Site Engineering Review Comments:
1. The City of Tucson Inclusive Home Design Ordinance requires all new dwellings — including ADUs, single-family residences, and duplexes — to provide an accessible route connecting the public street, sidewalk, or driveway to an accessible entrance of the home. This pathway must be shown, dimensioned, and labeled on the plans. What this means in plain terms: There needs to be a clearly defined, walkable path from where a person arrives (the street, sidewalk, or driveway) all the way to a usable door of the home — one that someone using a wheelchair or mobility aid could navigate without barriers. An exterior accessible route that shall conform to 2017 ICC A117.1 Sections 402 and 403 and City of Tucson Inclusive Home Design Ordinance. The current plans to no reference a material nor show a connection to ROW sidewalk or Parking area proposed. Ensure dimension the path at the minimum 4-feet required.

Action Items — Show the following on your plans:
• Draw and label the path as "Accessible Route"
• Provide a minimum clear width of 4 feet with a width call-out on the plans
• Note the proposed running slope (must not exceed 5% / 1:20) and cross slope (must not exceed 2% / 1:50)
• Identify the accessible entrance the route leads to

Acceptable Accessible Route compositions include:
• Portland cement concrete (PCC)
• Broom Finished concrete
• Brick or unit pavers (Only if set on a stable cement base with no gaps exceeding ½”)
• Concrete pavers on concrete base (Same joint and evenness requirements as brick)
• Flagstone: must be mortared – loose set does not qualify
• Any surfaces equivalent in smoothness, hardness, and durability
NOTICE: Decomposed granite (DG) is not permitted for required accessible routes, even if compacted
07/13/2026 Residential Zoning REQUIRES RESUBMIT PDSD TRANSMITTAL

FROM: Roxanne Johnston

PROJECT: TC-RES-0726-03586
3301 S Belmar Av., Tucson, AZ 85745
ADU (1st Review)

TRANSMITTAL DATE: 07/13/2026

This site is located within the R-2 Zone (UDC 4.7.9). A single-family residence is a permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.6, .9, & .10.

RESUBMITTAL OF THE FOLLOWING IS REQUIRED: Correct plans, as noted in the comments below, along with a response letter indicating how all Site Zoning comments were addressed.

1. Apply for a Design Development Option (DDO). Per Unified Development Code (UDC) 6.4.5.C.1.b., the building setback requirement along W. 42nd St., is 10’. This requirement also applies to ADUs.
https://onbase.pima.gov/publicaccess/DS_NextGen_Single/etc/cq/results.html?cqid=240&OBKey__552_1=07018

To apply for a DDO, please refer to the following link: https://www.tucsonaz.gov/files/sharedassets/public/v/1/pdsd/documents/planning-amp-zoning/ddo-for-setback-and-height.pdf Submit a DDO application under the Zoning Modification sub-record that you will create. For instructions on how to apply for a sub-record, visit the following link: https://www.tucsonaz.gov/files/sharedassets/public/v/1/pdsd/documents/tdc-faq/new-pdfs/sub-records_071425.pdf For additional questions regarding DDOs, contact Georgia Pennington at georgia.pennington@tucsonaz.gov

Once the DDO has been approved and the appeal period has passed, please submit the following:

a. The DDO Approval Letter
b. All corrections to the site plan (explained in the following comments)
c. A response letter addressing all staff comments.

2. Please add the lot’s legal description to Sheet 2 of 11. SOUTHGATE LOT 3 BLK 8.

3. Correct the lot width. Per the Pima County Assessor’s Office map found at https://www.asr.pima.gov/ParcelData/Map/Arm/MP07/M07018_B08.PDF , the width of the lot is 51.35”. This also aligns with the subdivision document for Southgate found at https://onbase.pima.gov/publicaccess/DS_NextGen_Single/etc/cq/results.html?cqid=240&OBKey__552_1=07018

4. Correcting the lot width will also impact the lot’s square footage. Please add the total square footage of the lot to the site plan.

5. Recalculate Total Lot Coverage on Sheet 2 of 11 (Site Plan). Add all vehicle use areas. Per UDC 6.4.3.b., vehicle use areas are measured within the outside edges of any area allocated to vehicle use, whether improved or unimproved.

6. Provide a landscape plan. Landscaping is required for all new single-family residential, middle housing development, and accessory dwelling units. A landscape plan is to be applied directly to the site plan and the instructions were designed to avoid hiring a landscape architect. Here is the instruction link: https://middle-housing-cotgis.hub.arcgis.com/pages/Residential-Landscaping-Code . Essentially, one tree will be required in the front yard (1 tree per 1,000 sf of new development, rounded up), and then required ground cover is to be provided based on the front width of the lot minus the driveway width multiplied by 5 to arrive at the ground cover requirements. Existing trees are credited but their location must be shown and noted on the plan.

Landscaping is discussed in greater detail in UDC 7.6. https://codelibrary.amlegal.com/codes/tucson/latest/tucson_az_udc/0-0-0-5860#JD_UDCSec.7.6

Show proposed new tree(s), including the planting area basin for each (50 sf or 4 ft radius circle).

Draw any proposed required new groundcover areas and provide the dimensions of the plant bed(s).

In the notes, indicate the preferred watering methos and list the tree and groundcover species selected. These are found in UDC 7.6.8.A.3.

When adding new trees, they need to be planted 5 feet from the sidewalk and 10 feet away from any structure to avoid negative impacts to the foundations by root systems.

7. Additional comments may be forthcoming depending on responses to zoning review comments and plans submitted for the next review.

The Unified Development Code may be accessed here: https://codelibrary.amlegal.com/codes/tucson/latest/tucson_az_udc/0-0-0-1
