Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval.

GENERAL REQUIREMENTS:

Provide a response letter on separate file with the updated construction plan set.

Each dwelling unit with kitchen requires a separate Pima County assigned street address after Zoning approval, R319. Show Pima County assigned unit numbers at each dwelling on the site plan. https://www.pima.gov/1010/Addressing-Frequently-Asked-Questions

An impact fee payment is required for a dwelling unit at the time of permit payment.

GENERAL COMMENTS :

1. All plans submitted for a newly constructed one- or two-family dwelling after July 1, 2009 require a solar photo-voltaic system, or future installation preparation City of Tucson Ordinance #10549 . Label a double breaker space for future Photo Voltaic on the panel schedule opposite end from the main/supply side, T103.9.
2. Show compliance with the Electric Vehicle Supply Equipment Ordinance adopted by the City of Tucson Ordinance #11844 on 6/22/2021. Include a 40 ampere 240-volt dedicated branch circuit with a NEMA 14-50R receptacle for charging an electric vehicle at a proposed parking space.

PLANS:

1. Notate a cool (white) roof finish (greater than 60 SRI).

SECTIONS - DETAILS:

1. Provide a section detail with reinforced foundations for anchoring the structure, R403.1.6.
2. An unvented roof assembly requires an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing, R806.5. Show a roof design with insulation types and minimum thickness for meeting the condensation control requirement and the minimum total insulation value of R-38.

PLUMBING PLANS:

1. Remove the UPC reference from note #1. Adopted codes at shown at https://www.tucsonaz.gov/Departments/Planning-Development-Services/Codes/Building-Codes?transfer=6759027f-91f6-4a80-80ef-82a95a5cc234
2. Show the water heater rating, P2801.1.

MECHANICAL PLANS:

1. Provide (an HVAC system with fresh air intake) whole-house mechanical ventilation with controlled exhaust, R303.4; N1103.6 & M1505.4. Show the minimum airflow rate setting and location of the device requiring this adjustable setting. A one-bedroom dwelling under 1501 SF requires a 30 CFM continuous setting.
2. Provide demand calculations in accordance with Manual J standards, M1401.3, M1601.1.

ELECTRICAL PLANS:

1. Remove the overhead service conductor over the proposed building or provide an 8 foot clearance above the roof, E3604.2.1.
2. Show Bathroom receptacles with a separate 20 AMP dedicated circuit, E3703.4 and E3901.6.

OUTDOOR LIGHTING CODE

1. Show the proposed exterior fixtures as full cut-off (FCO) style or provide an Outdoor Lighting Calculation including all exterior fixtures on the property. Flood lights are unshielded fixtures. Show full cutoff fixtures were located within 25 feet from the property line OLC 401.3.3.

INTERNATIONAL ENERGY CONSERVATION CODE:

1. Energy Certificate: (Mandatory) place near the indoor furnace or in utility room, N1101.14. Add notation to plans.

City of Tucson Residential Plan Review

08/15/2024 Site Engineering REQUIRES RESUBMIT 1. The site plan shows a finished floor elevation (FFE) of 100'-0" for the existing residence and a proposed FFE of 2417.60 for the proposed cottage. A note says that the minimum FFE shall be 2415.85 feet NAVD88. Another note mentions the existing concrete slab. Please revise the plans to show a more accurate FFE for the existing residence or remove the FFE for the existing residence, and remove the note for the proposed cottage if the FFE is to be 2417.60. Only provide one FFE in feet NAVD88 for the proposed cottage, and explain how the existing slab needs to be modified (i.e. additional cement poured, etc.) to achieve the new FFE. Make sure you submit these revised plans for this permit as well as TE-FPU-0624-00172. The floodplain use permit will need to be approved before this building permit can be approved by Site Engineering.

TRANSMITTAL DATE: August 13, 2024

The site is in the R-1 zone (UDC 4.7.8). An accessory dwelling unit (ADU) is a permitted use in the R-1 zone, subject to use-specific standards 4.9.7.B.6, .8, and .9, and 6.6.3.

1. Provide a lot coverage calculation on the cover sheet. Lot coverage includes the area of the lot coverage by buildings, storage areas, and vehicular use areas. For specific application standards, refer to UDC 6.4.3. Porches and patios are not included in the lot coverage calculation (UDC 6.4.3.C.1.a). Lot coverage shall not exceed 70% in the R-1 zone.

2. As the ADU will be built as a new structure, include a general note on the cover sheet stating the ADU will be developed with a high albedo level (>60 SRI) or other cool roof technology per the ICC Green Construction Code (UDC 6.6.3.B.3).

3. Per UDC 6.6.3.B.4, on sites where the principal structure is one story, accessory dwelling units shall not exceed 12 feet in height. Building height is the vertical distance measured from the design grade elevation to the highest point of a flat roof (UDC 6.4.4.A).

Draw a dimension on the elevation drawings demonstrating building height does not exceed 12 feet as measured from the design grade elevation. A Board of Adjustment variance is required to be granted to allow the ADU to exceed this requirement.

4. Per UDC 6.4.5.C.1.b, where a lot abuts more than one street, the owner chooses which street lot line is the front lot line. From other than the front lot line, the street perimeter yard is ten feet, as measured from the street property line. Along street property lines, stairs may extend two feet into the required street perimeter yard setback (UDC 6.4.5.D.2.a(3)).

As the proposal does not meet the minimum required street perimeter yard setback of ten feet, a Design Development Option (DDO) is required to reduce the side street perimeter yard to six feet as measured from the west lot line.

5. The wood fence along the street property lines was constructed without prior zoning approval. Permit number T21OT00130 is a floodplain use permit and does not signify zoning approval of the wood fence. Include the “existing wood fence” within the scope of work of TC-RES-0624-03880. Please note the fence extends into the right-of-way based on the submitted plans.

6. Label the height of the proposed CMU wall. Refer to UDC 6.6.2.I for standards relating to the maximum height of a wall or fence within a perimeter yard.
