Site Engineering Review Comments:
1. The City of Tucson Inclusive Home Design Ordinance requires all new dwellings — including ADUs, single-family residences, and duplexes — to provide an accessible route connecting the public street, sidewalk, or driveway to an accessible entrance of the home. This pathway must be shown, dimensioned, and labeled on the plans. What this means in plain terms: There needs to be a clearly defined, walkable path from where a person arrives (the street, sidewalk, or driveway) all the way to a usable door of the home — one that someone using a wheelchair or mobility aid could navigate without barriers. An exterior accessible route that shall conform to 2017 ICC A117.1 Sections 402 and 403 and City of Tucson Inclusive Home Design Ordinance.

This site is located within the R-2 Zone (UDC 4.7.9). A single-family residence is a permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.6, .9, & .10.

RESUBMITTAL OF THE FOLLOWING IS REQUIRED: Correct plans, as noted in the comments below, along with a response letter indicating how all Site Zoning comments were addressed.

1. Please label the 20’ front setback off of N Melwood Av.
2. Label and show the information related to the driveway width. According to the subdivision plat for Melwood Place Lots 1-5 https://onbase.pima.gov/publicaccess/DS_NextGen_Single/etc/cq/results.html?cqid=240&OBKey__138_1=20192960278 , the east side (flag section) of the lot measures 6’, but the easement is 10’ and this needs to be shown on the site plan (Sheet 1).

3. The 7.5’ wide PUE and Access Easement need to be clearly labeled to the south of the lot per the plat.

4. Recalculate lot coverage. Per UDC 6.4.3.B., porches do not count towards total lot coverage. Vehicle use areas and enclosed structures do.

7. Provide a landscape plan. Since January 1, 2026, via Ordinance No. 12219, landscaping is now required for all new single-family residential, middle housing development, and accessory dwelling units. A landscape plan is to be applied directly to the site plan and the instructions were designed to avoid hiring a landscape architect. Here is the instruction link: https://middle-housing-cotgis.hub.arcgis.com/pages/Residential-Landscaping-Code Essentially, one tree is required for the new ADU (1 tree per every 1,000 sf of new development, rounded up). Ground cover is required. To calculate ground cover, use the following equation: (X Linear feet of Street Frontage) – (Y curb cut width) x (5 Foot Depth) = Z sf of required vegetative groundcover.

8. List the plants (names) that will be used and the preferred method of watering to the site plan. Trees, which also need to be identified by name, need to be planted 5 feet from the sidewalk and 10 feet away from any structure. Additional requirements are provided in the link. Please make sure to refer to the link.

Plants must be low to very low water use with a hardiness rating of 15 degrees Fahrenheit or lower and non-invasive. Options are listed in Section 5-02.5.0 of the Technical Standards Manual. Exceptions to these criteria or plants that are not listed in Section 5-02.5.0 of the Technical Standards Manual, may be approved by the PDSD Landscape Architect.

The lot is irregular and staff recognize that the driveway with the front yard contain utilities. Per UDC 7.6.8.B.1.a, Exception: “If site constraints prevent new tree placement in a front yard, five shrubs may be substituted per required tree. Required trees must still be places elsewhere on the site. Shrubs used as a substitute plant material for the required tree shall range from three feet in height by three feet in width, or larger.”

9. Submit a response letter that addresses all staff comments.

10. Additional comments may be forthcoming depending on responses to zoning review comments and plans submitted for the next review.
