This letter reflects comments to be addressed. For facilitating a shorter back check time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued. SCOPE OF REVIEW: The scope of this plan review covers architectural, plumbing, mechanical, energy conservation and electrical. All code references are to the 2018 International Residential Code and 2018 International Energy Conservation Code. All features were checked only to the extent allowed by the submittals provided. All portions of this project are assumed to meet or will meet other departmental requirements, conditions, and concerns before permit approval. GENERAL REQUIREMENTS: 1. Provide a response letter at the next submittal as a separate PDF file. Remove sheet 12 from the construction plan set. File support documents (Manual J report) as separate PDF files. 2. Show compliance with the Inclusive Home Design Ordinance adopted by the City of Tucson Ordinance #10463 on 10/16/2007. Notate an accessible door with a maximum ½” threshold height, a 30” minimum net interior door width, lever-type door hardware, electrical outlet reachable range of 15” – 48” above floor, grab bar reinforcement of 2”x6” blocking at the toilet, tub, and shower 36” above floor, and a second row at the tub 9” above the tub rim. https://www.tucsonaz.gov/files/sharedassets/public/v/1/pdsd/documents/permits/residential-permits/inclusive_home_design_handout_10-09-09.pdf SITE PLAN: 1. Show the location of proposed underground water, electric and sewer lines serving the ADU, R106.1.1. Each dwelling requires an independent electrical distribution and water supply shut off devices. Identify the utility lines requiring upgrade or replacement. 2. Show a street address for each dwelling on the site plan, R319. Notate a cool (white) roof finish as required if complying with the ADU provisions on sheet P-1. 2. Provide a complete roof framing plan showing joist sizes with appropriate load carrying capacity when not including manufactured trusses, R801.2. SECTIONS - DETAILS: 1. An unvented roof assembly requires air-impermeable rigid insulation material of a minimum R-5 value applied correctly to either side of the roof sheathing as part of the total R-38 insulation requirement, R806.5. Note sheet 7 or provide an insulation detail on D1 showing spray foam or rigid foam board and batt layers. PLUMBING PLANS: 1. Tucson Water Department limits flow rates for each water meter size in compliance with P2903.7. Show an appropriate meter size for supporting the existing and proposed dwelling units. 2. Show an individual accessible water supply shut off and water heater for the proposed ADU, P2903.9.1. 3. Provide a water heater capacity or rating appropriate for the building demand, P2801. MECHANICAL PLANS: 1. Provide (an HVAC system with fresh air intake) whole-house mechanical ventilation, or controlled exhaust with a calculated airflow rate, R303.4; N1103.6 & M1505.4. Show the system and appropriate flow rate setting on the plans. A two or three bedroom dwelling under 1501 SF requires a 45 CFM continuous setting. 2. Provide demand calculations in accordance with Manual J/S/D standards, M1401.3, M1601.1. Systems shall be sized in accordance with Manual S based on building loads calculated in accordance with Manual J and duct systems sized in accordance with Manual D. Notate if the mechanical plans if system calculations will be provided by deferred submittal on sheet P-1. 3. Show a dryer vent size and location for venting to exterior, M1501. 4. The roof framing plan sheet 4 and elevations sheet 7 indicate an unvented attic space. Remove the roof cavity ventilation note from sheet 6. ELECTRICAL PLANS: 1. Tucson Electric Power (TEP) may require the service panel for the property at the closest building to the service transformer. A service line change or a new meter location must be coordinated with TEP for approval. Show an underground feeder from a metered service panel to the more distant dwelling. 2. Provide a Riser Diagram showing an accessible Service Disconnect for each dwelling unit, E3601.6.2. Clarify if two service meters are proposed or if the distant dwelling is served with a sub panel connected from the service close to the TEP transformer. OUTDOOR LIGHTING CODE 1. Please start a new FUP at our permit application web page: https://tdc-online.tucsonaz.gov/#/home NOTE: Documentation of a cost estimate from your contractor will be required if this project involves any reconstruction, repair, rehabilitation, structurally connected addition, or other improvement of an existing structure (including TIs and solar). Construction of separate builds/new structures does not require a cost estimate to be provided. Construction of new buildings require elevation one foot above the base flood elevation, which may require that the foundation of the building be raised as much as two feet above the existing elevation onsite. Storage buildings with no utilities may be wet floodproofed using flood vents. For all new construction buildings, two elevation certificates must be filled out by a registered land surveyor and submitted to the City, one before the foundation is poured and one after construction is completed. Instructions: 1. Navigate into the current project in the “My Work” tab. Within the permit, navigate to the “Sub-Records” tab and click “Apply” on the Floodplain Use Permit Sub-Record 2. Locations -> Confirm the location is accurate to the project. Click “Next” 3. The site is in the R-1 zone (UDC 4.7.8). An accessory dwelling unit (ADU) is a permitted use in the R-1 zone, subject to use-specific standards 4.9.7.B.6, .8, and .9, and 6.6.3. 1. This comment has not yet been addressed. Provide a site plan that meets the residential plot plan requirements found at: https://www.tucsonaz.gov/files/sharedassets/public/pdsd/documents/permits/residential-permits/residential_plot_plan_requirements.pdf. Include the following information: a. Indicate the scale of the site plan (i.e., 1” = 20’). c. Include the existing driveway in the lot coverage calculation, whether improved or unimproved. 2. As an ADU is proposed, provide a general note stating the ADU will be developed with a high albedo level (>60 SRI) or other cool roof technology per the ICC Green Construction Code (UDC 6.6.3.B.3). 3. This comment has not yet been addressed. A perimeter fence in the front yard appears to have been constructed without prior zoning review. Per Paving Plan I-817, the front street property line is located 18 feet behind the face of curb. Indicate the location of the perimeter fence and demonstrate that the fence is at least 18 feet behind the face of curb.
