Plan review for the above referenced structure has been completed. This letter reflects comments to be addressed. Provide a separate Comment Response Letter when submitting updated plans. Facilitate a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment revisions.

SCOPE OF REVIEW:

The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval.

PROVIDE A COMPLETE PLAN SET showing all proposed alterations to the building with 2018 IRC code compliance. The plans require sufficient detail for demonstrating an awareness of minimum building code compliance for passing all progress inspections.

Provide a response letter on separate file with the updated construction plan set.

SITE PLAN:

1. Provide a site plan showing utilities for the property, R106.1.1. Show the location of all utility lines from property line to building(s) along with required alterations. An overhead service conductor over the proposed building requires an 8-foot clearance above the roof, E3604.2.1. STRUCTURAL PLANS:

1. Provide a complete plan set showing materials and fastener sizes with 2018 IRC prescriptive compliance or provide an Arizona professional stamped plan set showing performance compliance with wind loading conditions, R301.1. Engineered sealed plans should be available from the supplier.

TRANSMITTAL DATE: July 9, 2024

The following comments are relative to an application for a Design Development Option (DDO) (UDC 3.11.1) or a Board of Adjustment variance (UDC 3.10.3).

1. Provide a site plan that meets the residential plot plan requirements found at: https://www.tucsonaz.gov/files/sharedassets/public/v/1/pdsd/documents/permits/residential-permits/residential_plot_plan_requirements.pdf. At a minimum, the plot plan shall include the following information:
a. Provide an engineering scale (i.e., 1” = 10’).
b. Show the square footage of the lot, the existing dwelling, any additions to the existing dwelling, all accessory structures, and total under roof area.
c. Provide a lot coverage calculation, including the area of the lot covered by buildings, outdoor storage areas, and driveways, whether paved or unpaved.
d. Correct the legal description to “ROSE HILL ESTATES LOT 26 EXC E36.64’ THEREOF.”
e. Include setbacks measured from the proposed structure to the applicable property lines.
f. Ensure a dimensions from the centerline of Sahuara Avenue to the edge of pavement, as well as from the edge of pavement to the west property line, are provided. A survey may be required.
g. Show the 7’-6”-wide easement along the north lot line as depicted on the Rose Hill Estates subdivision plat: https://www.asr.pima.gov/ParcelData/Map/Arm/MP12/M12047_01.PDF.

2. Building height is the vertical distance measured from the design grade elevation to the middle (between the eave and ridge) of the highest gable of a pitched or hipped roof (UDC 6.4.4.A).

Indicate the building height of the proposed carport measured from the design grade (the ground) to the middle of the pitched roof. Accessory structures shall not exceed 12 feet in height (UDC 6.6.3.D). A Board of Adjustment variance is required to be granted to allow an accessory structure to exceed this height requirement.

3. Perimeter yard setbacks are based on a measurement from the design grade elevation to the highest point of the exterior building wall (UDC 6.4.5.B). Per UDC Table 6.3-2.A, the required side and rear setbacks are six feet or 2/3 the height of the exterior building wall, whichever is greater.

Assuming the carport is accessed from Sahuara Avenue, based on a wall height of 12’-0”, the required rear setback is 8’-0”. The proposed setback appears to be 0’-0”. The setback may be reduced by providing a neighbor’s setback waiver signed by the owner of 5901 East Hampton Street (UDC 6.6.2.D). The waiver shall be pasted directly on the site plan and shall also include the following language:

My name is ________ and I am the owner of property located at ________. I have reviewed the site plan and have no objection to the structure being located _ feet from the property line as depicted on the site plan.

If a neighbor waiver cannot be obtained, a Design Development Option (DDO) or Board of Adjustment variance will be required to reduce the rear setback. A DDO may only be utilized to reduce a setback to as little as one foot from the property line.

4. Per UDC 6.4.5.C.1.b, where a lot abuts more than one street, the owner chooses which street lot line is the front lot line. From other than the front lot line, the street perimeter yard setback is ten feet, as measured from the street property line. For carports and garages which face the street, the minimum required street perimeter yard setback is 20 feet regardless of the street.

It appears access to the proposed carport is provided via Sahuara Avenue. The minimum required street perimeter yard setback as measured from the west property line is 20 feet. As a setback of 0’-0” appears to be proposed as measured from the west property, a Board of Adjustment variance is required to be granted. A DDO may be processed as long as a setback of at least one foot is provided.

5. The relocated shed does not meet the minimum ten-foot setback as measured from the west property line. A DDO or Board of Adjustment variance will be required to allow the shed to remain unless the shed is relocated to meet minimum required setbacks.
