For facilitating a shorter review time, please provide updated plans and calculations with a written response to each of the notated items indicating action taken. Do not cloud the changes made for comment updates; revisions are processed if changes occur after the permit is issued. Provide a response letter addressing each comment with location of change on the plans. Submit the separate response letter and plan set files.

Site Engineering Review Comments:
The property located at 3380 W Lost Starr PL, is located within the WILDCAT PASS subdivision. As such additional requirements and permits will be required for all development proposed for this property.
1. Site Engineering will not be able to approve this residential building permit for a new residential pool until a primary residence permit has been approved and issued for this property. A new residential permit will not be approvable until the require grading permit is submitted and issued – Refer to subsequent comments.
2. The property and subdivision are subject to Hillside Development Zone (HDZ) Design standards. As such, for the new residence and pool, an associated grading permit (Development Package on TDC) will be required for submission and approval prior to the issuance and approval of any residential building permits.
a. The grading permit/plan should fall in compliance with Technical Standards Manual (TSM) 2-01.0.0 as well as TSM 9-1.0.0 & Unified Development Code (UDC) 5.2
b. The grading plan should address all hillside related requirements including Average Natural Cross Slope (ACS) calculations, total area of disturbance, and cut/fill quantities. Consideration will also need to be given in regard to hillside drainage management – including but not limited to the use of an interceptor drain/swale system as described in TSM 2-01.10.0.
c. As the property is located within Starr Pass HOA – Approval from the HOA Design board will be required at time of grading permit submission.

This site is located within the R-1 zone (UDC 4.7.8). A single-family residence is a permitted use in this zone (Table 4.8-2) subject to Use Specific Standards 4.9.7.B.5 - .9.

RESUBMITTAL OF THE FOLLOWING IS REQUIRED: Correct plans, as noted in the comments below, along with a response letter indicating how all Site Zoning comments were addressed.

1. The proposed pool cannot be approved prior to a primary use, which could be a new single-family residence (SFR). Per Unified Development Code 6.6.1. an accessory use shall be incidental or secondary to the principal use and located on the same parcel as the principal use. Until permits for a principal structure is approved for the lot, Site Zoning is unable to approve the pool plans (see comments provided by Residential Engineering on 5/18/2026).
