This letter reflects comments to be addressed. Provide a separate Comment Response Letter when submitting updated plans. Facilitate a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions. SCOPE OF REVIEW: The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval. PROVIDE A COMPLETE PLAN SET showing all proposed alterations to the building with 2018 IRC code compliance. The plans require sufficient detail for demonstrating an awareness of minimum building code compliance for passing all progress inspections. Provide a response letter on separate file with the updated construction plan set. Construction documents shall be of sufficient clarity to indicate the location, nature and extent of the work proposed. Place page numbers on each sheet of the construction plan set. Provide a clear and concise construction plan set. Sample plans are available at https://www.tucsonaz.gov/Departments/Planning-Development-Services/Permits/Residential-Permits SITE PLAN: 1. Provide a site plan showing utilities for the dwelling, R106.1.1. Show the location of the electric service panel. FLOOR PLAN: 1. Provide a floor plan showing each proposed room with labeled function. Show all door locations and window sizes with type identified as XO or SH. Include the identification of existing rooms with door or window openings leading into the proposed space. An altered bedroom requires code compliance for egress, R310. FOUNDATION PLAN: 1. Provide a complete plan set showing materials and fastener sizes with 2018 IRC prescriptive compliance, R301.1. Detail the method of leveling the floor. 2. The proposed Patio Cover post detail #1 & 2 on the Foundation Plan sheet are not appropriate for an eclosed carport. Provide a code compliant wall detail with foundation connection in place of the page 5 of 10 insert. SECTIONS - DETAILS: 1. Provide a structure section showing existing and proposed features including a foundation, framing, sills, anchoring, sheathing and insulation, R106.1. 2. Provide a complete cross-section detail showing type and size of framing, exterior wood siding, insulation, interior sheathing, and pressure treated sill anchored with ½” x 10” bolts. Show the wall assembly with a 6” clearance above the ground or 2” clearance above an exterior concrete surface, R317.1 item 5. 3. Clarify the placement of ceiling/roof insulation for determining the need for attic ventilation, R806. Attic space outside of the thermal barrier requires a ventilation calculation for showing the attic vent opening size using 1 to 150 of attic area in compliance with R806.2 or an unvented roof assembly requires an air-impermeable rigid insulation material with a minimum R-5 value applied correctly to either side of the roof sheathing, R806.5. Show a roof design with insulation types and minimum thickness for meeting the condensation control requirement and the minimum total insulation value of R-38. PLUMBING PLANS: 1. Provide complete plumbing plans showing any changes with 2018 IRC compliance, R301.1. 2. Remove the graywater isometric reference without a complete code compliant graywater layout plan, R301.1. 3. Clarify the location of all plumbing fixtures on the plan, R301.1. MECHANICAL PLANS: 1. Show any proposed changes, R301.1. 2. Show heating/cooling facilities in all habitable rooms, R303.9. ELECTRICAL PLANS: 1. Designate the circuit number at the location of each light fixture, receptacle, appliance, and equipment disconnect switch, E3404.12. 2. Provide a panel schedule showing panel size, circuit numbers, ampacity, wire size and general description, E3404.13 & E3706.2. 3. Show a smoke alarm in each bedroom and outside the doorway in the immediate vicinity, R314.3. 4. Show at least one wall-switch-controlled lighting outlet providing illumination on the exterior side of each egress door having grade level access R3903.3. 5. Notate interior 15A & 20A circuits serving outlet locations (except garage, kitchen, and bathrooms) including receptacles, lights and smoke detectors with combination type arc-fault circuit interrupters, E3902.16. INTERNATIONAL ENERGY CONSERVATION CODE: Provide insulation details minimum (R-13 walls and R-30 small additions or otherwise R-38 ceiling) showing code compliant placement of materials and ratings, N1101. Windows require a solar heat gain of 0.25 or better. OUTDOOR LIGHTING CODE Show the proposed fixture as full cut-off FCO style or provide an Outdoor Lighting Calculation including all exterior fixtures on the property for determining exterior lighting limits. Show full cutoff fixtures were located within 25 feet from the property line OLC 401.3.3. This site is located in the R-1 zone (UDC 4.7.8). A single-family residence is a permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.5 – 9. 1. Remove the aerial photo from the site plan. 2. Clearly show all structures that are located on the site on the plot. 3. Based on aerial photos there are a couple of structures along the north property that show up sometime after 2010. Zoning was not able to find approved permit or compliance review documents for these structures. Show these structures on the plan along with the size, height and perimeter yard setbacks One of the following will need to happen in regard to these structures, 1) either provide approved permit or compliance documents, 2) include them in this permit, or 3) show them to be removed from the site. 4. Based on aerial photos there is what appears to be a shed south east of the residence that show up sometime after 2014. Zoning was not able to find approved permit or compliance review documents for this structure.
