Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. Provide a separate Comment Response Letter when submitting updated plans. Facilitate a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval.

PROVIDE A COMPLETE PLAN SET showing all proposed alterations to the building with 2018 IRC code compliance. The plans require sufficient detail for demonstrating an awareness of minimum building code compliance for passing all progress inspections.

Provide a response letter on separate file with the updated construction plan set.

SITE PLAN:

1. Provide a site plan showing utilities for the property, R106.1.1. Show the location of all utility lines from property line to building(s) along with required alterations. An overhead service conductor over the proposed building requires an 8-foot clearance above the roof, E3604.2.1. Check with TEP customer service for service line options. https://www.tep.com/electric-service-requirements

STRUCTURAL PLANS:

1. Provide an engineer’s calculation, design, and seal for a performance design when minimum sizes are not code compliant with the IRC, R301.1. Sealed plans should be available from the manufacturer for pre-designed assemblies. Provide engineer stamped plans which clearly include foundation fastening requirements.

The following comments are relative to an application for a Board of Adjustment variance (UDC 3.10.3).

1. Lot coverage includes the area of the the lot covered by buildings, storage areas, and vehicular use areas. Ensure the vehicular use areas, whether paved or unpaved, are included in the lot coverage calculation. Per UDC Table 6.3-2.A, lot coverage shall not exceed 70% in the R-1 zone.

2. Per UDC 6.6.3.D, accessory structures shall not exceed 12 feet in height. Zoning acknowledges a Board of Adjustment variance will be pursued to allow the carport to be constructed at a height of 13.8' which exceeds the 12-foot height limitation.

3. Perimeter yard setbacks are based on a measurement from the design grade elevation to the highest point of the exterior building wall (UDC 6.4.5.B). Per UDC Table 6.3-2.A, the required side and rear setbacks are six feet or 2/3 the height of the exterior building wall, whichever is greater.

Based on a wall height of 11.9', the required rear perimeter yard setback is 7'-11". The proposed rear perimeter yard setback is 0'-9" as measured from the south lot line. Zoning acknowledges a Board of Adjustment variance will be pursued to reduce the rear perimeter yard setback requirement.

4. Per UDC 6.4.5.C.1.b, where a lot abuts more than one street, the owner chooses which street lot line is the front lot line. From other than the front lot line, the street perimeter yard setback is ten feet, as measured from the street property line. For carports and garages which face the street, the minimum required street perimeter yard setback is 20 feet regardless of the street.

It appears access to the proposed carport is provided via Sahuara Avenue. The minimum required street perimeter yard setback as measured from the west property line is 20 feet. The proposed side street perimeter yard is 0'-8" as measured from the west lot line. Zoning acknowledges a Board of Adjustment variance will be pursued to reduce the side street perimeter yard setback requirement.

5. The relocated shed does not meet the minimum ten-foot setback as measured from the west property line. Zoning acknowledges a Board of Adjustment variance will be pursued to eliminate the side street perimeter yard setback requirement.
