This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued. SCOPE OF REVIEW: The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval. GENERAL REQUIREMENTS: Provide a response letter on separate file with the updated construction plan set. Clarify if the structure is a sleeping quarters (without kitchen) or an Accessory Dwelling Unit (ADU) which requires many alterations for compliance. Each dwelling unit with kitchen requires a separate Pima County assigned street address after Zoning approval, R319. Show Pima County assigned unit numbers at each dwelling on the site plan. https://www.pima.gov/1010/Addressing-Frequently-Asked-Questions An impact fee payment is required for an ADU at the time of permit payment. Show compliance with the Inclusive Home Design Ordinance adopted by the City of Tucson Ordinance #10463 on 10/16/2007. Notate accessible route, minimum door width, changes in floor elevation, door hardware, electrical outlet reach range, grab bar reinforcement, etc. SITE PLAN: 1. Identify the utility lines requiring upgrade or replacement, R106.1.1. 2. Show compliance with the Pool Barrier requirements by including a UL2017 pool alarm system for doors and windows opening to the pool, 2018 ISPSC 305.4.1. PLANS: 1. Notate a cool (white) roof finish (greater than 60 SRI) as required by the ADU provisions. 2. Show a maximum ½” floor elevation changes at a notated accessible route entrance on the floor plan, R106.1.1. Include all threshold conditions for a route from the exterior into the living space. MECHANICAL PLANS: 1. Provide (an HVAC system with fresh air intake) whole-house mechanical ventilation with controlled exhaust, R303.4; N1103.6 & M1505.4. Show the minimum airflow rate setting and location of the device requiring this adjustable setting. A one-bedroom dwelling under 1501 SF requires a 30 CFM continuous setting. ELECTRICAL PLANS: 1. Provide a Riser Diagram showing an accessible Service Disconnect for each dwelling unit, E3601.6.2. 2. Provide a minimum service conductor rating of #3 copper 75 degree C for the 100 AMP feeder, E3602.1 & E3603.1. 3. Show Bathroom receptacles with a separate 20 AMP dedicated circuit, E3703.4 and E3901.6. 4. Interior 15A & 20A circuits serving outlet locations (except garage, kitchen, and bathrooms) including receptacles, lights, and smoke detectors require combination type arc-fault circuit interrupters, E3902.16. Add notation to plans. INTERNATIONAL ENERGY CONSERVATION CODE: 1. Energy Certificate: (Mandatory) place near the indoor furnace or in utility room, N1101.14. Add notation to plans. | 08/02/2024 | Site Zoning | REQUIRES RESUBMIT | ZONING REVIEW TRANSMITTAL FROM: Wyatt Berger Lead Planner PROJECT: TC-RES-0724-04100 345 South Irving Avenue – R-1 ADU (1st Review) TRANSMITTAL DATE: August 2, 2024 The site is in the R-1 zone (UDC 4.7.8). An accessory dwelling unit (ADU) is a permitted use in the R-1 zone, subject to use-specific standards 4.9.7.B.6, .8, and .9, and 6.6.3. The following comments are relative to an application for a Design Development Option (DDO) (UDC 3.11.1) or a Board of Adjustment variance (UDC 3.10.3). 1. Per UDC 6.6.3.B.2, in addition to parking required for the principal use, one parking space shall be provided for the accessory dwelling unit. The parking requirement may be satisfied with available on-street parking or waived if the site is within ¼ mile walking distance of a transit stop or an enhanced bike route as listed in the Bike Boulevard Master Plan. One motor vehicle parking space is depicted on the site plan. Clarify the locations of the two parking spaces required for the existing residence. 2. Provide a general note on the site plan stating that the new ADU construction will be developed with a high albedo level (> 60 SRI) or other cool roof technology per the ICC Green Construction Code (UDC 6.6.3.B.3). 3. Perimeter yard setbacks are based on a measurement from the design grade elevation to the highest point of an exterior building wall (UDC 6.4.5.B). Per UDC Table 6.3-2.A, when a residential use is adjacent to a residential zone, the required perimeter yard is six feet or 2/3 the height of the exterior building wall, whichever is greater. Provide a dimension from the design grade elevation to the highest point of the exterior building wall on the north elevation. As the proposal does not meet the minimum perimeter yard requirement of six feet, a Design Development Option (DDO) is required to reduce the side perimeter yard to 4’-2” as measured from the north lot line. Show all structures on the site plan with applicable perimeter yards, square footage, and building heights. A narrow, detached accessory structure along the south lot line in Pima County Pictometry dated May 16, 2024. This accessory structure does not meet the perimeter yard requirement prescribed within UDC Table 6.3-2.A. A setback waiver in accordance with UDC 6.6.2.D may be obtained to eliminate the perimeter yard of the accessory structure along the south lot line. The waiver shall be signed by the property owner of 355 South Irving Avenue and shall be pasted directly onto the site plan with the following language: My name is ________ and I am the owner of property located at ________. I have reviewed the site plan and have no objection to the structure being located _ feet from the south lot line as depicted on the site plan. Signature: ________ Date: ________ 5. Per UDC 6.6.3.D, detached accessory buildings are not permitted in the buildable area extending the full width of the lot between the principal building and the front street lot line, except for shade structures or carports not over 400 square feet in area. The “shed” as depicted on the site plan appears to have been expanded between March of 2022 and May 16, 2024. A Board of Adjustment variance is required to be granted to allow this accessory structure to remain detached in the front yard.
