Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. Provide a separate Comment Response Letter when submitting updated plans. Facilitate a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval.

PROVIDE A COMPLETE PLAN SET showing all proposed alterations to the building with 2018 IRC code compliance. The plans require sufficient detail for demonstrating an awareness of minimum building code compliance for passing all progress inspections.

Provide a response letter on separate file with the updated construction plan set.

The construction plan set should show all proposed additions, repairs and alterations to the building and parcel. Include additions and changes performed after the last permit with final inspection.

Construction documents shall be of sufficient clarity to indicate the location, nature and extent of the work proposed.

SITE PLAN:

1. Provide a site plan showing utilities for the dwelling, R106.1.1. Show the location of all utility lines from property line to building(s) along with required alterations. Show the location of an overhead electric line and gas pipe if existing. Identify any utility lines requiring upgrade or replacement, R106.1.1.
2. Show the address for each dwelling on the site plan, R106.1.1.
3. Each dwelling unit with kitchen requires a separate Pima County assigned street address after Zoning approval, R319. Show Pima County assigned unit numbers at each dwelling on the site plan. https://www.pima.gov/1010/Addressing-Frequently-Asked-Questions

FLOOR PLAN:

1. Provide a floor plan showing each proposed room with labeled function and dimensions. Show door locations and window sizes with type identified as XO or SH. Include the identification of adjacent rooms with door or window openings leading into the proposed space. An altered bedroom requires code compliance for egress, R310.
2. Include a complete construction plan set for the 576 SF Addition or provide the permit number for the installation.
3. Include a complete construction plan set for the 624 SF Porch or provide the permit number for the installation.

STRUCTURAL PLANS:

1. Provide a complete plan set showing materials and fastener sizes with 2018 IRC prescriptive compliance or provide an Arizona professional stamped plan set showing performance compliance with wind loading conditions, R301.1.

SECTIONS - DETAILS:

1. Provide a structure section showing existing and proposed features including a foundation, framing, sills, anchoring, sheathing and insulation, R106.1.
2. Provide a complete cross-section detail showing type and size of framing, exterior wood siding, insulation, interior sheathing, and pressure treated sill anchored with ½” x 10” bolts. Show the wall assembly with a 6” clearance above the ground or 2” clearance above an exterior concrete surface, R317.1 item 5.
3. An unvented roof assembly requires an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing, R806.5. Show a roof design with insulation types and minimum thickness for meeting the condensation control requirement and the minimum total insulation value of R-38.

PLUMBING PLANS:

1. Provide complete plumbing plans for any changes with 2018 IRC compliance, R301.1.
2. Tucson Water Department limits flow rates for each water meter size in compliance with P2903.7. Show an appropriate yard pipe for supporting the existing and proposed dwelling units.
3. Show an individual accessible water supply shut off and water heater for the proposed dwelling building, P2903.9.1.

MECHANICAL PLANS:

1. Show any proposed changes, R301.1.
2. Show heating/cooling facilities in all habitable rooms, R303.9.
3. Provide demand calculations for new systems in accordance with Manual J/S/D standards, M1401.3, M1601.1.

ELECTRICAL PLANS:

1. Provide a Riser Diagram showing a sub panel and feeder size for proposed dwelling unit, NEC 225.30, E3403, Table E3704.2(1). Each service drop requires an individual Pima County assigned address.
2. Designate the circuit number at the location of each proposed or changed light fixture, receptacle, appliance, and equipment disconnect switch, E3404.12.
3. Provide a panel schedule showing panel size, circuit numbers, ampacity, wire size and general description, E3404.13 & E3706.2. Provide proposed wiring details showing code compliant device locations and circuit sizes. Show circuit number and size with receptacles at all walls (within 6’ of any wall location) and lighting control at each doorway both interior and exterior.
4. Show a smoke alarm in each bedroom and outside the doorway in the immediate vicinity, R314.3.
5. Show receptacle outlets at wall spaces 2’ or more with no wall point (exclude door openings) more than 6’ from a receptacle outlet, E3901.2.
6. Show at least one wall-switch-controlled lighting outlet providing illumination on the exterior side of each egress door having grade level access R3903.3.
7. Notate interior 15A & 20A circuits serving outlet locations (except garage, kitchen, and bathrooms) including receptacles, lights and smoke detectors with combination type arc-fault circuit interrupters, E3902.16.

INTERNATIONAL ENERGY CONSERVATION CODE:

Provide insulation details minimum (R-13 walls and R-30 small additions or otherwise R-38 ceiling) showing code compliant placement of materials and ratings, N1101. Windows require a solar heat gain of 0.25 or better.

OUTDOOR LIGHTING CODE

Show the proposed fixture as full cut-off FCO style or provide an Outdoor Lighting Calculation including all exterior fixtures on the property for determining exterior lighting limits. Show full cutoff fixtures were located within 25 feet from the property line OLC 401.3.3.

Please resubmit revised drawings along with a detailed response letter, which states how all Landscape/NPPO Review Section comments are addressed.

SITE LANDSCAPE/NPPO SECTION COMMENTS:

1. After review of aerial images of the site, it appears that protected native vegetation may be present on the site where the addition is being proposed. Please provide an NPPO that shows preservation, transplant and mitigation for the protected plants that will be disturbed/destroyed. If there are no viable native plants, or if there are native plants, but they won’t be disturbed, then please provide an NPPO Waiver for the project. If a copy of the NPPO Waiver form is needed for exception, please reach out and I will email a copy for your use.

TRANSMITTAL DATE: August 22, 2024

COMMENTS: Resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

This site is located in the R-2 zone (UDC 4.7.9). A single family dwelling is a permitted use in this zone (Table 4.8-2). See Use-Specific Standards 4.9.7.B.6, .9, & .10.

1. Provide a residential plot plan that meets the requirements found at: https://www.tucsonaz.gov/Departments/Planning-Development-Services/Building-Safety/Plan-Examples/Plot-Plan-Example, to include but not limited to;
a. The plot plan shall be drawn at an engineering scale, i.e. 1” = 10’, 1” = 20’.
b. Provide property boundary dimensions on the plot plan.
c. Provide the zoning of this parcel and all adjacent parcels on the plot plan.

2. Violation CE-VIO0724-02665 talks about “Manufactured home converted into duplex” the submitted plan does not address this issue.

3. Provide the east wall height for the ‘Garage/Shop so that perimeter yard setback requirements can be determined. Perimeter yard setbacks are based on a wall height measurement from design grade to the highest point of the exterior wall UDC Article 6.4.5.B & Figure 6.4.5-A.

4. The proposed lot line adjustment is a separate submittal and must be approved prior to approval of this plan.
