Site Plan Review – 3rd Review

TRANSMITTAL DATE: November 26, 2025

This site is in the R-1 Residence Zone (UDC 4.7.8). A single-family residence is permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.5 - .9 for 1 unit; 4.9.7.B.1 - .9, & .11 for 2 units (min. 10,000 sq ft lot size required).

Plan review for the above referenced porch to garage conversion has been completed. This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued.

SCOPE OF REVIEW:
The scope of this plan review covers zoning, use(s), legal description, adjacent properties, setbacks (building or wall heights), dimensional standards, property permitting history, density (units/lot size), and lot calculation (enclosed building and structure, parking, and driveway versus overall lot size) requirements. All code references are to the Tucson, AZ Unified Development Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval.

PLANS AND ELEVATIONS OR DRAWING SET:

1. COMMENT: The scope only lists ‘Enclose Porch into garage’. However, per the drawings, there not only appears to be additional scope within the property lines but outside the property lines in the right of way. Acknowledge in the comment response letter that “per review comment, we are asking to expand our review of scope to include the proposed partial demolition of the existing masonry wall (to create an opening for a new driveway to the new garage) and proposed gate”. Provide dimensions of where in the wall this opening is being created and the proposed width.

2. COMMENT: Modification of an existing curb ‘cut’ will require a separate right of way permit. Apply for a “Right-of-Way (ROW) Permit - Residential Temporary Use” permit under https://cityoftucsonaz-energovweb.tylerhost.net/apps/selfservice#/applicationAssistant?sectionName=All&showTemplates=false&caseTypes=147,131,127,128,126,129,130,136,166

Additionally, a review by the Department of Transportation and Mobility will be required on this permit and a reviewer will be added internally.

3. COMMENT: The site plan provided is incomplete.

More Specifically:

1) The site plan currently shows a distance of roughly 8’-4” +/- from the north edge of the new garage to the existing wall but a simple google street view indicates a separation of maybe 24” +/- maximum. Update drawing to reflect reality and provide dimension of garage to existing wall and north property line.

2) Per Paving Plan I-548, sheet I-548_005.TIF https://maps-and-records.tucsonaz.gov/construction-plans/details/I-548 the distance from west edge of the existing curb to the west property line should be a clear distance of 5’-0”. A simple google street view indicates this is not the case and the existing wall appears to have been built in the right of way potentially.

Provide dimensions from the west edge of the existing curb to the west face of the existing wall and from the west edge of the existing curb to the property line.

3) Indicate the height of the proposed driveway gate and provide an elevation drawing that provides the dimension from above finish grade.

4) Dimension new driveway and add this square footage to the lot coverage (affecting the % coverage requiring this number too, to be updated).

5) Provide missing zoning labels on all four sides of this parcel including this parcel (R-1).

6) Draw and label all setbacks. Front yard setback (off Sylvia St) = 20’-0”, Street Side Yard Setback (off Wilson Av) = 10’-0”, North and East property lines are 6’-0” or 2/3 height of structure height, whichever distance is greater.

4. COMMENT: After reviewing the property documentation history in PRO, zoning could not verify any permit documentation for the existing masonry wall.

Zoning will not be able to approve the permit application until the permit information is provided. If permit documentation cannot be provided, the masonry wall may be included as a part of this permit application (assuming it is within the property) or applied for and issued under a different permit.

Provide height of existing wall, measured from above finish grade, along multiple points along wall including the terminus points.

5. COMMENT: Additional comments may be forthcoming on the next review based on responses to Zoning and other the PDSD reviewer comments.

RESUBMITTAL OF THE FOLLOWING IS REQUIRED:

1. Corrected building permit
2. Provide a detailed response letter with your submittal that clearly shows how you have addressed all Zoning comments.
3. Resubmit ALL documents (all drawings in sheet index)

12/18/2025 ROW Engineering Review Express REQUIRES RESUBMIT DTM Review Comments regarding the construction of New enclosed Garage with Entry from Right of Way on North west end of property off Wilson St.
1) Based on location of existing wall and Curb line along Wilson St - Removal of wall section is recommended to meet the over all width of the proposed driveway.
2) Wedge Curb meeting PAG 209 standard will be recommended with PAG 210 Transition standard.
3) Concrete driveway construction to property line from back of Curb to be required.
4) Note City Standard Chapter 25-38 Residential driveway or Curb cut standard.
