| 06/29/2023 | Site Zoning | REQUIRES RESUBMIT | ZONING REVIEW TRANSMITTAL FROM: Wyatt Berger Lead Planner PROJECT: TC-RES-0623-05621 3255 East Glenn Street – R-2 Addition (1st Review) TRANSMITTAL DATE: June 29, 2023 Please resubmit revised drawings with a detailed response letter stating how all Zoning Review Section comments were addressed. The site is in the R-2 zone (UDC 4.7.9). A single-family residence is a permitted use in the R-2 zone, subject to use-specific standards 4.9.7.B.6, .9, and .10. 1. Per Tucson Unified Development Code (UDC) 6.4.3.C.1.a, roofed areas, open on at least one side, which provide shelter to exterior areas and are not used for utilities, maintenance, laundry, storage, or motor vehicle parking, are not included in the lot coverage calculation. Remove the existing porches from the lot coverage calculation. 2. Per Paving Plan U-2017-004, the front street property line is located one foot behind the edge of the existing sidewalk. Based on the paving plan of Glenn Street, correct the site plan to show the correct front street property line location. 3. Show all structures on the site plan. A shade structure attached to the principal structure appears in Google Street View and aerial photography beginning in 2021. Zoning was unable to determine whether a permit was issued for this structure. If necessary, include the shade structure in this permit’s scope of work. The required side street perimeter yard setback is 10’-0” as measured from the east property line. Some sort of administrative process such as a DDO or a variance will be required to allow this shade structure to remain with a reduced setback. 4. The following comments are relative to an application for a Design Development Option (DDO) (UDC 3.11.1). Perimeter yard setbacks are based on measurement from design grade to the highest point of the exterior wall (UDC 6.4.5.B and UDC Figure 6.4.5-A). Per UDC Table 6.3-2.A, when a residential use is adjacent to a residential zone, the required side and rear perimeter yard setbacks are six feet or 2/3 the height of the proposed carport and patio posts, which is greater, measured from the property line. Based on a wall height of 13’-2”, the required setback as measured from the east property line is 8’-9”; proposed setback is 5’-0”. 5. On April 21, 2023, the Mayor and Council effectuated several amendments to the UDC. Established and developing area setbacks no longer apply to new development. Per UDC 6.4.5.C.1.a, the required front street setback is 20’-0” as measured from the south property line; proposed appears to be 5’-4”. A DDO is required to allow reduced front street (south) and side (west) perimeter yard setbacks.
