
2. The sub-records of the building permit have been opened for FPU submission.
3. For the proposed wall, site engineering will be requiring that 6” from natural grade and up be clear of obstruction for the bottom portion of the wall. This opening will be extending through the entirety of the wall for the 6” clearance. Please show a detail on construction plans that gives a full image of proposed wall with what has been required.

Site Plan Review – 1st Review

TRANSMITTAL DATE: September 03, 2025

This site is in the R-1 Residence Zone (UDC 4.7.8). A single-family residence is permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.5 - .9 for 1 unit; 4.9.7.B.1 - .9, & .11 for 2 units (min. 10,000 sq ft lot size required).

Plan review for the above referenced metal fence has been completed. This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued.

SCOPE OF REVIEW:
The scope of this plan review covers zoning, use(s), legal description, adjacent properties, setbacks (building or wall heights), dimensional standards, property permitting history, density (units/lot size), and lot calculation (enclosed building and structure, parking, and driveway versus overall lot size) requirements. All code references are to the Tucson, AZ Unified Development Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval.

RESUBMITTAL OF THE FOLLOWING IS REQUIRED:
Correct the following plot (site) plan sheet and provide an elevation sheet, as noted in the comments below, along with a DETAILED RESPONSE LETTER indicating responses to the review comments.

PLANS:

1. COMMENT: The site plan provided is incomplete.

a) Provide a site plan that meets the requirements show in the plot plan example at the following link:

Per the plot plan example:

1) Draw, label, provide heights and dimension every structure on-site (permitted and unpermitted*) to a scalable drawing graphic. Additionally, provide dimensions of any structure as it relates to nearby structures and property lines. *Depending on what this structure is and its size, this may or may not be added to this permit. Email zoning reviewer (below) for clarification prior to submitting for subsequent submittal.

2) To complete missing ‘content’ information on the plot plan example, refer to Pima County’s website https://gis.pima.gov/maps/detail.cfm?&parcel=122153370

3) Measure square footage of every structure (utility shed) on site and driveway/vehicular use area and input into lot coverage calculation table. Graphically depict and label driveway and vehicular parking areas.

4) Provide density calculations information from plot plan example provided.

5) Update the primary residence graphic to be representative of reality via Pima County’s website https://www.asr.pima.gov/ParcelData/prc/12215/3370.pdf.

2. COMMENT: *After reviewing the property documentation history in PRO, zoning could not verify any permit documentation for the existing shipping container.

Zoning will not be able to approve the permit application until the permit information is provided. If permit documentation cannot be provided and depending on its size, the utility shed may or may not be included as a part of this permit application or applied for and issued under a different permit. Coordinate with Zoning reviewer prior to the next submittal to determine if this can be included or will require an additional permit at Jeffrey.cassidy@tucsonaz.gov

3. COMMENT: Per TABLE 6.3-2.A of the UDC (referenced below), the perimeter yard setback along the south property line is 6’ or 2/3 the height of the shipping containers height, WHICHEVER IS GREATER. The proposed site plan appears to locate the shipping container on or just shy of the south property line. Depending on how far the shipping container sits off the south property line, three options exist:

a) 1’-0” or more (but still encroaching in setback) or Less than 1’-0”: Secure a neighbor setback waiver (provided below) signed and dated by the property owner(s) to the south (across the street / alley):

b) 1’-0” or more: Should you be unsuccessful in your attempt to retrieve the neighbor waiver there is a Design Development Option (or DDO) which affords an attempt to seek relief from the setback requirements. This information is linked here:

c) Less than 1’-0”: Should you be unsuccessful in your attempt to retrieve the neighbor waiver, a board of adjustment variance will be required to permit the shipping container as shown on the site. See variance requirements below. Zoning cannot approve this permit until the Board of Adjustment (B/A) Variance Process is completed and approved.

4. COMMENT: As currently labeled, the proposed fence is 6’-11” from finish grade. Per 6.6.2.I (UDC), “The maximum height of a wall or fence within a perimeter yard shall be six feet; however, the wall or fence may be higher than six feet, but no higher than ten feet, if: (See Figure 6.6.1-A, Height of Wall or Fence within a Side or Rear Perimeter Yard.) “.

Provide an elevation drawing to reflect compliance with 6’-0” overall dimension from FINISH GRADE and label the finish grade, 6” open gap (per site engineering comment) and 5’-6” fence height to reflect a total heigh of 6’-0”. A Design Development Option (or DDO) affords an attempt to seek relief from the height requirements. This information is linked here:
