This letter reflects comments to be addressed. Do not cloud the changes made for comment revisions. SCOPE OF REVIEW: The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval. Show the location and size of the (existing or relocated) electrical service panel and feeder to the second building sub-panel, R106.1.1. PLANS: 1. Show title block descriptions consistent with the building design (Sleeping Quarters), R106.1.1. 2. Provide a complete (2nd story) floor framing plan showing load bearing supported by beams and foundations with appropriate prescriptive load carrying capacity, R301.1 or provide an engineer’s sealed plan set for performance compliance consideration, R301.1.3. MECHANICAL PLANS: 1. Provide (an HVAC system with fresh air intake) whole-house mechanical ventilation, or controlled exhaust with a calculated airflow rate, R303.4; N1103.6 & M1505.4. Show the system and appropriate flow rate setting on the plans. A four-bedroom habitable building of 1501 – 3000 SF requires a 75 CFM continuous setting. ELECTRICAL PLANS: 1. Clarify the Riser Diagram showing a service panel and a sub-panel and feeder to the more distant building, NEC 225.30 and E3403. A second metered service is not permitted for a Sleeping Quarters as an accessory living space to the primary dwelling. 2. Show circuits and devices at the for the complete floor plan as all circuits are connected to a single sub-panel. 3. Provide an accurate panel schedule, E3404.13 & E3706.2. Update the circuits and descriptions consistent with the plan. Remove the kitchen, laundry, and garage circuits. 4. Show the location of each outlet on the Electrical Plan, E3404.12. Include the optional (not needed for a Sleeping Quarters) Electric Vehicle receptacle or remove the circuit from the panel schedule. OUTDOOR LIGHTING CODE: 1. Show compliance with City of Tucson Outdoor Lighting Code, OLC 3.1.2. Include all exterior fixtures on the property in the calculations or show proposed fixtures as Full Cut Off. Show full cutoff fixtures were located within 25 feet from the property line OLC 401.3.3. Fontana Av. - R-2 2nd Dwelling Unit (1st Review) TRANSMITTAL DATE: July 20, 2023 COMMENTS: Please resubmit revised drawings along with a detailed response letter, which states how all Zoning Review Section comments were addressed. This site is located in the R-2 zone (UDC 4.7.9). Two detached single-family residences (SFR) are permitted use in this zone (Table 4.8-2). See Use-Specific Standards 4.9.7.B.6, .9, & .10. 1. This comment was not addressed correctly. Lot coverage includes all Vehicular use areas, measured within the outside edges of any area allocated to vehicle use, whether improved or unimproved. The lot coverage calculation is not correct. Review UDC Article 6.4.3 and the example shown on the Residential Plot Plan Requirements found at: https://www.tucsonaz.gov/files/sharedassets/public/pdsd/documents/permits/residential-permits/residential_plot_plan_requirements.pdf, and provide a correct lot coverage calculation. 2. This comment was not addressed. The rear shows 150’-6” when the plot plan dimension shows 17’-0” and the side shows 28’-0”/6’-0” when the plot plan dimension shows 8’-6”. The setbacks shown for the “REAR” & “SIDE” are not correct. 3. As height dimensions were not provided from design grade to the peak of the 1st floor on the north and south elevations Zoning cannot determine if perimeter yard setbacks are met from the 1st floor wall to the north and south property line. Based on a measurement taken in Bluebeam the wall height is approximately 13’-4” which requires a 8’-11” perimeter yard setback, proposed setback is 8’-6”. At a minimum a neighbors setback waiver is required. To secure this neighbor setback waiver the following statement must be provided on the plot plan and be signed and dated by the adjacent property owner(s): My Name is____________________ and I am the owner of the property located at_______________________. I have reviewed the site plan and I have no objection to structure being located or constructed________ feet from the property line as depicted on the site plan.
