Site Engineering Review Comments:
1. The City of Tucson Inclusive Home Design Ordinance requires all new dwellings — including ADUs, single-family residences, and duplexes — to provide an accessible route connecting the public street, sidewalk, or driveway to an accessible entrance of the home. This pathway must be shown, dimensioned, and labeled on the plans. What this means in plain terms: There needs to be a clearly defined, walkable path from where a person arrives (the street, sidewalk, or driveway) all the way to a usable door of the home — one that someone using a wheelchair or mobility aid could navigate without barriers. An exterior accessible route that shall conform to 2017 ICC A117.1 Sections 402 and 403 and City of Tucson Inclusive Home Design Ordinance.

Action Items — Show the following on your plans:

This site is located within the R-2 Zone (UDC 4.7.9). A single-family residence is a permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.6, .9, & .10.

RESUBMITTAL OF THE FOLLOWING IS REQUIRED: Correct plans, as noted in the comments below, along with a response letter indicating how all Site Zoning comments were addressed.

1. The proposed ADU exceeds the allowable square footage for such project. To be considered an ADU, it may contain only 75% of the principal structure’s square footage up to 1,000 sf. However, since the zoning is R-2, a second single-family residence is allowed for regular development. Change all ADU references to a Single Family Residence (SFR). Although the advantage to an ADU rather than an SFR is that an ADU does not require a parking space, both require landscaping (see Comment 2 ), a 4’-wide ADA pathway (see Comment 4), and are assessed impact fees.

2. Provide a landscape plan. As of January 1, 2026, via Ordinance No. 12219 (an amendment to the Unified Development Code), landscaping is required for all new single-family residential, middle housing development, and accessory dwelling units. A landscape plan is to be applied directly to the site plan and the instructions were designed to avoid hiring a landscape architect. Here is the instruction link: https://middle-housing-cotgis.hub.arcgis.com/pages/Residential-Landscaping-Code Essentially, one tree will be required in the front yard (per 1,000 sf of new development, which the SFR is), and then the front width of the lot minus the driveway multiplied by 5 to arrive at the ground cover requirements. Add which plants (plants are linked in the above link) will be used and the preferred method of watering to the site plan. Trees need to be planted 5 feet from the sidewalk and 10 feet away from any structure. Additional requirements are provided in the link.

3. Provide a parking space. If adding the space to the front yard, only 400 sf of parking is allowed. Parking is allowed to the rear and sides of the lot without a limit to size. If installing a parking space is not possible, the project can be relabeled as “Middle Housing” as the lot lies within a mapped area which makes the project eligible for a parking waiver because it several public transit stops and approved bicycle routes are within ¼ mile of the project. If using the waiver option, please list the transit route lines and bicycle pathways shown by clicking on the yellow label on the property and using the tabs.
4. Per the City of Tucson Inclusive Home Design Ordinance (https://www.tucsonaz.gov/files/sharedassets/public/v/1/city-services/planning-development-services/documents/inclusivehomedesignordinance.pdf ), all new dwellings have a requirement to provide an “accessible route from public and common areas, including, but not limited to, a driveway or public street or sidewalk”. Draw, dimension, and label an accessible route from the driveway (or apron), sidewalk, or street to an accessible entrance. Ensure the route meets accessibility standards as articulated in Sections 402-404 of the ADA Accessibility Standards (https://www.access-board.gov/ada/chapter/ch04/). See TSM 7-01.4.3 for specifications, including slope and composition materials. This will be a 4’-wide pathway.

5. Show all structures and provide their dimensions on the site plan. Pima County Pictometry images shows an unpermitted shed along the east side of the house. If this shed is no longer there, please state so on the site plan. If it is to remain, please indicate whether it has utilities leading to it.

6. Additional comments may be forthcoming depending on responses to zoning review comments and plans submitted for the next review.
