PLAN REVIEW COMMENTS

Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions and concerns before permit approval.

GENERAL REQUIREMENTS:

Each proposed dwelling requires a separate permit application. A single plan set may be submitted for each building with appropriate clarification.

An independent dwelling requires fire spread and utility (electrical & water) separation so that one dwelling is not dependent upon another for water or electrical service.

Each dwelling unit with kitchen requires a separate Pima County assigned street address after Zoning approval, R319.

An impact fee payment is required for an ADU at time of permit payment.

SITE PLAN:

1. Show the location and size of buildings, utility meters and gas, water, electric and sewer or septic lines from property line to building, R106.1.1. Each dwelling requires an independent electrical service and water supply shut off devices. Identify the utility lines requiring upgrade or replacement.
2. Show a street address for each dwelling on the site plan, R319.

PLANS:

1. Notate a cool (white) roof finish as required by the ADU provisions if the dwelling above garage qualifies as an ADU.
2. Clarify the application of fire spread materials between floor levels of the renovated existing dwelling.

SECTIONS - DETAILS:

1. Show an unvented roof assembly with all insulation at the roof including an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing as part of the total insulation requirement, R806.5.

PLUMBING PLANS:

1. Tucson Water Department limits flow rates for each water meter size in compliance with P2903.7. Show an appropriate yard pipe for separately supporting the existing and proposed dwellings and show an appropriate water meter size.
2. Show an individual accessible water supply shut off and water heater for the proposed dwelling unit, P2903.9.1.

MECHANICAL PLANS:

1. Show the separate HVAC system sized for the proposed dwelling above the existing dwelling in accordance with M1401.3, M1601.1.
2. Provide (an HVAC system with fresh air intake) whole-house mechanical ventilation, or controlled exhaust with a calculated airflow rate, R303.4; N1103.6 & M1505.4. Show the system and appropriate flow rate setting on the plans. A two or three bedroom dwelling under 1501 SF requires a 45 CFM continuous setting.
3. Provide demand calculations in accordance with Manual J/S/D standards, M1401.3, M1601.1. Systems shall be sized in accordance with Manual S based on building loads calculated in accordance with Manual J and duct systems sized in accordance with Manual D.

ELECTRICAL PLANS:

1. TEP may require the service panel for the property at the closest building to the service transformer. A service line change or a new meter location must be coordinated with TEP for approval. Show an underground feeder from a metered service panel to the more distant dwellings.
2. Update the Riser Diagram showing a service disconnect for each dwelling without service disruption of the other dwelling, NEC 225.30 and E3403.
3. Show a panelboard with clear working space for each dwelling unit, E3405.2.
4. Provide a panel schedule showing panel size, circuit numbers, ampacity, wire size and general description for each dwelling unit, E3404.13 & E3706.2.
5. Show illumination and switching for stairways at each level, R303.7.
6. Show smoke alarms at existing bedrooms, R314.2.2. Provide notation if the smoke alarms are existing or proposed.
7. Show two or more 2O AMP small appliance circuits at the kitchen countertop receptacle outlets; they may also serve the breakfast room and dining room, but not other locations, E3703.2 and E3901.3. Replace the 30 AMP circuits at B1&3 with 20 AMP.
8. Show new or extended interior 15A & 20A circuits serving outlet locations (except garage, kitchen, and bathrooms) including receptacles, lights and smoke detectors with combination type arc-fault circuit interrupters, E3902.16 & 17.

OUTDOOR LIGHTING CODE

1. Show the proposed fixture as full cut-off FCO style or provide an Outdoor Lighting Calculation including all exterior fixtures on the property for determining exterior lighting limits.

INTERNATIONAL ENERGY CONSERVATION CODE:

1. Energy Certificate: (Mandatory) place near the indoor furnace or in utility room, N1101.14. Add notation to plans.

This site is within Civano Neighborhood 1 PAD District, and, more specifically, the Neighborhood Center District (NC). Section 3.3.1. of the PAD-12 Family Dwelling uses are permitted within the NC District.

Please resubmit revised drawings and any redlined plans along with a detailed response letter, which states how all Zoning Review Section comments were addressed.

1. COMMENT: Clarify the use of the proposed second and third units. From the layout they appear to be what the City refers to as “sleeping quarters” as they do not have full kitchens.

Per UDC Section 11.4.5 a dwelling unit is defined as, “A building or portion of a building that is designed, occupied, or intended for occupancy as living quarters exclusively for a single household, which includes one or more rooms, with sleeping and sanitary facilities and one enclosed kitchen (room within a building containing facilities for the storage, cooking, and preparation of food, specifically a sink, refrigerator, stove, and an oven).”

A sleeping quarters is permitted to have a single basin sink, under the counter refrigerator, and outlets to plug in a microwave or hot plat type device. A range is not permitted.

If you are proposing sleeping quarters change the project description to clearly state the addition of two sleeping quarters, and not two additional units. If the proposal is for two additional units, see Comment 2 below.

2. COMMENT: Per UDC Section 11.3.7.A.3, multifamily development is defined as “Any residential development consisting of three or more dwelling units on an integrated site or single lot.”

Per UDC Section 6.3.3.C, “multifamily development is considered a nonresidential use”.

Nonresidential uses require the approval of a Development Package before building permits can be approved.

Zoning cannot approve of this permit until a Development Package for the site is approved.
