Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. Provide a separate Comment Response Letter when submitting updated plans. Facilitate a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2024 International Residential Code and 2018 International Energy Conservation Code. The 2024 International Energy Conservation Code takes effect July 1st. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval.

PROVIDE A COMPLETE PLAN SET showing all proposed alterations to the building with 2024 IRC code compliance.

Provide a separate response letter addressing each comment with location of change on the plans.

SITE PLAN:

1. Show utility lines between the existing source (connection point) and the proposed building, R106.1.1. Identify the utility lines requiring upgrade or replacement for supplying the demand of the proposed dwelling.

PLANS:

1. A building placed in the 3-foot fire separation distance to the adjacent property line requires one-hour fire-resistive construction in compliance with IBC Table 721.1. Provide compliance with R302.1 (City of Tucson Amended) showing the wall with compliant materials.
2. Provide a minimum 6 mil polyethylene vapor retarder with joints lapped not less than 6 inches between the concrete floor slab and the base course or the prepared subgrade where a base course does not exist, R506.3.3.

SECTIONS - DETAILS:

1. The roof projection may not extend to a point closer than 2 feet from the neighboring property line R302.1 (City of Tucson Amended). Provide compliance by removing the roof overhang located within 2 feet of the west property line.

PLUMBING PLANS:

1. Show water piping with a developed length of not exceed 100 feet from the source of hot water to the furthest fixture, P2905.3.
2. Show the water heater rating/capacity if proposed as a new unit, P106.1.1.

ELECTRICAL PLANS:

1. Show a single feeder or branch circuit to the accessory (detached) building, NEC 225.30.
2. Provide a Riser Diagram showing the primary panel and the feeder size to the detached dwelling panel, NEC 225.30 and E3403.
3. Show a smoke alarm in the building, R314.3
4. Show a panel surge-protective device (SPD) as an integral part of or placed immediately adjacent to the service equipment, E3606.5.

This site is located within the R-1 zone (UDC 4.7.8). A single-family residence is a permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.5 - .9.

RESUBMITTAL OF THE FOLLOWING IS REQUIRED: Correct plans, as noted in the comments below, along with a response letter indicating how all Site Zoning comments were addressed.

1. Reference the proposed accessory structure as a ‘Sleeping Quarters’ throughout the plans. It is clear not only by the request but also evident from the floor plan that it will not contain a kitchen stove, sink and full-size refrigerator which an Accessory Dwelling Unit typically contains. ADUs (intended for living) are assessed impact fees and require landscaping and ADA external access. If this is truly a ‘sleeping quarters’ (not intended for living), it will not be assessed impact fees nor will it require landscaping and ADA access outside of the unit.

2. Obtain neighbor waivers from the owners of 5726 E 7th St. and 5719 E 8th St. The proposed accessory structure is located within the required 5’ side and rear setbacks which will either require these waivers or a Design Development Option (DDO) if obtaining waivers is not possible. Unless the structure is moved out of the setbacks, site zoning will not be able to approve the site plan until this is resolved.

Neighbor waivers are to be applied directly to the site plan and should read something similar to the following: My name is _________ and I am the owner of the property located at
_________________. I have reviewed the site plan and I have no objection to structure being located or constructed ____ feet from the property line as depicted on the site plan.

3. Recalculate the Lot Coverage on Sheet A-1. Porches, patios and ramadas are open structures and do not count towards total lot coverage per Unified Development Code (UDC) 6.4.3.C.

4. The Project Data block on Sheet A-1 does not align with the Lot Coverage Calculation block.

5. Additional comments may be forthcoming depending on responses to zoning review comments and plans submitted for the next review.
