Cassidy, Planner Planning & Development Services Department – Current Zoning Review Section PROJECT: TC-RES-0725-03447 – Residential Building – Convert Garage into ADU 528 E 4th St Tucson, AZ 85705 (HR-2 Zoning) Building Plan Review – 3rd Review TRANSMITTAL DATE: April 16, 2026 This site is in the R-2 zone (UDC 4.7.9). A single-family residence is a permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.6, .9, & .10. Plan review for the above referenced garage-ADU conversion has been completed. This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued. 1. COMMENT: This site is in the HR-2 zone (UDC 4.7.9). Historic review and approval are required. Zoning acknowledges a special districts application as a sub-record of this permit under SD-0725-00107. See Historic reviewer comments related to remaining action items. Zoning cannot approve this permit application until the historic review has been approved. 2. COMMENT: Per UDC Table 6.3-4.A., the setback distance from a residential use to an adjacent residential use, updated in Ordinance 12219 is now 5’-0”. Currently, you are showing a 0’-0” distance from the proposed ADU to the east property line. A Board of Adjustment Variance would need to be applied to seek relief from this setback requirement. See below for more information on the Board of Adjustment Variance process. 3. COMMENT: The site plan is missing the HR-2 zoning labels surrounding this parcel. 4. COMMENT: Provide missing property line dimensions. 5. COMMENT: Additional comments may be forthcoming on the next review based on responses to Zoning and other PDSD reviewer comments.
