Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. Provide a separate Comment Response Letter when submitting updated plans. Facilitate a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval.

PROVIDE A COMPLETE PLAN SET showing all proposed alterations to the building with 2018 IRC code compliance. The plans require sufficient detail for demonstrating an awareness of minimum building code compliance for passing all progress inspections.

Provide a response letter on separate file with the updated construction plan set.

SITE PLAN:

1. The site plan shows a proposed porch with support columns, R106.1.1. Include construction plans or remove the porch.

FLOOR PLAN:

1. Include window #6 on the window schedule sheet A-2, R106.1.

SECTIONS - DETAILS:

1. Show the wall assembly with a 6” clearance above the ground or 2” clearance above an exterior concrete surface, R317.1 item 5.
2. An unvented roof assembly requires an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing, R806.5. Show a roof design with insulation types and minimum thickness for meeting the condensation control requirement and the minimum total insulation value of R-30 when extended over the wall top plate for additions under 500 SF. Update the roof insulation section on A-6 showing R-30 foam or a layer of foam with a layer of batt insulation.
3. Update the ceiling insulation keynote #2 detail #4 on A-7 showing a requirement for attic ventilation and location of the calculation if applying the detail, R806.2.

PLUMBING PLANS:

1. Provide a complete gray water system with collection tank, an overflow connection to the black water line, and a backflow valve or remove the non-operational plumbing, R301.1.
2. Clarify if the 1” yard pipe is existing or upgraded to 1”, P2903.7.

MECHANICAL PLANS:

1. Show heating/cooling capacities for the mini-split units, R303.9.
2. Provide demand calculations in accordance with Manual J standards, M1401.3, M1601.1.

ELECTRICAL PLANS:

1. Clarify if the electrical service panel is existing or upgraded with a capacity, NEC 225.30, E3403, Table E3704.2(1).
2. Show a smoke alarm outside the doorway in the immediate vicinity of the bedrooms, R314.3.
3. Show one 20 AMP branch circuit for the dishwasher/disposal; this circuit may not serve other locations, E3703.8 City of Tucson Amended. Remove from circuit #3 and provide an unused number.
4. Show the location of circuit #1.

OUTDOOR LIGHTING CODE

1. Show the proposed fixture as full cut-off FCO style or provide an Outdoor Lighting Calculation including all exterior fixtures on the property for determining exterior lighting limits. Adjustable security light fixtures are unshielded, not FCO. Show full cutoff fixtures were located within 25 feet from the property line OLC 401.3.3.

This site is located in the R-2 zone (UDC 4.7.9). A single-family residence is a permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.6, .9, & .10.

COMMENTS: Please resubmit revised drawings and a detailed response letter, which states how all Zoning Review Section comments were addressed.

1. Comment: The site plan should be designed to include the information as noted on the sample plot plan. On the site plan only show the individual lot and all that is required as seen in the sample plot plan. 2. Comment: Label on the site plan the zone (R-2) and all the adjacent property zones. Or show a zoning detail of this properties zone and all adjacent property zones. (As noted on the sample plot plan above)
3. Comment: Draw, label, and dimension the perimeter yard setbacks from the north property line to the proposed north addition; east property line to the exterior face of the rear porch poles; and the south property line to the face of the exterior attached pergola posts (Based on our measurements with the scale provided the attached pergola appears that it will not comply with R-2 Zone setbacks. Measurement for the setback found is 4’9 ½” ft and may be applicable to a Design Development Option based on the setbacks provided in the next review). See the sample plot plan above for an example.
4. Comment: Draw, label, and dimension the vehicular use area on the site plan. (As noted on the sample plot plan above)
5. Comment: Label and dimension the back of curb to property line and center line of Alder Av to the property line as depicted on the sample plot plan. Label the alley. (As noted on the sample plot plan above)
6. Comment: The property dimensions provided do not match the dimensions found in the Recorded Subdivision Plat Mat Book 3, Page 59. (https://onbase.pima.gov/publicaccess/DS_NextGen_Single/etc/cq/results.html?cqid=240&OBKey__552_1=03059)
7. Comment: Provide the total lot coverage calculations. Per UDC article 6.4.3, lot coverage shall need to include the area of a lot covered by buildings, storage areas, including dimensioned Vehicular use areas. Remove the porch square footage from the total lot coverage calculations. Porches are not to be included in total lot coverage calculations. (As noted on the sample plot plan above)
8. Comment: Draw, label, and dimension the north elevation of the structure including its wall height from design grade to the top of the wall to ensure setbacks are met.
9. Comment: Additional comments may be forthcoming on the next review based on the proposed use for the addition and applicable use specific standards.

The following comments are related to a Design Development Option and may be applicable based on the perimeter yard setback measurement provided in the next review for the attached pergola proposal.

1. DDO Comment: The required perimeter yard setback along the South property line for the proposed attached pergola is a minimum of 6 feet or 2/3 (H) height. Based on measurements with the scale provided the attached pergola appears that it will not comply with R-2 Zone setbacks. Measurement for the setback found is 4’9 ½” ft. A 4’9 ½” perimeter yard setback does not comply with the R-2 perimeter yard setback of 6 feet or 2/3 (H) height.

The perimeter yard setback along the southern property line appears to not comply with the minimum setback at 4’9 ½”. Per UDC 6.3-2.A, the minimum perimeter yard setback in the R-2 zone is the greater of 6’-0” or 2/3 (H) height of the exterior wall. The structure encroaches into the required perimeter yard and will require the approval of a Design Development Option (DDO) before zoning can approve this permit.
