Submit your revised reports along with a response letter which states how all Building Review Section comments were addressed. The submitted documents were incomplete and a thorough plan review could not be performed. Please be aware, new comments may arise with the next review. Review will not proceed without the response letter.
COMMENTS:
1. Drawings are missing wind speed and site exposure (per R614.17 of Pima County Local Amendments to the 2006 International Residential Code).
2. Please include material and testing information for your chosen adobe per R614.19
3. You provide a detail of how the foundation will tie into the existing structure, but there is no detail showing how the adobe walls that butt up to the existing structure will tie in. Please provide this detail.
4. The West elevation in your drawings shows the wall height as 9’-8 5/8” and the building section shows 9’-4 3/8”. This exceeds the maximum wall height for your specified Sds (.28) of 99” Per table R614.2.1(2). You will either need to reduce the maximum height of the wall or increase the width of adobe used.
5. Please provide more detail regarding the roof construction, such as the sheathing thickness, type of metal overlayment, and how it will be tied in with the existing structure.
6. Please specify the material being used as a moisture barrier.
7. Will there be a mechanical connection of the bond beam to the adobe aside from the key? Bond beams shall be anchored to earthen walls at intervals of not over 48 inches (1219 mm) by a connection with shear strength of not less than 200 lbs per lineal foot.
8. Per R614.8, “Jambs and openings - Portions of walls between openings or corner shall be constructed with lengths of not less than 1 ½ times the thickness of the wall in which they occur.” It looks as though the wall sections that intersect the existing structure do not meet this requirement.
9. How are the utilities being run in the interior of the building? Is a chase being used?
10. An additional receptacle is required on the south wall of the living area of the structure per E3901.2.1 of IRC.
11. Please resubmit.

07/16/2025 Site Zoning - Standard REQUIRES RESUBMIT PDSD TRANSMITTAL

FROM: Jeffrey W. Cassidy, Planner
Planning & Development Services Department – Zoning Review Section

PROJECT: TC-RES-0625-03049 – Residential Building – Construction of adobe guest quarters adjacent to existing shed on property. Requesting an appeal to use 2006 Pima Earthen Building Code for earthen wall elements, in addition to 2018 codes for general construction items.
4052 E Camino De La Colina Tucson, AZ 85711 (R-1 Zoning)
Building Plan Review – 1st Review

TRANSMITTAL DATE: July 16, 2025

This site is in the R-1 zone (UDC 4.7.8). A single-family residence is permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.5 - .9.

Plan review for the above referenced guest quarters has been completed. This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued.

SCOPE OF REVIEW:
The scope of this plan review covers zoning, use(s), legal description, adjacent properties, setbacks (building or wall heights), dimensional standards, property permitting history, density (units/lot size), and lot calculation (enclosed building and structure, parking, and driveway versus overall lot size) requirements. All code references are to the Tucson, AZ Unified Development Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval.

RESUBMITTAL OF THE FOLLOWING IS REQUIRED:
Correct the following plot (site) plan and elevation sheets, as noted in the comments below, along with a detailed response letter indicating responses to the review comments.

PLANS:

1. COMMENT: After reviewing the property documentation history in PRO, zoning could not verify any permit documentation for the existing workshop that appears to built in 2008. If permit documentation cannot be provided, the workshop may be included as a part of this permit application. Provide scalable elevation drawings of the east and south elevations with dimensions to communicate the height(s). Zoning will not be able to approve the permit application until the permit information is provided, included within this permit application, or is applied for and issued under a different permit. Additionally, depending on the height, this structure was potentially located in the south and eastern setbacks, a neighbor sign off would be required (setbacks are 6’-0” or 2/3 height of the building height, whichever is greater). The adjacent owner’s (east and south) waiver statement(s) must be added to the site plan. The following statement can be used.

My Name is __________________ and I am the owner of the property located at ________________________.
I have reviewed the site plan and I have no objection to structure being located or constructed ______ feet from the property line as depicted on the site plan.

Signature: _____________________________ Date:_________________________________

2. COMMENT: Should you be unsuccessful in your attempt to retrieve this waiver we offer our Design Development Option (DDO) which affords someone to attempt to seek relief from the setback requirements. This information is linked here: https://www.tucsonaz.gov/Departments/Planning-Development-Services/Planning-Zoning-Applications/Zoning-Administration#section-3. For more information on the DDO process reach out to Mark Castro at mark.castro@tucsonaz.gov or Georgia Pennington at Georgia.pennington@tucsonaz.gov.

3. COMMENT: Additional comments may be forthcoming on the next review based on responses to Zoning and other the PDSD reviewer comments.

Please contact the zoning reviewer if you have any questions:
