Site Engineering Review Comments:
1. Refer to Site Zoning comment #1 regarding lot split scope.
2. The City of Tucson Inclusive Home Design Ordinance requires all new dwellings — including ADUs, single-family residences, and duplexes — to provide an accessible route connecting the public street, sidewalk, or driveway to an accessible entrance of the home. This pathway must be shown, dimensioned, and labeled on the plans. What this means in plain terms: There needs to be a clearly defined, walkable path from where a person arrives (the street, sidewalk, or driveway) all the way to a usable door of the home — one that someone using a wheelchair or mobility aid could navigate without barriers. An exterior accessible route that shall conform to 2017 ICC A117.1 Sections 402 and 403 and City of Tucson Inclusive Home Design Ordinance. The current plans to no reference a material nor show a connection to ROW sidewalk or Parking area proposed.

This site is located within the R-2 Zone (UDC 4.7.9). A single-family residence is a permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.6, .9, & .10.

RESUBMITTAL OF THE FOLLOWING IS REQUIRED: Correct plans, as noted in the comments below, along with a response letter indicating how all Site Zoning comments were addressed.

1. The site plan on Sheet 1 shows two lots. Staff do not find that a lot split has been approved. For the purposes of this review, a lot split is not required since UDC Table 6.3-2.A allows four residential dwelling units per every 4,000 sf of the lot as long as the plans indicate that the project is labeled “Middle Housing.” The undivided parcel contains approximately 12,000 sf. The advantage to splitting the lot, however, would be that the newly created lot could enjoy front yard parking (see Comment 3).

2. Provide a landscape plan. As of January 1, 2026, via Ordinance No. 12219 (an amendment to the Unified Development Code), landscaping is required for all new single-family residential, middle housing development, and accessory dwelling units. A landscape plan is to be applied directly to the site plan and the instructions were designed to avoid hiring a landscape architect. Here is the instruction link: https://middle-housing-cotgis.hub.arcgis.com/pages/Residential-Landscaping-Code Essentially, one tree will be required in the front yard (per 1,000 sf of new development, which the SFR is), and then the front width of the lot minus the driveway multiplied by 5 to arrive at the ground cover requirements. Add which plants (plants are linked in the above link) will be used and the preferred method of watering to the site plan. Trees need to be planted 5 feet from the sidewalk and 10 feet away from any structure. Additional requirements are provided in the link.

3. Driveway parking is provided on Sheet 1 for each unit. Dimension the parking spaces and vehicle maneuvering area. Only 400 sf of parking is allowed within the front yard with an additional 400 sf allowed for maneuvering only. Parking is allowed to the rear and sides of the lot without a limit to size. The project does qualify as “Middle Housing.” Middle Housing is defined in UDC 11.13.7.A.3 as “A building or buildings with two to four dwelling units on site, including townhomes, excluding Accessory Dwelling Units.” Additionally, the lot lies within a mapped area which makes the project eligible for a parking waiver due to the presence of public transit routes and approved bicycle routes within ¼ mile . If using the waiver option, please list the transit route lines and bicycle pathways shown by clicking on the yellow label on the property and using the tabs. Also, clearly label the project as “Middle Housing” on the plans.

4. Per the City of Tucson Inclusive Home Design Ordinance (https://www.tucsonaz.gov/files/sharedassets/public/v/1/city-services/planning-development-services/documents/inclusivehomedesignordinance.pdf ), all new dwellings have a requirement to provide an “accessible route from public and common areas, including, but not limited to, a driveway or public street or sidewalk”. Draw, dimension, and label an accessible route from the driveway (or apron), sidewalk, or street to an accessible entrance. Ensure the route meets accessibility standards as articulated in Sections 402-404 of the ADA Accessibility Standards (https://www.access-board.gov/ada/chapter/ch04/). See TSM 7-01.4.3 for specifications, including slope and composition materials. This will be a 4’-wide pathway.

5. Provide the height measurements for the elevations are shown on Sheet 5.
