| 08/21/2025 | Residential Building - Standard | REQUIRES RESUBMIT | TC-RES-0825-03784 PLAN REVIEW COMMENTS Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued. SCOPE OF REVIEW: The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval. GENERAL REQUIREMENTS: The City of Tucson adopted the 2018 IRC with amendments and building ordinances for all dwellings. Clarify if the existing dwelling has a Pima Country assign address. Each dwelling unit with kitchen requires a separate Pima County assigned street address after Zoning approval, R319. Show Pima County assigned unit numbers at each dwelling on the site plan. https://www.pima.gov/1010/Addressing-Frequently-Asked-Questions Provide a response letter addressing each comment with location of change on the plans. Submit separate letter and plan set files. SITE PLAN: 1. Show the location of utility meters and electrical, gas, water, and sewer lines, R106.1.1. Each dwelling requires an appropriate source of electrical and water supply. Identify the utility lines requiring upgrade or replacement. PLANS: 1. Clarify if the Living Room addition includes a new or existing roof. Provide a complete roof framing plan with beams and rafters sized with appropriate prescriptive load carrying capacity for the roof extension (keynote #307), R301.1. SECTIONS - DETAILS: 1. Show a complete cross-section detail of the new exterior wall, R106.1.1. Show the minimum 12” reinforced footing depth below the undisturbed ground surface R403.1. Show exterior wood siding, sheathing and wall framing with a 6” clearance above the ground, R317.1 item 5. This dimension is required in addition to the 4” weep screen clearance for a compliant foundation and floor height. 2. Clarify the placement of ceiling/roof insulation for determining the need for attic ventilation, R806. Attic space outside of the thermal barrier requires a ventilation calculation for showing the attic vent opening size using 1 to 150 of attic area in compliance with R806.2 or an unvented roof assembly requires an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing, R806.5. Show a roof design with insulation types and minimum thickness for meeting the condensation control requirement and the minimum total insulation value of R-38. PLUMBING PLANS: 1. Show any alterations. MECHANICAL PLANS: 1. Show the HVAC system size for the building demand in accordance with M1401.3, M1601.1. 2. Each habitable room requires heating/cooling provisions, R303.9. ELECTRICAL PLANS: 1. Provide a Riser Diagram showing a service panel for guest house dwelling, E3403. 2. Show locations of each smoke alarm, R314. 3. Provide a panel schedule showing panel size, circuit numbers, ampacity, wire size and general description, E3404.13 & E3706.2. 4. Show receptacle outlets at wall spaces 2’ or more with no wall point (exclude door openings) more than 6’ from a receptacle outlet, E3901.2. 5. Interior 15A & 20A circuits serving outlet locations (except garage, kitchen, and bathrooms) including receptacles, lights, and smoke detectors require combination type arc-fault circuit interrupters, E3902.16. Add notation to plans. INTERNATIONAL ENERGY CONSERVATION CODE: 1. Show code complaint “R” values of insulation and maximum “U” factors of the windows on the plans, N1102.1. Ceiling insulation may be reduced to R-30 for limited areas with insufficient cavity spaces, N1102.2.2. | 08/29/2025 | Site Zoning - Standard | REQUIRES RESUBMIT | FROM: Zoning Review Section PROJECT: TC-RES-0825-03784 41 W 2ND ST. – C-C Remodel and Living Room Addition to existing Guest House (1st Review) TRANSMITTAL DATE: August 29, 2025 Resubmit revised drawings with a detailed response letter stating how all Zoning Review Section comments were addressed. The site is in the C-3 zone (UDC 4.7.22). Two (2) single family residences are a allowed use in the zone (UDC Table 4-8-4) 1. 1. Provide a residential plot plan that meets the requirements found at: https://www.tucsonaz.gov/Departments/Planning-Development-Services/Permits/Plan-Examples/Plot-Plan-Example, to include but not limited to: a. The plot plan shall be drawn at an engineering scale, i.e. 1” = 10, 1” =20.Provide the owners name on the plot plan. b. Provide a lot coverage calculation that meets the requirements of UDC Article 6.4.3 and the example shown on the Residential Plot Plan Requirements to include a vehicle use areas, whether improved or unimproved. Based on aerial photos there are vehicles parking on site. c. Show all utility lines on the plot plan. d. Provide a dimension from the centerline of 9th Ave. to the face of curb and from the face of curb to the west property line. e. The plot plan shall reflect the proposed living room addition along with all applicable perimeter yard setbacks. 2. Per UDC Table 6.3-4.A C-3 Zone, Res Use to Res Zone, the required perimeter setback from the proposed living room addition is 1 ½ (H) = Height of the proposed exterior building wall. As no elevations were provided zoning is basing the required perimeter yard setback on the 11’ shown under type of construction. 11 x 1.5 = 16.5’ required perimeter yard setback from the proposed living room addition to the south property line. As the living room was not shown on the site plan and no perimeter yard setbacks were provided on the site plan Zoning is using the 6’-6” dimension shown on the floor plan as the proposed setback. A Design Development Option (DDO) must be submitted and approved to reduce the required setback.
