Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2024 International Residential Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval.

GENERAL REQUIREMENTS:

The City of Tucson adopted the 2024 IRC with amendments and building ordinances for all dwellings.

A permit requires the correct application type. Request the cancellation of this application for an addition/alteration permit and apply for an Accessory Dwelling Unit (ADU) permit.

Each dwelling unit with kitchen requires a separate Pima County assigned street address after Zoning approval, R319. Show Pima County assigned unit numbers at each dwelling on the site plan. https://www.pima.gov/1010/Addressing-Frequently-Asked-Questions

Provide a separate response letter addressing each comment with location of change on the plans.

1. Show compliance with the Inclusive Home Design Ordinance adopted by the City of Tucson Ordinance #10463 on 10/16/2007. Notate accessible route, minimum door width, changes in floor elevation, door hardware, electrical outlet reach range, grab bar reinforcement, etc.
2. Plans submitted for a newly constructed one- or two-family dwelling after June 1, 2010, require gray water utilization or preparation, Ordinance #10579/11089 revised July 9, 2013. The ordinance revision now requires a gray drain line discharge from one fixture for a one-story dwelling. Additional gray fixture drains are optional. Show a dual clothes washer standpipe with a black connection and a gray line plumbed to an exterior wall above grade when feasible. PLANS:

1. Show a maximum ½” floor elevation changes at a notated accessible route entrance on the floor plan, R106.1.1. Include all threshold conditions for a route from the exterior into the living space.
2. Provide a minimum 6 mil polyethylene vapor retarder with joints lapped not less than 6 inches between the concrete floor slab and the base course or the prepared subgrade where a base course does not exist, R506.3.3.

SECTIONS - DETAILS:

1. An unvented roof assembly requires an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing, R806.5. Show a roof design with insulation types and minimum thickness for meeting the condensation control requirement and the minimum total insulation value of R-38.

ELECTRICAL PLANS:

1. Provide an exterior outlet at grade level located at both the front and back of the dwelling, E3901.7.
2. Show a surge-protective device (SPD) as an integral part of or placed immediately adjacent to the service equipment, E3606.5.
3. Provide GFCI protection for appliance receptacle outlets, E3902.12. Include: Electric ranges and Clothes dryers.

INTERNATIONAL ENERGY CONSERVATION CODE:

1. Energy Certificate: (Mandatory) place near the indoor furnace or in utility room, N1101.14. Add notation to plans.

This site is located within the R-1 zone (UDC 4.7.8). A single-family residence is a permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.5 - .9.

The City's Unified Development Code (Section 1.4.1.C) establishes that before the City issues any approvals or permits, that we confirm that a site complies with UDC standards. As such, as part of permit reviews, we review a site's permit history and compare it to aerial photography to confirm that unpermitted work has not occurred. Unfortunately, in many cases, this does mean that a homeowner must apply for permits for unpermitted work before we can approve any new work on that site.
RESUBMITTAL OF THE FOLLOWING IS REQUIRED: Correct plans, as noted in the comments below, along with a response letter indicating how all Site Zoning comments were addressed.

1. On Sheet A1.0, relabel the ADU from ‘existing’ to proposed. The Pima County Assessor’s Office does not have the ADU on record.

2. Dimension the lot. Information for the lot may be found at the Pima County Assessor’s Office link: https://www.asr.pima.gov/ParcelData/Map/Arm/MP09/09091.PDF

3. Side setbacks for the lot as of January 1, 2026, are 5’ for west property line, 5’ to the rear, and 10’ to the east side street.

4. Recalculate total lot coverage to include the total square feet of vehicle maneuvering areas.

5. Provide a landscape plan. As of January 1, 2026, via Ordinance No. 12219 (an amendment to the Unified Development Code), landscaping is required for all new single-family residential, middle housing development, and accessory dwelling units. A landscape plan is to be applied directly to the site plan and the instructions were designed to avoid hiring a landscape architect. Essentially, one tree will be required in the front yard (1 tree per 1,000 sf of new development, rounded up), and then required ground cover is to be provided based on the front width of the lot minus the driveway width multiplied by 5 to arrive at the ground cover requirements. Show proposed new trees, including the planting area basin for each (50 sf or 4 ft radius circle).

Draw any proposed new groundcover areas.

In the notes, indicate the preferred watering methos and list the tree and groundcover species selected. These are found in UDC 7.6.8.A.3.

Trees need to be planted 5 feet from the sidewalk and 10 feet away from any structure to avoid negative impacts to the foundations by root systems.

6. The City of Tucson Inclusive Home Design Ordinance requires all new dwellings — including ADUs, single-family residences, and duplexes — to provide a 4’ wide accessible route connecting the public street, sidewalk, or driveway to an accessible entrance of the home. This pathway must be shown, dimensioned, and labeled on the plans. Please refer to Residential Engineering comments for this review cycle.

7. Include a response letter addressing all staff comments with the resubmittal materials.

8. Additional comments may be forthcoming depending on responses to zoning review comments and plans submitted for the next review.
