Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. Provide a separate Comment Response Letter when submitting updated plans. Facilitate a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval.

PROVIDE A COMPLETE PLAN SET showing all proposed alterations to the building with 2018 IRC code compliance. The plans require sufficient detail for demonstrating an awareness of minimum building code compliance for passing all progress inspections.

Provide a response letter on separate file with the updated construction plan set.

Clarify the construction plan set with showing the removal of the carport or show the roof structure as remaining. The section on sheet 2 shows pre-fab trusses which are assumed to be proposed rather than eaxiting.

SITE PLAN:

1. Provide a site plan showing utilities for the dwelling, R106.1.1. Show the location of electrical service utility lines from property line to building(s) along with required alterations.

FLOOR PLAN:

Provide a floor plan showing each proposed room with labeled function and dimensions. Show door locations and window sizes with type identified as XO or SH. Include the identification of adjacent rooms with door or window openings leading into the proposed space. An altered bedroom requires code compliance for egress, R310.

STRUCTURAL PLANS:

1. Identify the existing room when an opening into the proposed dining room. Exterior egress is required from a bedroom, R310.
2. Show the removal of the existing kitchen as a dwelling has one kitchen, R106.1.
3. The proposed roof overhang appears as sited within the 3’ fire separation distance from a property line. A roof projection may not extend closer than 24” to the adjoining (neighboring) property line. Any part of a roof projection extending into the 3-foot fire separation distance from the property line requires not less than one-hour fire-resistive construction on the underside, R302.1 (City of Tucson Amended).

SECTIONS - DETAILS:

1. Remove the “shear wall schedule” note from detail A sheet 2, R106.1.
2. Provide an attic ventilation calculation and show the attic vent opening size and location in compliance with R806.2.

PLUMBING PLANS:

1. Show an accessible water supply shut off valve, P2903.9.1.

ELECTRICAL PLANS:

1. Provide a panel schedule showing all required branch circuits, E3404.13 & E3706.2.
2. Appliances and equipment on general purpose circuits may not exceed 50% of the branch circuit rating, E3702.5. Place the refrigerator on a separate circuit.
3. Show a separate water heater circuit sized for serving the load, E3702.11.
4. Show two or more 2O AMP small appliance circuits at the kitchen countertop receptacle outlets; they may also serve the breakfast room and dining room, but not other locations, E3703.2 and E3901.3.
5. Show one 20 AMP GFCI branch circuit for the clothes washer, E3703.3 and E3902.9.

Construction of separate builds/new structures does not require a cost estimate to be provided. Construction of new buildings require elevation one foot above the base flood elevation, which may require that the foundation of the building be raised as much as two feet above the existing elevation onsite. Storage buildings with no utilities may be wet floodproofed using flood vents. For all new construction buildings, two elevation certificates must be filled out by a registered land surveyor and submitted to the City, one before the foundation is poured and one after construction is completed.

TRANSMITTAL DATE: August 9, 2024

This site is located in the R-2 zone (UDC 4.7.9). A single-family residence (SFR) is a permitted use in this zone (Table 4.8-2). See Use-Specific Standards 4.9.7.B.6, .9, & .10.

1. Based on aerial photos there are 3 shed type structures located along the north property line that show up some time after 2016. Zoning was not able to find approved permit or compliance documents for these structures. Either 1) provide approved permit/compliance documents and show them on the plan, or 2) show them on the plan as to be removed or 3) show them on the plan along with the use, square footage, wall heights and perimeter yard setback dimensions and include them in this permit.

2. Based on aerial photos there is what appears to be a patio cover attached to the rear of the SFR that shows up some time after 2016. Zoning was not able to find approved permit documents for this structure. Either 1) provide approved permit document and show this structure on the plan, or 2) show this structure as to be removed or 3) show it on the plan along with the square footage, wall heights and perimeter yard setback dimensions and include it in this permit.

3. The 420 sq. ft. canopy shown along the east property line shows up some time after 2016 and building permits would be required for this size structure. Zoning was not able to find approved permit documents for this structure. Provide the wall heights and building plans so that this structure can be included in this permit. Until the wall heights are provide Zoning cannot determine perimeter yard setbacks. As the 1’-2” setback shown does not meet the minimum 6’-0” or two-thirds (2/3) the height of the structure’s wall facing each interior property line (Table 6.3-2.A), required setback, at a minimum a neighbors setback waiver must be secured to reduce the setback. To secure this neighbor setback waiver the following statement must be provided on the plot plan and be signed and dated by the adjacent property owner(s):

4. Based on aerial photos there is some type of structure located along the east side of the SFR near the northeast corner of the SFR that shows up sometime after 2016. Zoning was not able to find approved permit or compliance documents for these structures. Either 1) provide approved permit/compliance documents and show it on the plan, or 2) show it on the plan as to be removed or 3) show it on the plan along with the use, square footage, wall heights and perimeter yard setback dimensions and include them in this permit.

5. The canopy shown in the front yard appears sometime after 2020 Zoning was not able to find approved permit or compliance documents for these structures. . Either 1) provide approved permit document and show this structure on the plan, or 2) show this structure as to be removed or 3) show it on the plan along with the square footage, wall heights and perimeter yard setback dimensions and include it in this permit. It does not appear that this canopy will meet the required front street perimeter yard setback of 20’-0”, UDC 6.4.5.C.1.a or the side perimeter yard setback of 6’-0” or two-thirds (2/3) the height of the structure’s wall facing each interior property line (Table 6.3-2.A). A Design Development Option (DDO) must be submitted and approved to reduce the required front street perimeter setback. 6. Zoning was not able to find approved compliance documents the water container shown in the northwest corner of the parcel, Provide the diameter, height and perimeter yard setbacks for this container.

7. Based on a wall height of 9’-6” the required perimeter yard setback from the proposed addition to the west property line is 6’-4”, proposed setback is 3’-0”. A DDO must be submitted and approved to reduce the setback.

8. Provide a dimension from the centerline of Edison S. to the face of curb, and from the face of curb to the south property line. Per Construction Plan I-852, found at: https://maps-and-records.tucsonaz.gov/construction-plans/details/I-852, the distance from center line to the face of curb is 17’, and from face of curb to the south property line is 8’.

9. Per the Towner Annex final plat, found at: https://onbase.pima.gov/publicaccess/DS_NextGen_Single/etc/cq/results.html?cqid=240&OBKey__552_1=07041, there is a 5’ utility easement that runs along the north property line. Show the easement on the plan.

10. Once the above comments are addressed additional comments may be forthcoming.


Perimeter yard setbacks are based on a wall height measurement from design grade to the highest point of the exterior wall UDC Article 6.4.5.B & Figure 6.4.5-A. Where the wall meets the eave of the roof.
